The City Commission of the City of Sanford, Florida, met in Regular Session at
the City Hall in Sanford, Florida, at 7:30 P.M. February 8, 1932.
Present: Commissioner T.L.Dumas, mayor.

Meeting called to order by the Chairman.
Minutes of Regular Meeting of January 25, 1932 read and approved.
Current invoices and payrolls for the month of January 1932, properly audited
and vouchered by the Accounting Department, as evidenced by vouchers Nos. 4139 through
4205, submitted, examined, approved and payment ordered.
Monthly reports cf the Streets, Sanitation, Health, 'Hater and Library Departments
for the month of January 1932, submitted, examined-and ordered filed.
Financial Statement and statement of revenues and expenditures submitted, examined
and ordered filed.
Bank Statements in all accounts, properly reconciled submitted and examined.
A representative of the Salvation Army next appeared with reference to expenses
incurred in providing beds and meals for transient men, and on motion of Commissioner Leffler
seconded by Commissioner Lehman, and carried $100.00 was ordered paid to the Salvation. Army
to be used for this purpose.

A committee of local milk dealers next appeared and protested against the granting of
permit to Datson Dairies Inc. of Orlando, to sell milk products in Sanford, and on motion of
Commissioner Leffler seconded by Commissioner Speer and carried, permit granted by the City
Milk Inspector to this Company was ordered temporarily revoked, pending further investigation
of their method of collecting and distributing milk.
Representatives of the Sanford Gas Company next appeared for the purpose of consumati
transfer of the Sanford Gas Plant and properties from the City to the Sanford Gas Company,
as provided by Resolution No. 426, adopted on January 25th. 1932.
Thereupon the question arose as to whether the clause in the contract calling for
the continued operation of this plant could and should be included in the deed for the prop-
erty.
After considerable di.scussion.of this matter, Commissioner Byrd moved that the
Commission act on the advice of the City Attorney and deliver deed without the aforesaid
clause being included.
Commissioner Leffler offered an amendment, which was accepted by Commissioner Byrd,
that the giving of this deed shall not abrogate any of the rights of the City under the con-
tract for the sale of the gas plant.

The foregoing motion and amendment were seconded by Commissioner Lehman and unanimous
The representatives of the Sanford Gas Company stated their willingness to the in-
clusion of Commissioner Leffler's amendment in the motion of Commissioner Byrd.

The Clerk next presented bids received for supplying the City with 500 feet of
Fire Hose by
The Eureka Fire Hose. Mfg. Co.
B.F.Goodrich Rubber Co.
Fire Protection Equipment Co.
Bi- Lateral Fire Hose Company
but after inspection of prices offered, all bids were rejected.
The matter of Publishing or Posting the 1931 Delinquent Tax Roll, and if published,
to designate the newspaper for this purpose, was next brought before the Commission.
Thereupon bids were read from the Sanford Herald and the Seminole County Sentinel
covering the cost of publishing this tax roll, each paper bidding $.25 per double column
line.
After considerable discussion, action was deferred until a later date.
Report of the Special Committee on Electric Rates presented in compliance with
request of the Commission under date of November 3oth, 1931, was next presented and taken
under consideration.
On motion duly adopted, two bills of City Attorney Wilson, of $73.57 and $20.78
cowering expenses incurred in handling legal matters of the City were approved and ordere
paid.
On motion duly adopted, note of the Central Foundry Co., for $1017.00 with accrue
interest amounting to $122.04 Due Feb. 1, 1932, was ordered paid.
On motion duly adopted, $29.08 was next ordered transferred from the Contingent
Fund to the Aviation Field Appropriation .
On motion duly adopted, instructions heretofore issued calling for collection
of 5% attorney's fees when payment is made of any delinquent taxes placed in the hands
of the City Attorney for foreclosure, were amended as follows:
That before final decrees have been entered in foreclosure suits instituted for non-
payment of taxes, any property owner paying these taxes shall be charged with actual
costs incurred with the exception of Attorney's fees, and after final decrees have
been entered, with actual costs incurred plus 5 per cent. attorney's fees.
The meeting then adjourned.
