CITY COMMISSION, SANFORD, FLORIDA, March 29 at 7:30 P M 192 The City Commission of the City o$' the City of Sanford, Florida, met in Regular Session at the City Hall in Sanford, Florida, at 7:30 O'clock P.M. March 29, 1932. Present: Commissioner T.L.Dumas, Mayor. " H.J.Lehman a V.A.Speer n C.A.Byrd W.A. Leffler City Attorney Fred R.Wilson City Clerk, F.S.Lamson Chief of Police, R.G.Williams. Meeting called to order by the Chairman. Minutes of Adjourned meeting of March 15th., and adjourned meeting of March 17th, 1932 read and approved. Mr H M. Watson appeared and requested that he be allowed to have property line of City property surrounding Lake Ada established, the present line, described as the high water mark of Lake Ada,being indefinite. Permission granted, provided that such line be submitted to the Commission for its approval, and provided that the cost of such establishment of property line be borne by Mr. Watson. Application next received for permit to operate gasoline filling station at the S.E.Corner of Seventh St. and Orange Ave, and same was grented provided all re- quirements of the City governing filling'stations are complied with. On motion duly adopted, interest rates on City funds on deposit in the Sanford Atlantic National Bank prevailing during the first quarter of 1932, were approved for the Second Quarter beginning April 1st. Communication next read from Mahoney Walker Co. submitting bid of $1.16 per foot for fire hose and same was ordered filed with other bids heretofore received. Communication next read from Mr. R A Wilson, representing the Winn & Lovett Grocery Co., confirming offer made at the meeting of March 15th, to pay $200.00 City Taxes for 1931 on Lots 4,5,6 and 7 and W. 26 ft of Lots 3 and S of Block 1 Tier 9, the request for reduction from the $500.25 taxes assessed against this property being based upon the fact that the buildings thereon were burned in October of 1931. In view of the fact that this tax assessment was made as of January 1st, 1931 at thich time such buildings were in good condition. and occupied, and in view of the further fact that the City Attorney advised against the right of the Commission to make such reduction, request was refused and the Clerk instructed to so notify Mr. Wilson. Thereupon Commissioner Speer moved that this property be advertised for sale for the amount of the indebtedness that the City holds against it and that the City accept City of Sanford Bonds at par in payment from anyone desiring to purchase , no abstract to be furnished, the purchaser to pay for cost of deed and revenue stamps. Seconded by Commissioner Byrd and carried. Commissioner Speer next moved that the time limit for acceptance of City of Sanford bonds in payment of taxes for the years prior to 1930 provided the 1930 taxes are paid in cash at the same time, be extended from April let to October let, 1932• Seconded by Commissioner Byrd and carried over the dissenting vote of Commissioner Lehman:. The matter of whether the delinquent 1931 real estate list should be PUBLISHED or POSTED was next brought up for consideration. Thereupon, upon motion duly adopted, it was ordered that unless the Cityof Sanford Bondholders Protective Committee will pay for the costs of publishing this list, said list of delinquent 1931 real estate taxes be POSTED in accordance with the terms of the Charter. The Commission next proceeded to consider the status of the airplane hangar erected on the Municipal Aviation Field by E.J.Goeringer, it appearing that Mr. Goeringer is unable to complete payment for construction of this building. Thereupon, upon motion duly adopted, proposition made to and accepted by Mr. Goerringer, that the City cancel proposed lease heretofore authorized, pay him $150.00 for his equity in this hangar and assume all outstanding obligations remaining un- paid against this structure, said obligations to be paid by the City in monthly installments was approved, and payment ordered made in accordance therewith. The Commission next placed the rental for use of space by R.J.Reel at the Municipal Aviation Field upon which is constructed private airplane hangar, at $3.00 per month, and ordered that this hangar be used for private use only. 11 [1 []I �l 1 1 L_ MINUTES 47 CITY COMMISSION, .SANFORD, FLORIDA, March 28 at 7:30 1932 The City Commission next set the following rates for storage of air- planes in the Municipal Hangar at the Aviation Field: 2 Plate Plane Per Night $1.00 Per Week. $3.00 Per Month $6.00 Cabin.Planes, with capacity up to 5 passengers. N 1.50 to if 4.50 " " $9.00 Ford Tri —motor planes and planes of this size and type " $3.00 $9.00 " " $18.00 Mr. R B Scheaf er and Mr.Fred.Jones next made applicationsto handle sale of gas and oil and rental of space in Municipal Hangar at the Municipal Aviation Field, and after consideration of qualifications of both applicants, contract was ordered given to Mr. Jones, it being understood that all rentals for space in the hangar are to revert to the City to be used in keeping the field in: condition. Commissioner Byrd next moved that $150.00 be transferred from the Contingent Fund to the Aviation Field appropriation. Seconded by Commissioner Lehman and carried. On motion duly adopted, the Clerk was next instructed to write the Sanford Country Club Inc., and request that their lease for the Municipal Golf Course be sur- rendered and terminated in order that the City may be at liberty to make better arrange- ments for the handling of this property. Commissioner Lehman next moved that the water rates for consumption of water in excess of 100,000 gallons be revised as follows: mission: For all water used in excess of 100,000 gallons and up to 200,000 gallons 15 cents-..,. per 1000 gallons. For all water used in excess of 200,000 gallons and up to 300,000 gallons. 10 cents per 1000 gallons. For all water used in excess of 300,000 gallons 7 1/2 cents per 1000 gallons. Seconded by Commissioner Speer and carried by the following vote of the Com- Commissioner Dumas Aye " Lehman Aye " Speer Aye o Byrd Aye " Leffler Aye Thereupon the City Attorney was instructed to prepare Ordinance covering such revision of water rates. Commissioner Leffler next moved that Sanitary Inspector G.P.Paxton be re- appointed as Special Police Officer. Seconded by Commissioner Lehman and unanimously carried. Commissioner Lehman next moved that the City contribute to the Seminole Counter Chamber of Commerce $440.25 for the encouragement of new industries, payable from the Contingent Fund. Seconded by Commissioner Leffler and unanimously carried. Lease with Inland Navigation Company for lease of City dock and warehouse immediately Pest of Sanford Yacht Club Building at a monthly rental of $10.00 , next pre- sented by City Attorney Wilson and approved.
