020931MINUTES CITY COMMISSION, SANFORD, FLORIDA, February. 9 at 7:30 P M 19 31 The City Commission of the City of Sanford, Florida, met in Regular.session at the City Hall in Sanford, Florid,, at 7:30 O'Clock P M. February 9, 1931. Present: Commissioner T.L.Dumas, Mayor W.A. Leffler " H J Lehman V.A.Speer C.A.Byrd. City Attorney Fred R.Wilson: City Clerk, F.S.Lamson Chief of Police R.G.Williams Meeting called to order by the Chairman. Minutes of Regular meeting of January 26th, adjourned meeting of January 27th , and adjourned meetings of January 31st. 1931, read and approved. Current invoices and payrolls for the month cf January 1931 properly audited and vouchered by the Accounting Department, as evidenced by vouchers Nos. 3316 through 3395, inclusive, submitted, examined, approved and payment ordered. Monthly report of the Streets, Sanitation, Health, Water and Library Departments, for the month of January , 1931, submitted, and ordered filed. Financial Statement and statement of revenues and expenditures during the month of January , 1931, submitted, examined and ordered filed. Bank Statements in all accounts, properly reconciled, submitted and examined. Communication: read from F.P.Fleming, representing the' Bowl Holders Protective Committ concerning certain proposed changes and additions to the agreement heretofore entered into between this Committee and the City of Salford. After careful examination of the various points brought up, definite action was postponed pending further consideration. The matter of Posting or Publishing the Delinquent 1930 Tax list and if published, designating the newspaper to do this work, was next brought up for consideration. Action deferred until the next regular meeting of the Commission pending the receipt of blanket bids from-the two Sanford newspapers. Communication next read from Mrs. E.J Moughton presenting application for re- appoint- ment as Assistant Librarian at the Sanford Public Library at such time as the City's finances allow of such appointment being made, and same was ordered acknowledged and filed. 11 Two chairty bills from the Fernald Laughton Memorial Hospital, for Ed Brown and Mrs. E.T.Landress, respectively, next presented for action. Commissioner Speer moved that these bills be paid and that the Hospital authorities be notified that the City will not approve any further bil]o of this nature except such as o are first authorized by the City Commission. Seconded by Commissioner Leffler and carried. Bill next presented from. Special Counsel DeCottes covering expenses incurred in the su$t of the City of Sanford Versus the Chase National Bank of New York, amounting to 0244.10 Commissioner Leffler moved that this bill be paid. Seconded by Commissioner Speer and carried. Offer next presented from: M r. J.K. Vaughan to deed to ithe City right -of -way for alley across Lots 1 and 2,and lots 3 and 4 in Woodruff's Subdivision:, seven feet to be deeded from each lot. In view of the fact that there is no alley across the balance of this block, and the u 1 11 1 1 LJ 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Feb . 9p at 7:30 P M • 1931 deeding of such a right of way would therefore be of no benefit to the City, the offer was refused. 327' Authority was next granted for the use by the County Engineer's office of one drafting table and one file, formerly used by the City Engineer, provided the use of such table and file by the County Engineer's office is recorded with the Board of County Commissioners and acknowledgment is received from that body. Commissioner Speer next moved that note due February 1, 1931, for $1017.00 together with accrued interest of $61.02, made payable to the Central Foundry Company, be paid. Seconded by Commissioner Lehman and carried. In view of the fact that the temporary use of the portable ammoniator at the water plant appears to have been successful in removing odor and taste from the water supply, Commissioner Speer next moved that the City purchase from the Pa.radon Company, one ammoniator for the water department, at a price of $400.00 Seconded by Commissioner Byrd and carried. Commissiorer Lehman next moved that the City Commission appoint Mr. R.A.Cobb as a Bond Trustee of the City of Sanford, Florida, to fill the vacancy caused by the resignation of Bond Trustee F.L.Woodruff. Seconded by Commissioner Speer and carried. Commissioner Lehman next intorduced Resolution No. 404 and moved its adoption. Seconded by Commissioner Speer and unanimously carried, said Resolution No. 404 being in words and figures as follows: 11 A RESOLUTION RELEASING BOND OF WALTER L. COOPER, AS BOND TRUSTEE. WHEREAS, WALTER L. COOPER, was a member of the Bond Trustees of the City of Sanford, Floirda, and as a member of said Board of Bond Trustees, executed and delivered his bond in th sum.of TEN THOUSAND ( $102000.00) DOLLARS, for the faithful performance of his duties as said member of said Board of Bond Trustees on which said bond the American Surety Company of New York was surety, said bond being dated May 28, 1930; and, WHEREAS, The said WALTER L. COOPER has resigned as a member of said Board of Bowl Trustees and desires to have said surety bond released: NOW THEREFORE, Be It Resolved by the City Commission of the City of Sanford, Florida, the said surety bond of the said WALTER L. COOPER, as a member of the Board of Bond Trustees of the City of Sanford, Florida, dated the 28th day of May 1930, in the sum. of Ten Thousand ($x.0,000.00) Dollars, with the American Surety Company of New York, as surety thereon, be and i the same is hereby released and discharged and said surety company is released and discharged from:any liability under said bond and likewise the said WALTER L. As the City Commission of the Acity cf Sanford, Florida. 3qt�,'- MINUTES CITY- COMMISSION, SANFORD, FLORIDA, Feb. 9 at 7:30 P M. 19 31 The Clerk next presented American Trust Co. of Jacksonville receipuNo. 677, covering United States of America 31% Treasury notes series 01930 -1932, with June 15, 1931 and subsequent coupons attached, Nos 11505E, 11504D and 11506F , 3 at $lQ;000.00 each, total $30,000.00 as security for City of Sanford deposits in the Sanford Atlantic National Bank, and on motion of Commissioner Lehman, seconded by Commissioner Byrd and carried, same was approved. Surety Bonds of Commissioners Dumas and Byrd, in amount of $1,000.00 each, next pZe- sented to the Commission, and on, advice of the City Attorney that same were correct as to form, Commissioner Speer moved that they be approved. Seconded by Commissioner Leffler and carried. The Police Department was instructed to notify Pilots of airplanes flying over the City that between the hours of 9:30 A.M. and 12 :30 P.M. on Sundays, such airplanes are not to fly over the church districts in the City of Sanford at an altitude of less than 4000 feet.
