The City Commission of the City of Sanford, Florida , met in Regular Session at
the City Hall in Sanford, Florida, at 7 :30 O'Clock P.H. April 13, 1931.

Chief of Police, R.G.Williams.
Meeting called to order by the Chairman.
Minutes of Regular meeting of March 23rd. Adjourned Meeting of March 25th ,
and Adjourned meeting of March 30th, 1931, read and approved.
Current invoices and payrolls for the month of March 1931 properly audited and
vouchered by the Accounting Department, as evidenced by vouchers Nos. 3.60 through 3515,su
examined, approved and payment ordered.
Monthly report of the Streets, Sanitation, Health , Water and Library Depart-
ments for the month of March 1931, submitted, examined and ordered filed.
Financial Statement and statement of revenues and expenditures
during the month of March 1931, submitted, examined and ordered filed.
Bank Statements in all accounts properly reconciled, submitted and examined.
Mr. F.L. Miller next requested that action be taken upon his request that the
contract between the City of Sanford and Florida Power & Light Company be declared void.
Commissioner Lehman moved that no action be taken at this time
Seconded by Commissioner Leffler and carried by the following vote:

Complaint next received from E.W.Biogers and Dr. C.W.Baker as to dairy inspectio
the complaint being that some milk dealers, particularly those having one or two cows,
are not required to abide by the milk regulations the same as are �Ixe, larger dairies.
Commissioner Lehman moved that the matter be under consideration and that
the City Attorney be directed to investigate the Dairy Ordinance with a view to having it
complied with.
Seconded by Commissioner Speer and carried.
Request next received from alk.,Kenny, claiming to. have twenty -five City of Sanforc
Water Bonds and asking that the coupons from these bonds due January 1, 1931, be paid.
Matter referred to the City Attorney for an opinion.
Offer next received from E.A.Londenberg to purchase the City Greenhouse for $100.(
Of f er refused.
Commissioner Speer next moved that the City Greenhouse be offered for sale for
one City of Sanford bond, with all unpaid coupons attached.
Seconded by Commissioner Byrd and carried.
Communication next read from Special Counsel DeCottes inclosing invoice from
The Hecla Press for $302.50, covering cost of printing Brief in the Suit of the City of
Sanford Versus The Chase National Bank , now on appeal.

Commissioner Leffler moved that the invoice of the Hecla Press be approved and paid.
Seconded by Commissioner Speer and carried.
Commissioner Lehman next introduced Resolution No. 409 and moved its adoption.
Seconded by Commissioner Leffler and carried by the following vote:

Said Resolution No. 409 being in words and figures as follows:
RESOLUTION NO. 409.
APPROVING AND AUTHORIZING THE EXECUTION BY THE CITY WITH FLORIDA POWER
& LIGHT COMPANY OF A PROPOSED LETTER AGREEMENT PROVIDING FOR THE TEM-
PORARY DISCONTINUANCE OF CERTAIN STREET LIGHTS.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA:
1. That the proposed letter Agreement with Florida Power & Light Company herein-
after set forth, is hereby approved and the Mayor and the City Clerk of and on behalf of the
City are authorized to execute and enter into with Florida Power & Light Company the said
letter Agreement, which is as follows:
Gentlemen:
In accordance with your recent request, we agree to discontinue temporarily the
operation of thirty (30) 100 candlepower "White Way" street lights now burning on a dusk
to midnight schedule and seventeen ( 17) 250 candlepower "White Way " street lights now
burning on a dusk to midnight schedule, the said forty —seven (47) lights being all of the
dusk to midnight 4'White Way " street lights in operation in Sanford at the present time.
In addition to the "White Way" street lights above mentioned and as requested by you
we agree to discontinue temporarily seven ( 7) 100 candlepower " White Way " street lights
burning on an all night schedule located on East First Street and Three (3) 100 candlepower
"White Way 1' street lights operating on an all night schedule located on North Park Avenue.
On December lst, 1931, we will restore the said lights to service. If you request
us to restore these lights to service before that time, we of course, will do so.
If you agree to the foregoing, kindly so indicate by executing this letter and
the attached copies in the spaces provided for that purpose.

In conformity with the terms of Resolution No. 409 , the Mayor and City Clerk
next executed on behalf of the City of Sanford, the letter Agreement embodied in said
Resolution No. 409.
Communication next read from the Sanford Chamber of Commerce inclosing bills tot
ling $68. 90 , paid to Fred T.Williams, Engineer, and H.W. Johnson, Photographer, for copies
of plans, blue prints, and photographs needed in connection with efforts of the City to
have the Hotel Mayfair designated by the U.S. Government as a Veterans Hospital.
Commissioner Speer moved that the Chamber of Commerce be reimbursed for the amp
of these bills.
Seconded by Commissioner Leffler and carried.
On motion of 6ommissioner Lehman, seconded by Commissioner Speer and carried,
$15.00 of the 1930 Real Estate Tax against Lot 6 Blk 3 Tr. 10 was ordered cancelled, this
amount representing the widow's exemption of the owner, Mrs. C.L.Vincent.
Communication next read from the Seminole County Medical Society requesting that
the City Ordinance regarding the vaccinating of dogs in the City limits be enforced, and
same was referred to the Police Department with instructions to carry out the terms of
this Ordinance at the proper time.
The meeting then adjourned to meet again at 5 O'Clock P.M. April 15, 1931.
