042731i L G 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA­_ April 27 at 7:30 19 31 353 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in Sanford, Florida, at 7 :30 O'Clock P.M. Present: Commissioner T.L.Dumas, iilayor. " W.A.Leffler " H J Lehman 11 V.A.Speer u C.A.Byrd. City Attorney Fred R.Wilson City Clerk, F.S.Lamson Chief of Police R.G.Williams Meeting called to order by the Chairman. April 27, 1931. Minutes of Regular Meeting of April 13th. and Adjourned Meeting of April 15th. 1931 read and approved. Request next received from Special Counsel DeCottes for payment of invoices here- tofore rendered covering retainer of Messrs, DeCottes and Boggs for services in the suit brought by the Chase National Bank against the City of Sanford in the Florida Courts. Commissioner Lehman moved that action be withheld upon this request pending further consideration and the securing of additional information. Seconded by Commissioner Leffler and carried. Communication next read from Special Counsel DeCottes requesting that $600.00 expense money be furnished he and Mr Boggs for the purpose of proceeding to New York City in connection with hearing in the suit-of the City of Sanford, Florida, versus the Chase National Bank. Commissioner Speer moved that expense money be furnisehd as requested. Seconded by Commissioner Leffler and carried by the following vote: Commissioner Dumas Aye " Leff ler Aye It Lehman Nay it Speer Aye it Byrd Aye In compliance with instructions the Clerk next presented itemi2ed statement showing the amount of delinquent real estate taxes together with total assessed for the year 1930, against certain property located within the corporate limits and adjacent to the Southern boundary of the City comprising approximately four square miles, which it has been requested, be excluded from the City limits of Sanford, the totals being as follows: Total unpaid taxes prior to the year 1930 $21,848.24 Total 1930 taxes assessed 4,332-59 Thereupon Commissioner Lehman moved that the City Commission go on record favoring the removal of this property, most of which is waste land, from the City Limits, and ascertain whether the Bond Holders Protective Committee would favor such action. Seconded by Commissioner Speer and carried. Engineer Fred T.Williams next presented Replat of Druid Park and requested its approval by the City Commission. Commissioner Leffler moved that this matter be referred to the City Attorney for investigatioa and report at the next meeting. Seconded by Commissioner Lehman and unanimously carried. 35d ... MINUTES CITY COMMISSION, SANFORD, FLORIDA- April 27, 1931 194_ Communication next read from City Physician Tolar recommending the passage of an ordinance requiring that every dispenser of milk and cream, whether dairy or individual, selling milk and cream, raw or pastuerized, in the City of Sanford, be required to have said milk or cream examined bacteriologically each month at their own expense, and that such examination be made in Sanford. Matter referred to City Inspector Paxton with instructions that the terms of the milk ordinance be enforced. The Clerk next presented Depository Receipt No. 1642 dated April 18, 1931, issued to the City of Sanford by the Atlantic National Bank, covering two United States Certificates of Indebtedness Series TS2 -1931, Total value $20,000.00 deposited by the Sanford Atlantic National Bank as additional security for City of Sanford funds in said bank, and on motion of Commissioner Speer, seconded by Commissioner Lehman, and carried, said additional security was approved and accepted. Commissioner Speer next moved that bill for 365.56 , presented by H.M.Papworth as Chairman of the Special Transient Relief Committee of the Seminole County Welfare Board, covering cost of handling destitute transient families fron Nov. 1st, 1930 to April 1st, 1931, be paid , such expenditures not exceeding $500.00 having been authorized by the City Commission at a previous meeting. Seconded by Commissioner Byrd and carried. Communication next read from the Florida Securities Bureau giving list of water works bonds payment on which request was made by a Mr. Kenny at the meeting of the City Commission on April 13th, and same ordered acknowledged and filed. The Clerk next presented copy of alternative writ of mandamus calling for payment of profits of the water department to apply against water bond coupons included in the two Federal Judgments obtained on January 30, 1931 by Xenneth M. Keefe, et al, representing the Bond Holders Protective Committee, and same was referred to the City Attorney. The Commission next approved and authorized the payment on account of the following liabilities of the Capital Fund: Accounts Payable Amount of Account Amount to be Paid Balance. For salary of Assistant Librarian $600.00 For maintaining Municipal Golf Course 2500.00 For publicity purposes through Chamber of Commerce. 1000.00 Commissioner Byrd next moved that the time for the closing of the 1930 Tax Roll be extended to May 31, 1931, and that no further extension beyond that date be given. Seconded by Commissioner Byrd and carried. Commissioner Lehman next moved that the time limit when the offer of the Mayfair Hotel to the U.S.Government for a Veterans Home and Hospital would expire, be extended an additional thirty days from May 1st. Seconded by Commissioner Byrd and carried. On motion duly adopted, action taken at the adjourned meeting of April 15th, and special meeting of Aril 23rd. , was next rescinded insofar as it approved for passage by the State Leigislature the following entitled Bill: An Act to Amend Section Twenty of Chapter 9897 Laws of Florida, Acts of 1923, entitled: If An Act to Abolish the Present Municipal Government of the City of Sanford, Seminole County, State of Florida, and to Organize, incorporate, and establish a City Govern- ment for the same, and to prescribe the jurisdiction, powers and functions of said Municipalit l', -as said Section was amended at an election held in the City of Sanford, Florida, on the Eighte nth day of September 1928, which electionwas ratified and confirmed by Chapter 14345, Laws of Florida, Acts of 1929, said section hereby amended relating to the election of a Mayor by the City Commission of the City of Sanford, Florida, and the duties of the Mayor. said Bill being referred back to the special legislative committee of the Chamber of Commerce and City Commission for further consideration.
