CITY COMMISSION, SANFORD, FLORIDA,- may 11 at 7.30 RU -19--31
The City Commission of the City of Sanford, Florida, met in Regular Session._at
the City Hall in Sanford, Florida, at 7 :30 O'Clock P.M. May 11, 1931.
Present: Commissioner T.L.Dumas, Mayor.

Meeting called to order by the Chairman.
Minutes of Special Meeting of April 23rd, Regular meeting of April 27th, Special
Meeting of May 5th. and Special meeting of May 8th, 1931 read and approved.
Current invoices and payrolls for the month of April , 1931, properly audited
and vouchered by the Accounting Department, as evidenced by Vouchers Nos. 3516 through 3570
submitted, examined, approved and payment ordered.
Monthly report of the Streets, Sanitation, Health, Water and Library Depart-
ments for the month of April 1931, submitted, examined and ordered filed.
Financial Statement and statement of revenues and expenditures during the month
of April , 1931, submitted, examined and ordered filed.
Bank Statements in all accounts properly reconciled, submitted and examined.
Commissioner Lehman moved that the action taken by the Commission at the
Regular." Meeting of April 27th, in extending the date for the closing of the 1930 Tax Roll
to May 31st., be rescinded and in lieu thereof that the final date for the closing of-the
1930 Tax Roll be extended to June 15, 1931, to conform to the closing date of the 1930
State and County Tax Roll.
Seconded by Commissioner. Byrd and unanimously carried.
Petition next received from Mrs. O.C.Bryant that the fine assessed against Mrs.
R.Carter, arrested for driving an automobile while under the influence of intoxicating liquo3
be remitted.
Commissioner Lehman moved that no action be taken.
Seconded by Commissioner Leffler and unanimously carried.
Recommendation next received from Municipal Judge R.W.Ware that $50.00 of the
$100.00 fine assessed against B. St. John in the Municipal Court on March 23rd. 1931, be
remitted.

Commissioner Speer moved that the recommendation of the Municipal Judge be acceded

On the advice of City Attorney Wilson that the replatting of the subdivision of
Druid Park would not-affect liens of the City against the property on which they now ex-
ist, Commissioner Speer next moved that the re -plat of Druid Park, as presented to the
Commission at the regular meeting of April 27th, 1931 , be approved, such approval to be
without prejudice to the special assessment liens of the City as assessed against the
property as formerly platted .

Seconded by Commissioner Byrd and unanimously carried.
Request next made by Mr. John Meisch and Mr. L.L.LeRoy, representing the
Sanford Country Club , Inc., that the City resume monthly payments toward the maintenance
of the Sanford Municipal Golf Course, after which a communication was read from Mr. G.W.
Spencer, Chairman of the Golf Committee of the Chamber of Commerce, requesting that these
payments be held up.
After a motion by Commissioner Lehman that the present Lessees be allowed to oper-
ate the Golf Course the same as heretofore, and another motion by Commissioner Speer that the
entire proposition be held up pending further investigation and action at the next meeting,
both died for want of a second.
Commissioner Lehman moved that an adjourned meeting of the City Commission be
held at S O'Clock P.M. on May 13th, , at which time both sides to be controversy could
present their cases.
Seconded by Commissioner Leffler and carried.
Commissioner Byrd next introduced resolution No. 412 and moved its adoption

A RESOLUTION AUTHORIZING THE PAYMENT BY THE OWNER OF ANY REAL PROPERTY OR HOLDER
OF A LIEN THEREON FOR ANY SPECIAL ASSESSMENT AGAINST SUCH REAL PROPERTY FOR THE CONSTRUCTION
OF A SIDEWALK OR SIDEWALKS, WITH GENERAL BONDS, CERTIFICATES OF INDEBTEDNESS OR SPECIAL ASSESS-
MENT BONDS AND MATURED COUPONS THEREON ISSUED BY THE CITY OF SANFORD, FLORIDA.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, that the
er of any real property therein or holder of a lien thereon may pay any special assessment
thereon for the construction of a sidewalk or sidewalks with general bonds, certificates
of indebtedness or special assessment bonds and matured coupons thereon, issued by the
City of Sanford, Florida, without restriction as to maturity , or kind of bonds or certificate
of indebtedness.
Be It Further Resolved that this Resolution shall become effective immediately
upon its passage and adoption.

NOW THEREFORE be it resolved by the City Commission of the City of Sanford,
Florida, that the City Clerk be and he is hereby authorized and instructed to cancel
by perforation all of the above described bonds received by said City in payment of
delinquent taxes and special assessments.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediately
upon its passage and adoption.
Passed and adopted this the 11th day of May A.D. 1931.

Communication next read from the Chamber of Conr�lerce inclosing bill from
Engineer Fred T.Williams for $111.00 covering cost of preparing maps in connection
with offer of a proposed Veterans Home. Site to the U.S. Government, and on motion of
Commissioner Lehman, seconded by Commissioner Speer and unanimously carried, said Bill
was ordered approved and paid, chargeable to the Contingent fund.
Communication next read from DeCottes & Spencer concerning the case of Fred
Hogan, former policeman employed by the City, and on motion duly adopted, same was
filed for further consideration.
Communication next read from Eli H. Horwitz, concerning one City of Sanford
Bond owned by his client, Harry Horwitz, and same was referred to City Attorney
Wilson for attention.
On motion duly adopted, bond of Robert A. Cobb as a-Bond Trustee of the City
of Sanford, Florida, in the amount of $10,000.00 was next ordered approved.
The meeting then adjourned to meet at 8 O'Clock P.M. May 13, 1931.
