CITY COMMISSION, SANFORD, FLORIDA, April 15, at 5 P M 19 -31
The City Commission of the City of Sanford, Florida, met in Adjourned Session
at the City Hall in Sanford, Florida, at Five O'Clock P.M. April 15, 1931.
Present: Commissioner T.L.Dumas, Mayor.

Meeting called to order by the Chairman.

The Chairman then announced that the Commission had convened in adjourned session
for the purpose of considering certain bills to be presented to the Legislature for passage
at the present session.
Thereupon the following entitled bills were read and approved by the Commission:
111. An Act in relation to the City of Sanford, Florida, and to authorize the collection
by foreclosure of taxes heretofore or hereafter assessed by the City of Sanford, Florida,
upon real roperty within such City, and authorizing the inclusion in any such Bill of
Complaint For the foreclosure of tax liens the foreclosure of special assessment liens,
if any, Vpon all or any of the property involved in any such suit, and to repeal all parts
of the Charter of the City of Sanford, Florida, and amendments thereto providing for the
sale of real property within said City for nonpayment of taxes.
2. An Act to validate and declare legal and binding the sales of real property by the
City of Sanford, Florida, for non - payment of taxes assessed thereon by said City for the
years 1925 and 1926, and to validate and declare legal and binding all unredeemed tax
certificates issued by said City against su6h tedj property.
3 An Act to validate all assessments for taxes made for the years 1925, 19262 1927, 1928
and 1929, by the City of Sanford, Florida, against personal property in said City and to
declare such taxes which have not been paid valid and binding liens against the personal
property upon which assessed until paid in full with all penalties, and to authorize said
City of Sanford to collect such taxes in the manner now provided by the Charter.
4. An Act to amend section twenty of Chapter 9897 Laws of Florida, Acts of 1923, entitled:
" An Act to abolish the present Municipal Government of the City of Sanford, . Seminole
County, State of 43F lorida, and to organize, incorporate, and establish a City Government
for the same, and to prescribe the jurisdiction, powers and functions of said municipality.",
as said section was amended at an election held in the City of Sanford, Florida., on the
eighteenth day of September 1929, which election was ratified and confirmed by Chapter
14345, Laws of Florida, Acts of 1929, said section hereby amended relating to the
election of a Mayor by the City Commission of the City of Sanford, Florida, and the
duties of the Mayor.
5. An Act to validate and declare to be legal and binding all of the Ordinances passed
and adopted by the City Commission of the City of Sanford, Florida, under Chapter 9897,
Laws of Florida, Acts of 1923, or Chapter 14343, Laws of Florida, Acts of 1929, except
such of said Ordinances as may have been repealed and to declare proof of publishing or
posting of such ordinances unnecessary.
6. An Act to provide for the publication of Ordinances passed and adopted by the City
Commission of the City of Sanford, Florida. "
The Commission next authorized Commissioner Byrd and City Attorney Wilson to take
the aforesaid Bills to Tallahassee for passage by the Legislature, after which the meeting
adjourned.
