The City Commission of the City of Sanford, Florida, met in Regular Session at the
City Hall in Sanford, Florida , at 7:30 O'Clock P.M.January 12, 1931.
Present: Commissioner T.L.Dumas, Mayor.

Meeting called to order by the Chairman..
Minutes of Special Meeting of January 6th, and Regular Annual Meeting of January 6th
1931, read, corrected and approved.
Current invoices and payrolls for the month of December , 1930 properly audited and
vouchered by the Accounting Department, as evidenced by 4ouohers Nos. 3231 through 3315,
submitted, examined, approved and payment ordered.
Monthly report of the Streets, Sanitation, Health, Water and Library Departments
for the month of December 1930, submitted, and ordered filed.
Financial statement and statement of revenues and expenditures during the month of
December, 1930, submitted, examined and ordered filed.
Bank statements in all accounts, properly reconciled, submitted and examined.
Communication: read from the San Juan Garage Company, requesting permission to re-
move , at their own expense, six oak trees from the parkway in front of their garage at
First Street and Myrtle Avenue.
Commissioner Speer moved that the request of the San Juan Garage Company be granted.
Seconded by Commissionr Byrd and carried.
The matter of payment of the bill of Haynes & Ratliff, amounting to $262.18 covering
the printing of 5000 advertising folders for the Chamber of Commerce, was again brought
before the Commission at this time.
Commissioner Lehman moved that the City appropriate $500.00 for the use of the Chamber
of Commerce during the present fiscal year, but the motion failed for want of a second.
Commissioner Lehman then moved that the bill of Haynes & Ratliff for $262.18 covering
the printing of 5,000 advertising circulars for the use of the Chamber of Commerce,
be assumed by the City and payment ordered.
Secom ed by Commissioner Byrd and carried.
In compliance with instructions issued under date of January 6th, the Clerk next pre-
rented resignations signed by all employees of,the City of Sanford, Florida excepting
day laborers.
After considerable discussion, during which the motion of Commissioner Lehman that
no action.be taken until the first meeting in ..February, and the motion of Commissioner
Speer that the Commission take up at this time the matter of re- appointment of City
Employees, both failed for lack of a second, the Chairman was authorized to make
the following statement:
That the Clerk is directed to write to the heads of the departments and assure them
that there is no disposition on the part of the Commission to make any changes except
such changes as may become necessary by reason of absolute necessity for reductions, as

per the Charter of the City of Sanford.
Complaint next received from committee from the Independent Merchants AssooiatioN
with respect to peddlers from outside the State bringing in produce and selling without
license.
Matter referred to the City Attorney with ins tructiors to comer with the above mentio*-
ed Committee and draft such ordinance as is necessary to cover.
Report next received from Engineer Fred T.Williams that deeds for a right -of -way for
State Road No. 3 along the shore of Lake Monroe were either obtained from or else had been
promised, by all except three property owners in this District, and that these three prop-
arty owners had refused to give deeds for this right -of -way.
Thereupon Commissioner Speer moved that the Commission instruct the City Attorney to
proceed with condemnation proceedings to obtain the balance of the rights of way for State
Road No. 3 along the shore of Lake Monroe, and that authorization be granted to incur such
expenses as may be necessary in obtaining such information as is needed from the Abstract
Office.
Seconded by Commissioner Byrd and carried.
At this time the Commission proceeded to consider the rate of interest to be required
to be paid by the Sanford Atlantic National Bank on City deposits in said bank from-January
1, 1931, at which time the arrangement hitherto in effect expired.
Thereupon, Commissioner Lehman moved that the proposition offered by the Sanford
Atlantic National Bank, towit:
The rate of interest on all City deposits to be l - 1/2 per cent per annum:, computed
quarterly on average daily balances, a free balance of 20 per cent of the, total deposits
to be allowed upon which no interest will be paid, this free balance at no time to exceed
X30,000,00
be accepted, such arrangement to run at the will of the Commission.
Seeord ed by Commissioner Speer and carried.
On motion of Commissioner Speer, seconded by Commissioner Byrd and carried, bill of
City Attorney Wilson for $25.60 covering expenses incurred on trip to Jacksonville to confer
with attorneys for Bond Holders Protective Committee, was approved and payment ordered.
On motion of Commissioner Lehman, seconded by Commissioner Speer and carried, instructio
were issued for the continuance in use of the ammoniatmr:,now on trial at the water plant,
for an additional 30 days from January 16, 1931, at which time the original 30 days
trial expired.
Commissioner Lehman next moved that Resolution No. 398 , adopted at the adjourned meet-
ing of January 2nd, authorizing the acceptance of City of Sanford bonds in payment of past
due taxes, be held in abeyance pending further action by this Commission.
Seconded by Commissioner Speer and carried over the dissenting vote of Commissioner
Leffler.
Upon motion of Commissioner Speer, seconded by Commissioner Byrd and carried the meeting
then adjourned. G�
