The City Commission of the City of Sanford, Florida, met in Regular Session at
the City Hall in Sanford, Florida, at 7:30 O'Clock P.M., Agust 10, 1931.
Present: Commissioner T.L.Dumas, Mayor.

Meeting called to order by the Chairman.
Minutes of Regular meeting of July 27th., 1931, read and approved.
Current invoices and payrolls for the month of July, 1931 properly audited and
vouchered by the Accounting Department, as evidenced by Vouchers Nos. 3692 thru 3697 and 3699
thru 3760, submitted, examined, approved and payment ordered.
Monthly reports of the streets, sanitation, health, water and library departments
for the month of July 1931, submitted, examined and ordered filed.
Financial statement and statement of revenues and expenditures during the month
Of July 1931 , submitted, examined and ordered f iled.
Bank statements in all accounts, properly reconciled, submitted and examined.
Mr. Newcomb Barrs, representing Mr. R.J.Gallespie, next appeared and re-
quested payment of account due Gallespie & Emile amounting to $2863.65, stating that the
suit which prevented the payment of this money had been dismissed.
The Clerk next presented statement showing that the sum of $864.80 in the Bond
Trustees Account at the Sanford Atlantic National Bank is applicable to the payment of this
liability.
Thereupon, Commissioner Leffler moved that the Clerk be instructed to make pay-
ment of the $864.80 in the Bond Trustees Account to apply on the account- -of Gallespie & Emile
as soon as the City Attorney advises that it is right and proper that it be done.
Seconded by Commissioner Byrd and carried.
Communication next read from Mr. Frank L. Miller inclosing three petitions reques
ing that the City Commission revise downward the rates charged consumers of electricity in
the City of Sanford, Florida, by the Florida Power & Light Co.
Commissioner Lehman then moved that the Mayor be empowered and directed to appoint
a committerof three citizens of Sanford to make a thorough investigation of the rates oharged
the citizens of Sanford for electric current furnished by the Florida Power & Light Co., such
committee to make a report of its findings and recommendations to the City Commission not
later than the second regular meeting in September, at which time definite action will be
taken, any necessary expense incurred in conducting this investigatiom to be borne by the
City.
Seconded by Commissioner Leffler and carried.
Communication next read from Mrs. Helen T.Morse, Ex. Secy. of the Seminole County
Welfare Board, re the urgent need for hospitalization by a Mrs Wm. Hazen, residing at
1112 Elm Ave, Sanford , and on motion of Commissioner Lehman, seconded by Commissioner Leffler
and carried, the expenditure of not to exceed $50.00 was authorized for this purpose.

Communication from R.G.Pa.rmalee adreeting to the cancellation of the agreement with
the P.D.S.Boat Line , and one from Eugene Terwilliger applying for a position as motor-

cycle patrolman, next read and ordered acknowledged and filed.
Instructions were next issued that the thirty day trial permit granted Mr. J.J.Tillis
Jr. to held weekly progra�.ms in the band shell during summer months, be extended and that
he be allowed to continue these programs at the pleasure of the City Commission.
Commissioner Leffler next introduced Resolution No. 415 and moved its adoption.

RESOLUTION NO. 415
A RESOLUTION PROVIDING FJR THE RELEASE OF CERTAIN PROPERTY FRO:4 STREET PAVING LIEN IN ACCORD-
ANCE WITH CONTRACT BETV.,EEN CITY JF SANFORD, FLORIDA, AND L.A.RE- INAUD.
WHEREAS, by agreement dated October 12, 1925, between N.B.'rilliams, who was City Manager
of City of Sanford, Florida, at that time, and L.A.Renaud, said ?v7.B.' +villiams, on behalf of
said City of Sanford Florida,.agreed with the said L.A.Renaud in consideration of his agree-
ing to plat and lay out a strip of ground twenty -five feet wide extending from Park Avenue
to Oak Avenue in said City of Sanford, Florida, being in the North half of Snurling Street
as then subdivided in his part subdivision. The said City would pay the entire cost of paving
lots 5 and 10 of Renaud Park on said Spurling Street, the amount assessed against said lot
10 to be paid to said L.A.Renaud in cash and the assessment on lot 5 to be paid by the City
as the same became due and payable; and,
„'HEREAS, the street paving assessment against said

'WHEREAS, said City of Sanford is not in a position
against said lot 10 of Renaud Park in cash but the said
lot 5 of Renaud Park is in the princi-

L.A.Renaud has requested said City to
credit the amount of said assessment against said lot 10 of Renaud Park, namely, the sum
Of $556.94 against the assessment for street paving upon lot 1 of Orange Park Subdivision in
the principal sum of $568.50 leaving a balance in the principal sum of $11.46 of said assess-
ment against said Lot 1 of Orange Park;
NX,THEREFORE, be it resolved by the CITY CO.1YISSIO1TERS of said Citv of Sa.nforrl_
Florida, that the paving assessment against Lot 5 of said Renaud Park be cancelled, released and
discharged, and the City Clerk is authorized and directed to cancel, release, and discharge
of record the said paving assessment;
BE IT FURTHER RESOLVED, that the street paving assessment against Lot 1 of Orange Park
Subdivision in the principal sum of $565.50, be credited with the sum of $;556.94, the amou nt
of said street paving assessment against said lot 10 of said Renaud Park;
BE IT FURME R RESOLVED, that the City Clerk obtain from the said L. A RENAUD a full satis-
faction and discharge and release of said contract;
BE IT FURTHER RESOLVED, that this resolution shall become effective immediately upon its
passage and adoption.

Commissioner Lehman next moved that the City Clerk be instructed to advertise for
bids for painting the water tank at the pumping station.
Seconded by Commissioner Speer and carried.
A further communication from Special Counsel DeCottes and Boggs concerning their re-
quest for retainer fee of $2000.00 in the case of the Chase National Bank vs. the City
of Sanford, Florida, pending in the United States District Court, in and for the Southern
District of Florida, was next read and ordered acknowledged, no action thereon being
taken at this time.

Thereupon Commissioner Byrd moved that the rules be waived and that said Ordinance
No. 194 be placed upon its final passage and adoption.
Seconded by Commissioner Speer.
Thereupon the motion recurred upon the waivure of the rules. The roll was called
and the motion was unanimously carried by the following vote:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted said Ordinance ;o. 194 entitled;

By motion duly adopted, it was next ordered that Ordinance No. 194 should be POSTED
at the front door of the City Hall.
Protest next received from W.H.Schmidt to the use of the rear of Lot 5 Block C,
Markham Park Heights as an alley due to the platted alley at this location being blocked
with electric light poles, and the Clerk was ordered to notify the Florida Power & Light
C omp any.
The meeting then adjourned to meet again at 3 O'Clock P.Y. August 12, 1931.
