CITY COMMISSION, SANFORD, FLORIDA, September 29 at S P M_19__31
The City Commission of the City of Sanford, Florida met in adjourned session at
the City Hall in Sanford, Florida, at 8 O'C1ock P.M. September 29, 1931.

Meeting called to order by the Chairman.
Minutes of Regular meeting of August 24th, adjourned meeting of August 26th,
adjourned meetiong of August 31st, regular meeting of September 14th, and regular meeting
of September 28th, 1931 read and approved.
Mr. Forrest Gatchell, representing the Independent Merchants Association. next pre-
sented copy of authorization issued by the Board of County Commissioners of Seminole County
at the meeting of June 1, 1931, for the erection of a signboard on the County right —of —way
at the Southwest corner of First Street and Monroe Road, the signboard referred to, one
advertising Sanford, having been heretofore donated to the Cit? by the Independent Merchants
Association.
Commissioner Lehman then moved that this authorization.be made a matter of record
and filed, and that the terms be carried out, the work to be done in conjunction with the
County Engineer.
Seconded by Commissioner Speer and carried.
Commissioner Lehman next moved that effective October 1st, the City Clerk be author-

ized to recognize $.20_emergency meal tickets up to the extent of $50.00 such tickets to
be issued by Mrs Helen Morse, Supervisor of the Seminole County Welfare Board, and to be
approved by Mr, H M Papworth, Chairman of the Emergency Welfare Committee.
Seconded by Commissioner Leffler and carried.
Commissioner Lehman next requested to be excused for the balance of the meeting,
permission being granted by the Chair.
Mr. H .M.Papworth, President of the Chamber of Commerce, next presented request cf
Eckerson Fruit Canneries Inc. located at Thirteenth Street and Elm Avenue, to construct
loading platform and erect boiler in the unopened alley between Elm Avenue and Laurel Avenue
extending from Thirteenth Street south to the Railroad; this alley lying to the west and
immediately adjacent to the building occupied by this Company.
Commissioner Byrd moved that the permit requested be granted, provided no objections
are offered by adjacent property owners.
Seconded by Commissioner Speer and carried.
Mr. H.M.Papworth next presented request of the Diamond Ball Association for assist-
ance in defraying the cost of lighting the diamond ball field, and same was taken under
advisement.
Commissioner Leffler next moved that Commissioner V.A.Speer be reimbursed for moneys
spent, totalling $5553.00 in acquiring property for the City on South Sanford Avenue at
Ginderville Heights, formerly known as " Sanford Manor ", to be used as a Municipal Aviation
Field, and that a reserve of $750.00 be set up to cover cost of clearing this field, all to
be charged to the Contingent Account.

Seconded by Commissioner Byrd and unanimously carried.
On motion unanimously adopted, instructions were next issued to Special Counsel
DeCottes to inform Messrs. Caldwell & Raymond, New York City, that their services would
not be required further in the Chase National Bank suit, due to the financial condition of
the City.
On motion unanimously adopted, the Clerk was next instructed to pay to the City of
Sanford Bondholders Protective Committee the $19,000.00 referred to in paragraph 4 of the
Agreement between this Committee and the City of Sanford approved by the Commission at
the meeting of January 26, 1931.
On motion duly adopted, the Commission next approved the payment of $250.00 to
Special Counsel DeCottes and $100.00 to Special Counsel Boggs, to cover expenses in-
curred on trip to New York City in connection with appeal taken by the Chase National
Bank to the Supreme Court of the United States.
Commissioner Leffler next asked to be excused, permission being granted by the
Chairman.
On motion of Commissioner Byrd, seconded by Commissioner Speer and unanimously
carried, the following taxes w ere next ordered cancelled for the reasons given:
