1109311 1 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Nov • 9 at 7:30 P M 19-3}- The City Oommi -ssion of the City of Sanford, Florida, met.in Regular Session at the City Hall in Sanford, Florida, at 7:30 O'Clock P.M. November 9th, 1931. Present: Commissioner W.A.Leff ler " V A Speer C.A.Byrd City Attorney Fred R.Wilsom City Clerk, F.S.Lamsom Chief of Police, R.G.Williams Abse tt,: Commissioner T.L.Dumas " H J Lehman In the absence of Mayor - Commissioner T.L.Dumas from the City, and on motion of Commissioner Speer, seconded by Commissioner Byrd, Commissioner Leffler was appointed Chairman of the meeting and Acting Mayor. Current invoices and payrolls for the month of October , 1931, properly audited and vouchered by the Accounting Department, as evidenced by vouchers nos. 3890 through 3970, submitted, examined , approved and payment ordered. l irk Monthly reports of the Streets, Sanitation, Health, Water and Library Departments for the month of October , 1931. submitted, examined and ordered filed. Bank Statements in all accounts, properly reconciled, submitted and ordered filed. Request next received from the Seminole County Chamber of Commerce, through H.M. Papworth, President, for a donation to help defray the expenses of this-organization until funds to be obtained from the County are available, and on motion duly adopted $5500.00 was authorized to be paid to the Seminole County Chamber of Commerce for this purpose, chargeable to the Contingent Fund. Mr. Fred T.Williams, representing the Special Committee appointed to investigate the electric ligh rates in the City of Sanford, next presented report of their findings In this matter. Commissioner Speer moved that the report be accepted, that a vote of thanks and appreciation be extended this Committee for their efforts , and that action on said report be deferred pending a meeting of the full Commission. Seconded by Commissioner Byrd and unanimously carried. Request next received from Mr. Alex Johnson , Agricultural Instructor at the Seminole High School for assistance from the City to the extent of $150.00 to help defray expenses of proposed Seminole County Better Farming Show to be ehld in January, 1932 action being deferred until the next regular meeting of the Commission. On motion duly adopted. V.G.Hasty was next granted permit to erect gasoline filling station on the N.W.Corner of the intersection of Geneva Street and State Road No-3- Request neat received from Mr. W.F.Reetz to construct Drive -in Sandwich Stand on the property at the N.E.Corner of Park Ave. and Commercial St., but no action was taken pending receipt of definite plan of the type of building proposed to be constructed etc. Ordinance No. 199 entitled: " AN ORDINANCE DEFINING " MILK" AND CERTAIN "-MILK PRODUCTS ", "MILK PRODUCER ", PASTUERIZATION ", ETC., PROHIBITING THE SALE OF ADULTERATED AND MISBRANDED MILK AND MILK PRODUCTS, REQUIRING PERMITS FOR THE SALE OF MILK AND MILK PRODUCTS, REGULATING THE IN- SPECTION OF DAIRY FARMS AND MILK PLANTS, THE TESTING, GRADING, ( LABELING), PLACARDING, (PASTUERIZATION), REGRADING, DISTRIBUTION, SALE, AND DENATURING OF MILK AND MILK PRODUCTS, try Z MINUTES CITY COMMISSION, SANFORD, FLORIDA, NOVEMBER 9 , at 7.30 P M 1931 PROVIDING FOR THE PUBLISHING} OF MILK GRADES, THE CONSTRUCTION OF FUTURE DAIRIES AND MILK PLANTS THE ENFORCEMENT OF THIS ORDINANCE, AND THE FIXING OF PENALTIES." was next brought up for further consideration and final action. Thereupon Commissioner Byrd moved thay said Ordinance No. 199 be passed and adopted. Seconded by Commissioner Speer and carried by-the following vote: Commissioner Leffler Aye " Speer Aye " Byrd Aye Thereupon the Chairman announced that the City Commission had passed and adopted Ordinance No. 199 entitled: " AN ORDINANCE DEFINING " MILK " AND CERTAIN " MILK PRODUCTS ", w MILK PRODUCER ", PASTUERIZATION" ETC. PROHIBITING THE SALE.OF ADULTERATED AND MISBRANDED MILK AND MILK PRODUCTS REQUIRING PERMITS FOR THE SALE OF MILK AND MILK PRODUCTS, REGULATING THE INSPECTION OF DAIRY FARMS AND MILK PLANTS, THE TESTING, GRADING ( LABELING) PLACARDING , ( PASTUERIZATION) REGRADING, DISTRIBUTION, SALE AND DENATURING OF MILK AND MILK PRODUCTS, PROVIDING FOR THE PUBLISHING OF MILK GRADES, THE CONSTRUCTION OF FUTURE DAIRIES AND MILK PLANTS, THE ENFORCEMENT OF THIS ORDINANCE, AND THE FIXING OF PEN.ALTIES." On motion duly adopted said Ordinance No. 199 was ordered " Posted" at the front door of the City Hall in Sanford, Florida. On motion duly adopted purchase of the personal property at the Hotel Mayfair, sold at a Sheriff's sale for non - payment of State and County Personal taxes, at a price of $369.50, was approved. On motion dVly adopted payment of $5,000.00 to Special Counsel DeCottes and Boggs to apply on contract fee in the suit of the City of Sanford versus the Chase National Bank was approved. On motion duly adopted, permit was ordered granted to Mr. 0 H Stenstrom to construct gasoline filling station at the N.A.Corner of the intersection of Thirteenth Street and Ells, Ave. Commissioner Speer next moved that the time limit specified in the resolution adopted by the City Commission at the meeting of September 14th. whereby any owner of property or holder of a lien thereon may redeem 1930 tax certificates with bonds of the City of Sanford, Florida, without restriction as to maturity or kind, provided taxes for the year 1930, include therein, and penalties on said tax certificate, are paid in cash at the same time be extended to April 19 1932-- Seconded by Commissioner Byrd and unanimously carried. On motion of Commissioner Speer, seconded by Commissioner Byrd and unanimously carri the Clerk was next authorized and instructed to act upon recommendation of City Attornay Ailson and draw voucher on the Bond Trustees Account in the Sanford Atlantic National Bank in the amount of $864.80, to the order of Gallespie and Emile, to apply on balance due for construction of Municipal Pier. On motion duly adopted, The Clerk was authorised to meet weekly payrolls for the Municipal Golf Course to the ,extent of $50.00 per week, during the month of November 1931, chargeable to the Golf Course appropriation.
