0727311 1 1'� MINUTES CITY COMMISSION, SANFORD, FLORIDA, `.T11LY 27 —at 7 :3_P M 19. 1 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in Sanford, Florida, at 7:30 O'Cloek P-.M. July 27, 1931. Present: Commissioner T.L.Dumas, Mayor. 2 a H.J.Lehman. V.A.Speer a 0.A.Byrd. City Attorney Fred R.Wilson: City Clerk F.S.Lamson Chief of Police R.G.Williams Absent: Commissioner W.A.Leffler Meeting called to order by the Chairman. Minutes of Regular Meeting of July 13, 1931 , read and approved. Communication next read from J.J.Abbott to lease property reverting to the City due to the closing of Water Street from Myrtle Avenue east to the alley, for bulk gaso- line station.purposes, but on motion of Commissioner Lehman, seconded by Commissioner Byrd and carried,the matter was deferred for further consideration. Communication next read from the Sanford Realty & Mortgage Company and H.S.White offering sites for a proposed Municipal Aviation Field. Thereupon Commissioner Byrd moved that these offers, together with that made by H.M.Wats_on at the meeting of July 13th. and any others which may be made, be referred to the Aviation Committee composed of Commissioner V.A.Speer, V.A.Williams and Geo. Deetch for investigation and report to the Commission. Seconded by Commissioner Lehman and carried. Commissioner Speer next moved that the City Attorney be directed to prepare Ordinance for passage at the next meeting of the Commission, closing that part of Cedar Avenue between Sixth Street and the A.C.L. R.R. traoks Seconded by Commissioner Lehman and unanimously carried. Cdr. George Weinstein, representing the City of Sanford Independent Merchants Association, next offered to erect and present to the City a concrete and steel standard supporting a clock at the intersection of First Street and Park Avenue, the Independent Merchants Association to supply the material and labor and Mr. A.H.Moses.to supply the Clock, all to be done in accordance with specifications furnished. Thereupon, Commissioner Speer moved that permit be granted for the placing of this clock at the intersection of First Street and Park Avenue and that a vote of thanks and appreciation-be extended to the Independent Merchants Association and to Mr. Moses. Seconded by Commissioner Lehman and unanimously carried. City Attorney Wilson was next instructed to investigate the matter of the furnish- ing of a surety bond by all salesmen requiring deposits with orders taken. Communication next read from Pentland, Gray and Moore, Accountants and Auditors making application for the annual audit of the City's books and records for the fiscal year ending September 30, 1931. No action, pending the receipt of competitive bids for this work. Communication'next read from the Sanford Atlantic National Bank, agreeing to pay One per -Cent interest on City deposits over $2,000.00 during the third quarter of 1931. Commissioner Byrd next introduced Resolution No.. 414 and moved its adoption. The matter of renewal_of the employer's liability insurance covering City employees was next brought up for consideration by the Commission. Thereupon Commissioner Speer moved that this insurance be renewed on the basis of present salaries and wages being paid to City employees. Seconded by Commissioner Lehman and unanimously carried. It was next brought to the attention of the Commission that R.G.Parmelee and G.P. Folliard, co— partners trading under the firm name of P.D.S.Boat Line, had dissolved partner- ship, and that others trading under this name were using the City —owned dock located imme- diately west of the Sanford Yacht Ulub building, without permission of the City. Thereupon Commissioner Speer moved that the lease dated December 30th, 1929, between the City of Sanford and R.G.Parmelee and G.P.Folliard, trading under the firm name of P.D. S.Boat Line, for the use of the City owned dock located immediately west of the Sanford Yacht'Club Building be cancelled, in accordance with the terms of said lease.
