0914311 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Sept . 14 at .7 230 P M-19-31 The City Commission of the City of Sanford, Florida, met-in Regular Session City Hall in Sanford, Florida on September 14th, at 7:30 P.M. 1931. Present: Commissioner T.L.Dumas, Mayor n H.J.Lehman n W.A.Leffler 0.A.Byrd. ,. City Attorney, Fred R.Wilson Chief of Police, R.G.Williams Deputy Clerk, Ellen Hoy. Absent: Commissioner Vivian A.Speer City Clerk, F.S.Lamson Meeting called to order by the Chairman. at the Reading of the Minutes of Regular Session of August 24th.; adjourned session of August 26th. and August 31st. dispensed with until next Regular Meeting. Current invoices and payrolls for the month of August, 1931 properly audited and 397- vouchered by the Accounting Department, as evidenced by vouchers Nos. 3761 thru 3917 inel., submitted, examined, approved and payment ordered. Monthly reports of the Streets, Sanitation, Health, Water and Library reports for the month of August 1931, submitted, examined and ordered filed. Bank statements in all accounts, properly reconciled, submitted and ordered filed. Financial statement and statement of revenues and expenditures during the month of August, 1931 submitted, examined and ordered filed. Communication from Dr. J.N.Tolar, City Physician, reporting several cases of Diphtheria in the city, and advising that a bacteriological analysis of milk sold in the City be made in order that the source of infection might be traced and proper steps taken to attempt the prevention of the spread of 1this disease. Inspector , G.P.Paxton was instructed to secure samples of milk from all dairies for Bacteriological analysis, and to confer with Dr. Tolar as to what further steps might be taken to prevent the spread of Diphtheria. Communication read from Mr. J.D.Abrahams, Water Superintendent relative tolthe need of replacing water pipe line through muck bed. No action was taken, it being understood that provision would be made in the 1932 budget to purchase pipe. Committee from the Independents Merchants Assn. appeared before the Commission stating that signboard erected by this Association at the intersection of Monroe Road and First Stre due to complaints by a property owner in the vicinity, had been removed and placed in a lo- cation where it does not show up, and requested that this signboard be replaced at the original location. Commissioner Lehman moved that the Independent`Merchants Assn. get a suitable locatiom. with a writeen permit to erect the sign at such location, and the City-will erect and main- tain such signboard. Seconded by Commissioner Leffler and unanimously carried. Commissioner Lehman offered the following motion: Be It Resolved by the City Commission of the City of Sanford, Florida, that any owner of property or holder of a lien thereon may redeem 1930 Tax Certificates with Bonds of the City of Sanford, Florida, without restriction as to maturity or kind, which bonds shall 981' MINUTES CITY COMMISSION, SANFORD, FLORIDA, _September 14 19-31 be accepted by the City Tax Collector or Deputy Tax Collector of the City of Sanford, Florida at Par without Accrued Interest up to November 1, 1931; provided taxes for the year 1930 and penalties on said tax certificate shall be paid in calsh at the time any of said taxes re- assessed forlthe years 1927,1929 or 1929 are paid with bonds as afore- said. Seconded by Commissioner Leffler and unanimously carried. Commissioner Leffler moved that $500.00 be transferred from the Contingent Fund to the Charity Account to take care of deficit in this account, also to take care of unemployed for the remainder of the season. Carried by the unanimous vote of the Commission. Invoice of V.E.Douglass for recording quit- blaim: deeds for right -of -way for State Road No. 3 along the lake shore presented in the sum of $31.75 Commissioner Byrd moved that same be paid. The Roll was then called and the vote stands as follows: Commissioner Dumas Aye " Leffler Aye rr Byrd Aye " Lehman Nay It was reported to the Commission that Golf Club Officials object to purchasing cotton-seed meal for use in fertilizing the fairways and for that reason fertilizer heretofore authorized has not been purchased. Upon motion duly seconded this matter was referred to Mr Leffler for report at the next meeting of the Commission. Upon motion of Commissioner Leffler, seconded by Commissioner Lehman and duly adopted, payroll for golf course for week ending September 5th, and September 12th, in the sum of $85.25 which was handled as an emergency matter was approved, also that approximately $4o.00 per week be appropriated for this purpose up to week ending October 3rd. Such amounts to be deducted from appropriation. Mr. Moughton, Street Superintendent reported that roof at Hotel Mayfair had been repaired; also that the roof of the servants quarters of the hotel is in need of repair, which can be done for approximately $15.00 Upon motion duly adopted he was instructed to have this roof repaired; also to get estimate of the cost to repair the leaky windows at the hotel. It was reported to the Commission that request had been made by the Presbyterian Auxiliary to have Lot 9 Blk. 7 Tier 5 exempt from City taxes due to the fact that this proceeds from the property was Willed to the Auxiliary by Mrs C.A.Raulerson, and tH-e7rental of this property is being used only for welfare work in Seminole County. The matter was referred to Attorney,Wilson for report at next meeting. Letter addressed to Mr Hal.Wight from Georgia Military Academy, College Park, Ga. read and referred to the Chamber of Commerce. Copy of letter from Messrs. LIEngle & Shands read, reporting the forwarding of check for $1500.00 to the Sanford Herald in part payment for the publishing of the 1930 Delinquent Tax Roll. Same was ordered filed. Upon motion duly seconded and carried action of opening the registration Roll on September 21st, 1931 for the Primary Municipal Election to be held on November 3rd. 1931 as required by the Charter was approved. The following were then designated as Inspectors and Clerk of the Primary Election: to be held on November 3rd. 1931: Edward Higgins R.R.Eeas E. F. ane W.M.McKinnon Clerk Inspector Inspector Inspector. Invoice of Wilson & Boyle in the sum of $29.10 covering miscellaneous expenses incurred from June 10th. to Sept. 10, 1931 presented, and payment authorized. It was reported to the Commission that,past due interest coupons to the amount of $305,850.00 have been entered in a new judgment obtained against the City of Sanford by the Bond Holders Protective Committee. It was reported to the Commission that service of alternative Writ. of Mandamus had been made calling for payment of $1997.50 of Water Works earnings to apply on water works interest coupons in Judgment.
