MINUTES CITY COMMISSION, SANFORD, FLORIDA - October 12, 7:30 P 931 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in Sanford, Florida, at 7:30 O'Clock P.M. October 12, 1931 Present: Commissioner T.L.Dumas, Mayor. If W.A.Leffler If H.J.Lehman If V.A.Speer fill C A Byrd City Attorney, Fred R.Wilson City Clerk, F.S.Lamson Chief of Police, R.G.Williams Meeting called to order by the Chairman. Current invoices and payrolls for the month of September, 1931 properly audited and vouchered by the Accounting Department, as evidenced by Vouchers Nos. 3015 through 3989, submitted, examined, approved and payment ordered. Monthly reports of the Streets, Sanitation, Health,water and Library Depart- ments for the month of September, 1931, submitted, examined and ordered filed. filed. Bank Statements in all accounts, properly reconciled, submitted and ordered Commissioner Lehman next moved that a charge of $5.00 per night be required of J .J.Tillis for holding concerts at the City Band Shell and that the night for these concerts be changed from Wednesday to Thursday, permission to hold these concerts to continue at the pleasure of the City Commission. Seconded by Commissioner Speer and carried by the following vote: Commissioner Dumas Nay " Leffler Nay " Speer Aye if Lehman Aye " Byrd Aye At the request of Mr H C DuBose, representing the Seminole County Welfare Board, Commissioner Leffler next moved that the City appropriate $250.00 to the Seminole County Welfare Board to help defray the expenses of this Organization. Seconded by Commissioner Byrd and carried. Ordinance No. 199 entitled: 4��,I;, " AN ORDINANCE DEFINING If MILK If AND CERTAIN " MILK PRODUCTS ", " MILK PRODUCER ", " PASTUER- IZATION ", ETC. PROHIBITING THE SALE OF ADULTERATED AND MISBRANDED MILK AND MILK PRODUCTS, REQUIRING PERMITS FOR THE SALE OF MILK AND MILK PRODUCTS, REGULATING THE INSPECTION OF DAIRY FARMS AND MILK PLANTS, THE TESTING, GRADING, ( LABELING), PLACADRDING, ( PASTUERI- ZATION), REGRADING, DISTRIBUTION, SALE, AND DENATURING OF MILK AND MILK PRODUCTS, PROVIDING FOR THE PUBLISHING OF MILK GRADES, THE CONSTRUCTION OF FUTURE DAIRIES AND MILK PLANTS, THE ENFORCEMENT OF THIS ORDINANCE, AND THE FIXING OF PENALTIES." was next placed on its second reading and read in full by the Clerk. Action upon its passage and adoption being deferred until a later date. Request next received from W.F.Reetz to cancel the $25.00 license tax against Miniature Golf Course. Request refused. Request next received from R.B. Hall claiming damages for an alleged injury received while working for the City, and same was referred to A.P.Connelly & Sons, insurance agents for attention. r 4X2 MINUTES CITY COMMISSION, SANFORD, FLORIDA - ctober 12 at 3'2 .19_3_] P.M. Request next received from F.R.MacNeill for permit to erect revolving signboards at the northeast corner of Commercial Street and Park Avenue, and the southeast corner of Geneva Avenue and State Road No. 3 and same was granted subjecto the the provisions of Ordinance regulating the construction of signboards. Commissioner Leffler next moved that the City pay from the Golf Club appropri- ation payrolls for the Golf Course during the month of October to an amount not exceeding $50.00 per week. Seconded by Commissioner Lehman and carried. On motion duly adopted, the Clerk was next instructed to re— imburse Commissioner V.A.Speer to the extent of $100.00 covering expenses incurred in clearing the recently acquire Municipal Aviation Field located on South Sanford Avenue at Ginderville Heights. Minutes of adjourned meeting of September 29th, adjourned meeting of September 30th, and-adjourned meeting of October lst, 1931 read and approved.
