102231MINUTES CITY COMMISSION, SANFORD, FLORID7ptober 22 at 7 :30 P M 19_31 The City Commission of the City of Sanford, Florida , met in Adjourned Regular Session at the City Hall in Sanford, Florida at 7 :30 O'clock P M October 22, 1931 Present: Commissioner T.L.Dumas , Mayor. Wilson City Clerk, F.S.Lamson Meeting called to order by the Chairman Commissioner Speer moved that the amount anticipated to be collected during the fiscal year 1931 -1932 from prior year's taxes be placed at $50,000.00 Seconded by Commissioner Byrd and carried. Bids were next received from the Seminole County Title & Abstract Co. and the Title Guaranty & Mortgage Co. for furnishing abstract information to be used in connect- ion with foreclosure suits on delinquent tau certificates , as fql &ws: Seminole County Title and Abstract Co. - $2.50 per certificate. Title Guaranty & Mortgage Co. $2.00 per certificate. Commissioner Speer moved that the bid of the Title Guaranty & Mortgage Co, of $2.00 pi certificate by accepted. Seconded by Commissioner Lehman and carried. Commissioner Leffler neat moved that City Attorney Fred R.Wilson be. employed, . effective November let, 1931 to handle all City litigation at a salary of $3000.00 per annum, and that Mr Lloyd F.Boyle be employed as Assistant City Attorney, effective the same date, for handling foreclosure of delinquent taxes and special assessments, at a salary of $3,000.00 per annum, both to serve at the pleasure of the City Commission. Seconded by Commissioner Lehman and unanimously carried. Commissioner Speer neat talroduced Resolution No. 419 and moved its passage and adoption. (3) $14,055.00 out of the revenues derived from the operations of the water plant of said city to the items of expenditure hereby authorized and appropriated for the operation of said water plant and all revenues derived from the operations of said water plant is excess of $14055.00 to interest upon bonds of said City issued to provide money for the construction or improvement of said water plant, to -wit, those certain two issues of bonds of said city designated Public Utility Bonds; dated January 11 1924, and Improvement Bonds Series 0004, dated July 1, 1926, respectively. and WHEREAS each and every item contained and set forth in said budget prepared by the City Clerk has been carefully considered by this commission, therefore, BE IT RESOLVED that said budget as presented by the Cith Clerk to the City Commission, be and the same is hereby adopted as the budget of the City of Sanford, Florida, for the fiscal year beginning the let. day of October A.D. 1931, and ending the 30th day of September A.D. 1932. BE IT FURTHER RESOLVED that upon the collection of any revenues of said City, the City Clerk shall allocate from each dollar collected and received the several amounts to the raw. ive funds or purposes for which the same are hereby authorized and appropriated. Thereupon Commissioner Lehman moved that the rules be waived and that said ordinance No. 200 be placed on its final passage and adoption. Seconded by Commissioner Byrd. Thereupon the question recurred upon the waivure of the rules.
