082431MINUTES CITY COMMISSION, SANFORD, FLORIDA, August 24, at 7: 30r P M 1931--; The City Commission of the City of Sanford, Florida, met in Regular Session a f the City Hall in Sanford, Florida, at 7 :30 O'Clock P.M. August 24, 1931. -s,: ''Present: Commissioner T.L Dumas, Mayor. " W.A.Leffler " H.J.Lehman " V.A.Speer " C.A.Byrd City Attorney, Fred R.Wilson City Clerk, F.S.Lamson Chief of police, R.G.Williams Meeting called to order by the Chairman. Minutes of Regular meeting of August 10th, and adjourned meeting of August 12, 1931, read and approved. Mr. H.M.Papworth, President of the Seminole County Chamber of Commerce and Mr. E.H. Cullum of the Sanford Diamond Ball Association, next presented request that the City bear all ot.a part of the expense of lighting the diamond ball field, and same was taken under consideration until a later date. Committee from the Sanford Country C1ub,Ino. lessees of the Sanford Municipal Golf Course, next presented report for the period from March 20th to August 21st, 1931, and at the same time requested financial assistance from the City for the proper operation and I•- maintenance of this course. After considerable discussion, Commissioner Speer moved that further consideration., be given to this matter at an adjourned meeting to be held on August 26th. and that no action be taken at this time. Seconded by Commissioner Lehman and carried. Application next received from H.L.Flowers and J J Abbott for permit to erect a retail gasoline filling station and a bulk storage station.on the following described prop- erty known as the Harvey property located on West First Street: Beg. 155. ft E, of N `aV Cor of Blk 3 Tr. 12 , run E. 40 ft S. 253 ft. to N. line of Second St. W. 99 ft N. 153.2 ft E. 58 ft N. 100 ft to Beg. Commissioner Speer moved that the permit be granted. Lehman. Seconded by Commissioner Byrd and carried over the dissenting vote of Commissioner Mr. S.G. Gray of the firm of Pentland, Gray and Moore, Public Accountants, next pre— seated bid for making the regular annual audit of the City's records and books as of Septem- ber 30th., the price not to exceed $600.00 unless something extraordinary arises, in which case the matter is to be first brought before the Commission. In view of the fact that bids were advertised for this work and none others were received, Commissioner Lehman moved that the firm of Pentland , Gray and Moore be designated to make the annual audit as of September 30th. 1931, the price to be as given in the bid of Mr. Gray. Seconded by Commissioner Speer and carried. Complaint from Miss Aranka Takach to the valuation set by the Equalization Board on Lots 4,5 and 11, Block 1, Tier 4, and one from Mr. S.Rapp to the valuation of Lot 3 Block 3 Tier, 5 next received and recorded for further consideration at the adjourned meet- ing to be held August 26th. Complaint next received from A.D.Hawkins as to his personal tax assessments for 1 1 1 l �I . ` { 1 1 1 i MINUTES CITY COMMISSION, SANFORD, FLORIDA, August 24, 1931 at 7:30 Bj9.. for the years 1927 to 1930 , and same was referred to Deputy Tax Collector Tarbell for investigation and recommendation. 38!� Communication next received from the City Planning Commission approvinWhe is- suance of a permit for the erection of a gasoline filling station on Lot 1 Blk 1, Tier 4, providing that the building comply with the requirements of the City's Building Code and that it be an attractive building in keeping with other buildings in that vicinity and that the space on the lot not occupied by buildings and pavement be properly landscaped. Communication next read from the London Guarantee & Accident Co.Ltd., advising that an experience credit of 7% for public liability and 20% for property damage on rates charged covering insurance on City owned automotive equipment, will be effective as of September 21st, 1931. Thereupon Commission Speer moved that the present policy in effect with this Company, issued through J.H.Colclough, Agent , covering publieliability and property damage on City owned automotive equipment, which expires on September 21st, 1931, be renewed at the new rates. Seconded by Commissioner Leffler and unanimously carried. Thereupom Commissioner Lehman moved that the rules be waived and that said Ordinance No. 197 be placed upon its final passage and adoption. Communication next read from F.T.Wellman requesting the use of the City Green House by the Bureau of Plant Industry of the U.S. Department of Agriculture, for use in the study of celery plant diseases, and on motion duly adopted said request was granted. KM MINUTES CITY COMMISSION, SANFORD, FLORIDA, August 24, at TOO P.M19 -31 Protest next received from A.B.Crosby, Tax Commissioner of the Florida Power & Light Company to the 1931 assessed valuation of the property on which is located the old Ice Plant of this Company, at the intersection of W. First 8t. with the Main Line of the Atlantic Coast Line Ry. Co., and same was recorded for consideration: at the adjourned meeting of the Commission to be held August 26, 1931. Mr. Crosby at the same time signi- fied the agreement of the Florida Power & Light Co. to the same Personal Assessment for 1931 as for 1930- The meeting then adjourned to meet again at 9 O'Clock P.M August 26, 1931.
