The City Commission of the City of Sanford, Florida, met in Regular Session at
the City Hall in Sanford, Florida at 7:30 O'Clock P.H. July 139 1931.
Present: Commissioner C. A. Byrd, Acting Mayor.

Meeting called to order by the Chairman.
Minutes of Regular Meeting of June 22nd, , Adjourned Meeting of June 30th, and
Adjourned Meeting of July 6th. read and approved.
Current invoices and payrolls for the month of June 1931, properly audited and
vouchered by the Accounting Department, as evidenced by Vouchers Nos. 3629 through 3691& X3694,
submitted, examined, approved and payment ordered.
Monthly reports of the streets, sanitation, health, water and library departments
for the month of June , 1931, submitted, examined and ordered filed.
Financial Statement and statement of revenues and expenditures during the month
of June, 1931, submitted, examined and ordered filed.
Bank statements in all accounts, properly reconciled, submitted and examined.
Commissioner Speer next moved that the City purchase from the Sanford Gas Company
at a price of W6.40, State and County Tax Certificates for the year 1924 against the Gas
Plant property known as Lots 9 and 10 of Block 7 Tier 11, also the W. 9 ft. of Lot 1, and
all of Lots 2 and 3 of Block 9 Tier 11, Sanford, Florida, it appearing that these taxes
assessed the year the gas plant was purchased and payable by the City at that time,
had not been paid, and that the Sanford Gas Company has now redeemed these certificates
together will all subsequent taxes which have been levied since purchasing this property
from the City.
Seconded by Commissioner Leffler and unanimously carried.
Request next received for permit to erect temporary Galvanized Iron airplane hangar
for use of the Sanford Flying School, on the west end of Lot 3 Block 2, Chapman & Tucker's
Addition, and on motion of Commissioner Speer, seconded by Commissioner Leffler and unanimous-
ly carried, said permitz was ordered granted.
Communicationnext read from the Seminole County Sentinel protesting against the
awarding of the contract for publishing the delinquent 1930 real estate tax list to the
Sanford Herald , but in view of the fact-that the bid of the Sanford Herald was the lowest
received and the contract has already been awarded, no-.action was taken and the letter ordered
filed.
Offer next received from H.M.Watson to sell to the City for a proposed municipal Air
Port a 250 acre tract of land adjacent to the City wells in Section 11, at a price of $3500.00
and after considerable discussion, action was deferred until the next regular meeting of the
Commission.
Communication next read from LIEngle & Shands , representing the City of Sanford
Bondholders Protective Committee, stating their intention to take additional judgments
covering matured interest coupons which this Committee hold, after which the Clerk notified

the Commission of having been served with a summons in connection with a suit brought
by this Committee in the Federal Court to the amount of $600,000.00
Commissioner Leffler then moved that the Clerk be instructed to advise Messes.
LIEngle and Shands that this action is contrary to the understanding reached with the
Commissioners at the time the present agreement was made between the City and the Bond-
holders Protective Committee, when it was decided that no further suits would be instituted
against the City during the operatidA of said Agteement.
Seconded by Commissioner Speer and unanimously carried.
The matter of interest on bank balances at the Sanford.Atlantic National Bank during
the third quarter of 1931 was next brought up for further consideration.
Thereupon Commissioner Speer moved that the City accept 1 per cent interest on bal-
&noes in the Sanford Atlantic National Bank during the third quarter of 1931, provided the
free balance be reduced to the Charter requirement of $2,000.00
Seconded by Commissioner Leffler and unanimously carried.
Permit was neat granted for the erection of a modern fruit and vegetable store
building of fireproof construction on the Southeast corner of Second Street and Palmetto
Avenue, with the proviso that should this building at any time become unsightly and in a
down oonditioa:, it will be immediately demolished and removed..
City Attorney Wilson was next instructed to prepare for adoption at the next
regular meeting of the City Commission, resolution cancelling certain City of Sanford bonds
owned by the Ordinary and Special Assessment funds.
Commissioner Leffler next moved that City Attorney Wilson be employed on a basis
of $200.00 per month in addition to his regular salary as City Attorney during the months
of July, August, and September, 1931 to handle all matters of litigation pertaining to the
City of Sanford,
Seconded by Commissioner Speer and unanimously carried.
The meeting then adjourned.
