The City Commission of the City of Sanford, Florida, met in Regular Session_ at
the City Hall in Sanford, Florida, at 7:30 010lock P.M. June 8, 1931.

Meeting called to.order by the Chairman.
Minutes of Regular Meeting of May 25th . and adjourned meeting of June let, 1931,
read and approved.
Current invoices and payrolls for the month of May, 1931, properly audited and
vouchered by the Accounting Department, as evidenced by Vouchers Nos. 3571 through 3627,
submitted, examined, approved and payment ordered.
Monthly reports of the streets, sanitation, health , water and library departemtne
for the month of May 1931, submitted, examined and ordered filed.
Financial Statemei and statement of revenues and expenditures during the month of
May, 1931, submitted, examined and ordered filed.
Bank statements in all accounts properly reconciled, submitted and examined.
Special Counsel DeCottes and Boggs next appeared with reference to bill of #2000.00
as retainer for services in defending the suit 'of the Chase National Bank in the Florida Cour
but action was deferred.
Communication next read from H.M.Papworth, President of the Seminole County Chamber

of Commerce, inclosing statement of certain expenses incurred in connection with the endeavor

to obtain the Veterans Hospital for Sanford, amounting to $66.40 and on motion of Com-

missioner Byrd, seconded by Commissioner Speer and carried, The Seminole County Chamber of

Commerce was ordered reimbursed for the amount expended, chargeable to the Contingent Fund.
.Communication next presented from Special Counsel DeCottes inclosing bill of the
Hecla Press for $118.35, covering cost of printing reply brief in the Suit of the City of
Sanford versus the Chase National Bank, and on motion of Commissioner Speer, seconded by
Commissioner Leffler and carried, same was approved and ordered paid.
Invoice of Special Counsel DeCottes, for $173.82, covering expenses incurred in
the Chase National Bank Suit and in the endeavor to obtain the U.S.Veterans Home for Sw f ord,
in
excess of amounts advanced, was next presented, and on motion of Commissioner Lehman, second
ed by Commissioner Byrd and carried, same was ordered paid.
The matter of either publishing or posting the 1930 delinquent real estate tax roll
was next brought up for cons ideratiom. Commissioner Lehman moved that the delinquent tax
roll be published, provided•propert arrangements can be made with the publisher whereby payment
will not be made until such time as funds for that purpose are available. Seconded by Com-
missioner Byrd byt failed to carry, the vote being as follows:

Commissioner Speer next moved that the 1930 delinquent real estate tax roll be

posted in accordance with the terms of the Charter , but said motion failed for want of
a second.
Commissioner Byrd next offered the motion that the Water Department be author-
ized to purchase a Ford Pick -up Truck for use in the Service Department, and that the old
Dodge truck now being used and the Hup Roadbter formerly used by the Fire Chief be turned
in as part payment thereon, the cash balance to be $419.00.
Seconded by Commissioner Leffler and carried.
Report of analyses of milk from the various dairies operating in Saford was next
read and ordered filed.

On recommendation of Municipal Judge Ware and Chief of Police Williams, Commissioner
Speer moved that $105.00 of the fine of Mrs. Carter , Case No 17909, be remitted in view of
her having served part of her sentence in prison, and that she be released upon the payment of
the balance amounting to $100.00.
Communication next read from Mr. Otto Schmehl with reference to condition of sewer
line, and same was ordered filed.
The Clerk next reported having purchased, in conformity with instructions issued at
the meeting of May 25th, 5 Series CC Water Bonds Nos. 220 , 221, 222, 223 and 224, at a price
of 0375.00 each, as an investment of the Meter Deposit Fund. Thereupon said action was approv
and instructions issued that 3 more bonds of this series be purchased if available at the same
price.
The Commission next ordered that an additional $21.30 of the ns t profits of the water
department be paid along with the $5,973.70 authorized at the meeting of May 25, 1931, to apply
against Water Bond interest coupons in the Judgments obtained against the City in the Federal
Court at Tampa, in order that the total to be paid will cover an even number of the said int-
erest ooupobs .
The Clerk next reported an unpaid State and County Tax Certificate outstanding against
the property on which is located the City Repair Shop and Garage, the total necessary to re-
deem being $93.46
Thereupon Commissioner Speer moved that the Tax Certificate be redeemed.
Seconded by Commissioner Lehman and carried.
Commissioner Lehman next moved that bill of City Attorney Wilsom, amounting to
$33.59, covering miscellaneous expenses on City business from March 31st to May 30th, be approve
Seconded by Commissioner Speer and so ordered.
Commissioner Lehman next moved that Deputy Tax Collector Tarbell be instructed to
proceed in accordance with the terms of the Charter with the collection of delinquent personal
taxes in an orderly manner.
Seconded by Commissioner Speer and carried.
Request next received to establish filling station at the S.W.Corner of Third St.
and Holly Ave. by placing gasoline pump in the parkway next to outside edge of sidewalk,
but said request was refused.
The Commission next proceeded to canvass the returns of the Special Charter Amendment
Election held on June 9th, 1931, to determine the question whether said Amendment proposed had
been adopted, and from the canvass of said returns, found the result to be as follows:

FLORIDA, UPON REAL PROPERTY WITHIN SUCH CITY, AND AUTHORIZING THE'INCLUSIOlf IN ANY SUCH
BILL OF COMPLAINT FOR THE FORECLOSURE OF TAX LIENS THE FORECLOSURE OF SPECIAL ASSESSMENT

LECTION BY FORECLOSURE OF TAXES HERETOFORE OR HEREAFTER ASSESSED BY THE CITY' OF-SANFORD,
FLORIDA, UPON REAL PROPERTY WITHIN SUCH CITY, AND AUTHORIZING THE INCLUSION IN ANY SUCH
BILL OF COMPLAINT FOR THE FORECLOSURE'OF TAX LIENS THE FORECLOSURE OF SPECIAL ASSESSMENT
LIENS, IF ANY, UPON ALL OR ANY OF THE PROPERTY INVOLVED IN ANY SUCH SUIT, AND TO REPEAL ALL

ion shows that a majority of the voters participating voted against the ratification of that
certain Act of the Legislature of the State of Florida approved May 5, 1931, entitled:
" AN ACT IN RELATION TO THE CITY OF SANFORD, FLORIDA, AND TO AUTHORIZE THE COL-
LECTION BY FORECLOSURE OF TAXES HERETOFORE OR HEREAFTER ASSESSED BY THE CITY OF SANFORD,
FLORIDA, UPON REAL PROPERTY WITHIN SUCH CITY, AND AUTHORIZING THE INCLUSION IN ANY SUCH
BILL OF COMPLAINT FOR THE FORECLOSURE OF TAX LIENS THE FORECLOSURE OF SPECIAL ASSESSMENT
LIENS, IF ANY, UPON ALL OR ANY OF THE PROPERTY INVOLVED IN ANY SUCH SUIT;`" AND TO REPEAL ALL

Upon motion duly adopted, the Clerk was next in$ tutted to issued check in the
sum of $5.00 to each of the Inspectors and the Clerk of the above entitled Special Charter
Amendment Election.
The meeting then adjourned.
