0801301 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, August 1, at 7:30 P M 19-30- The City Commission of the City of Sanford, Florida, met in Adjourned Regular Session at the City Hall in Sanford, Florida, at 7 :30 O'Clock P.M. August 1, 1930. Present: Commissioner H.J.Lehman, Mayor it F.L.Miller It V.A.Speer City Attorney, Fred. R.Wilson City Clerk, F.S.Lamson Chief of Police, R.G.Williams Absent: Commissioner W.A.Leffler It R.A.Newman Meeting called to order by the Chairman. Minutes of Adjourned Session of July 22nd, and Regular Session of July 29th, 1930 read and approved. Commissioner Miller moved that the action taken by the Commission at the meeting of IZ-13 15 July 29th, reducing the valuation for 1930 of the First National Bank building to $70,000.00 be rescinded. Seconded by Commissioner Speer and carried. The Clerk was then instructed to notify Mr. A.H.Moses, owner of the First National Bank Building, of the action taken, and that the final meeting of the City Commission sitting as an Equalization Board would be held on August 4th. at 7 :30 P.M, The following then appeared before the Commission requesting reductions in assessed valuations for the year 1930: M.Block for Mrs Clara Block. Lot 1 Blk 3 Tr. 4. to be reduced from $43,500.00 to $27.050.00 E.F.Housholder for W.C. Hill Lot 5 Blk 4 Tier 5, to be reduced from $7,000.00 to $5,000.00 Maxwell Stewart for Sarah J. Stewart S. 112 of Lot 14 and S 112 of 15 Blk. 7, Mayfair to be reduced from $3,100.00. In view of the fact that valuations now placed on these properties appear to be equalized and in line with other property of like value, the reductions requested were refused. Special Counsel DeCottes and Boggs next appeared before the Commission and requested payment of bills rendered for legal services in connection with purported time warrants held by John D.Jinkins, as Tax Collector of Seminole County, Florida, and Seminole County, Florida, also settlement with First National Bank, said bills aggregating $4990.00. In view of the difference of opinion between the City Commissioners and the said Special Counsel as to the reasonableness of the bills rendered, action was deferred. Messrs DeCottes and Boggs next asked for a payment on account, any payment thus made to be accepted without prejudice to any rights of the City as to the reasonableness of the bills, and not to be considered a payment of any specific items. Commissioner Lehman now left the Chair which was taken by Commissioner Speer. Commissioner Miller next made the motion that a payment of $1500.00 on account be made to Special Counsel DeCottes and Boggs. Mr. DeCottes, speaking for himself, next assured the Board that the amount paid will be accepted by him without crediting any specific item and without prejudice as to any con- tention on the part of the City as to the reasonableness of the statement rendered, I,n *. which statement Mr. Bot�js concurred. 9�s MINUTES CITY COMMISSION, SANFORD, FLORIDA, _ August 1 1930 Thereupon Commissioner Miller's motion was seconded by Commissioner Lehman and carried by the following vote: Commissioner Speer Nay ff Miller Aye 11 Lehman Aye Commissioner Lehman next resumed the Chair. Commissioner Speer next moved that the net earnings of the eater Department during the Fiscal year commencing October 1, 1930 and ending September 30, 1931 be diverted to the Debt Service Fund, to be used only for the payment of interest and principal of water works bonds. Commissioner Miller next made the motion that all payments of interest hereafter made by the,Sanford Gas Company on unpaid balance of purchase price of the Gas Plant, be placed in a separate fund and be used only for the payment of interest on Gas Bonds. Commissioner Speer next offered Ordinance No. 178 entitled: AN ORDINANCE DETERMINING THE AMOUNT AND FIXING THE RATE OF TAXATION, AND MAKING THE ANNUAL TAX LEVY OF THE CITY OF SANFORD , FLORIDA, FOR THE YEAR 1930. and same was placed upon its first reading. Thereupon the Clerk read Ordinance No. 179 in full for the first time. The--Clerk was then instructed to advertise in the Sanford Herald that the City Commission would sit as an Equalizing Board for a final hearing as to any complaints or objections as to the 1930 Tax Valuations, at 7:30 P.M.
