1013301 11 1 Q MINUTES w , pl CITY COMMISSION, SANFORD, FLORIDA, October 13, 7:30 P M i g 30 The City Commission of the City of Sanford, Florida , met in Regular Session at the City Hall in Sanford, Florida, at 7:30 O'Clock P.M. October 13, 1930. Present: (Ibmmissioner H.J.Lehman, Mayor. it W.A. Leffler if R.A.Newman " V.A.Speer City Attorney , Fred R.Wilson City Clerk, F.S. Lamson Chief of Police, R.G.Williams. Absent: Commissioner F.L.Miller. Meeting called to order, by the Chairman. Minutes of Regular Meeting of September 22nd., Adjourned meeting of September 24th. Adjourned meeting of September 25th., Adjourned Meeting of September 26th.; Adjourned meeting of September 29th., and Adjourned meeting of September 30th., 1930 read and approved. Current invoices and payrolls for the month of September , 1930, properly audited and vouchered by the Accounting Department, as evidenced by Vouchers Nos. 2991,2993 through and 3050 through 3072, submitted, examined, approved and the Clerk ordered to draw checks in payment of same. Monthly reports of the streets, sanitation, health, water ._and library departments for the month of September 1930, submitted, examined and ordered filed. Financial statement and statement of revenues and expenditures during the month of September , 1930 submitted, examined and ordered filed. Bank statements in all accounts, properly reconciled, submitted and examined. Representative of the Barker Poster Advertising Co, next appeared before the Commission requesting revision of the present sign board ordinance in so far as it applies to construction of sign boards outside the fire limits. Action postponed until the next regular meeting. Mrs Morse, Supervisor, Seminole County Welfare Board next reported to the Commission on the activities of the Welfare Board, particularly with reference to City charity cases, and requested an appropriation to take care of a deficit caused by an excess of City charity cases over funds available for that purpose. Commissioner Newman next moved that the City appropriate from the Charity Fund the sum �of $112.50 to be used by the Seminole County Welfare Board to help take care of this defi it. Seconded by Commissioner Speer and carried. A Committee from the Diamond Ball League next appeared before the Commission re- questing that the City install better lighting equipment at the Diamond Ball Field oix Seminole Boulevard adjacent to the American Legion Hut, the approximate cost of such equipment to be $250.00. Matter taken under consideration and action deferred until the next regular meeting. Commissioner Newman next moved that $10,000.00 be transferred from the Interest Account at the Sanford Atlantic National Bank to the Ordinary Fund Checking Account at the same Bank. Seconded by Commissioner Leffler and carried. The Clerk next reported to the Commission the receipt on September 30, 1930, MINUTES CITY COMMISSION, SANFORD, FLORIDA, Oct 13 th. 19-30_ from the Sanford Gas. I �_i i MINUTES CITY COMMISSION, SANFORD, FLORIDA, October 13, 7 :30 P M 19-30- leaves a balance of $9,525.15 ( Nine Thousand Five Hundred Twenty -eight Dollars and Fifteen '271 cents) as principal of said purchase price still owing said City by said Sanford Gas Company, interest upon which at the rate of 5j per cent per annum for the period of six months begin- ning October 1, 19301 is $262.02, and said City of Sanford, Florida,.hereby further acknow- ledges - having this day received from said Sanford Gas Company the sum of $262.02 ( Two Hundred Sixty -two Dollars and Two Cents ) in cash in full payment of said semi - annual interest in ad- vane as provided in said contract. It is understood and agreed that the payment this day made on account of the purchase price of said property is to be applied against the install- ments of purchase price next maturing. Commissioner Leffler then moved that the action taken in accepting these bonds and check from the Sanford Gas Company be confirmed. Seconded by Commissioner Speer and carried. Commissioner Newman next moved that the City Commission meet with the Board of Bond Trustees at 2:30 O'Clock P.M. , October 14, 1930, and transfer to that body the 157 bonds delivered to the City by the Sanford Gas Company as well as 19 Special Assessment Bonds turned into the City in payment of Street Paving Special Assessments; also to confer with the Board of Bond Trustees as to the advisability of cancelling all City bonds held in the various funds With the exception of those held by the Gas Pant Fund. Seconded by Commissioner Speer and carried. Commissioner Newman next moved that the City appropriate $10.00 for the purpose of removing two partly dead trees from the parkway on the South side of Third Street adjacent to the Presbyterian Church. Seconded by Commissioner Speer and carried. Application next received from Geo. H.Starke, M.D., to construct stucco frame dwelling on the South -west corner of Seventh Street and Sanford Avenue, to be used as combination doctor's office and residence, at an approximate cost of $2500.00 Commissioner Leffler moved that the permit requested be granted. Seconded by Commissioner Newman and carried. Commissioner Leffler next moved that the Fire Chief be instructed to make a survey of fire hazards in the City of Sanford and report to the Commission at the first regular meeting in November. Seconded by Commissioner Newman and carried. Application next received from J.W.Shadoin for permit to operate lunch wagon on vacant lot at Third Street and Sanford Avenue on Saturdays. Application refused. Commissioner Leffler next moved that bill of City Attorney Wilson for $79.69 , covering traveling expenses, etc. on City business from August 13th. to September 30th. 1930 be approved. 272' MINUTES CITY COMMISSION, SANFORD, FLORIDA, Oct. 13 at 7:30 P 149__30_ Seconded by Commissioner Newman and carried. Commissioner Newman next moved that the following 1927 Personal Taxes be cancelled for the reasons given; C.C.Larramore A.0-Williams 18.20 Over— assessed ( recommended by Depty.Coll. Tarbell 5.00 Q " Seconded by Commissioner Leffler and carried. n n n n n n The matter of building, pluming, electrical, sanitary and milk inspection in the City was next brought to the attention of the Commission, no provision having been made in the new budget to continue this work which has heretofore been done by G.P.Paxton. Thereupon, Commissioner Leffler moved that $1260.00 be transferred from the contin- gent fund to the inspection department and that Mr. Paxton be assigned to this Department as Inspector, working out of the City Clerk's office, at a salary of $1090.00 per annum, effect- ive October 1, 1930, the additional $180.00 being appropriated in this Department to cover Gas, Oil and car expense. - Seconded by Commissioner Speer and so ordered. The Clerk next read report by the City Attorney as to the various matters being atte ed to by his office and same was ordered filed. The Clerk next read communication from C.A.Byrd, Manager, Florida Power & Light Co., in answer to one from the City Clerk's Office under date of September 10, 1930, requesting that the number of street lights be increased to 600 at a cost of not to exceed $10,000.00 per annum. Commissioner Leffler then moved that the City notify the Florida Power and Light Co. that as outlined in our previous letter of September 10th., we only have in our budget for the year beginning October 1st, 1930 a maximum of $1,000.00 per month for street lighting and white way maintenance and ask that the lighting be immediately re— arranged to fit this appropriation. Seconded by Commissioner Newman and carried. Report next read from the Chief of the Fire Department showing that all of the 273 Hydrants are flushed once each week, allowing water to run from each hydrant from 2 to 5 min- utes, or until water runs clear. The matter of the revision of the occupational tax licenses next came up for considera- tion, and pending definite decision of the action to be taken in this matter, the City Clerk was instructed to hold up the issuing of licenses for the fiscal year commencing Oct 11, 1930, until notified by the Commission to do so.
