1110301 1 I k MINUTES CITY COMMISSION, SANFORD, FLORIDA, November 10 19 30 The City Commission of the City of Sanford, Florida., met in Regular Session at the City Hall in Sanford, Florida, at 7 :30 O�Clock P.M. November 10, 1930. Present: Commissioner H.J.Lehman, Mayor. " F. L. Miller " W.A.Leffler " R.A.Newman " V.A.Speer City Attorney, Fred R.Wilson City Clerk, F.S.Lamson Chief of Police R.G.Williams. Meeting called to order by the Chairman. Minutes of Regular Meeting of October 27th, Special meeting of October 29th., Special meetir;g of October 30th, and special meeting of November 5th. 1930 read and approved. 283' Current invoices and payrolls for the month of October , 1930 properly audited and vouch ered by the Accounting Department, as evidenced by Vouchers Nos. 3047 through #3049, and 3073 through 31+6, submitted, examined, approved and the Clerk ordered to draw checks in payment of same. Monthly reports of the streets, sanitation, health, water and library departments for the month of October , 1930, submitted, examined and ordered filed. Financial statement and statement of revenues and expenditures during the month of October 1930, submitted, examined and ordered filed. Bank statements in all accounts, properly reconciled, submitted and examined. Commissioner Miller next offered the motion that the City Attorney be instructed to investigate the franchise of the Florida Power & Light Company wherein it may refer to rates fo lighting and power furnished the citizens of Sanford , with a view to securing a revision downward of said rates, and make report to the Commission at the meeting to be held on December 8th. 1930. Seconded by Commissioner Leffler and carried by the following vote: Commissioner Lehman Aye " Miller Aye " Newman Aye n Aye Speer Aye Communication next read from the Dofnos Corporation by J.W. Shands, its Attorney, requesti that the City Attorney be directed to institute appropriate legal proceedings for the col- lection of special assessments for street improvements in all cases where one or more of the instalments of such special assessments are past due and unpaid. After a thorough consideration of the matter, Commissioner Leffler moved that this communication be acknowledged and that those representing this Company be notified that in as much as the special assessments are linked up with the back City taxes, the Commission thinks that it would be well to confer with them about the advisability of this action before taking it. Seconded by Commissioner Speer and carried by the following vote: Commissioner Lehman Aye " Miller Aye " Leffler Aye Newman Aye " Speer Aye Communication read from Acting Municipal Judge, Jas. G.Sharon recommending that the fine against John Mordecia of $25.00 be remitted and that he be paroled upon his good behavior. a 40% MINUTES. CITY COMMISSION, .SANFORD, FLORIDA, N m pmher In 19 -30 Commissioner Newman moved that this fine be remitted. Seconed by Commissioner Miller and so ordered. Communication read from the Florida Motor Lines, Inc. requesting that the bus line, operated by this Company be relieved of the license charge levied in accordance with the provisions of Ordinance No. 179 due to said bus line being exempted from the payment of City license taxes by the terms of Chapter #13700 of the Laws of Florida. No action pending verification of this fact from the office of the State Comptroller. Communication next read from R.E.King, of the Paradon Company concerning a test treat- ment by ammonia of the City water supply, with a view to eliminating disagreeable odor and taste, and advising that the portable outfit for this treatment can be rented at a price of $50.00 per month, the rental paid to be applied on the price of a new ammoniator in case the City should decide to buy one after the trial period. Commissioner Newman moved that the portable ammoniator be rented for a month's trial at $50.00 per month. Seconded by Commissioner Miller and carried. Request next received from the,Standard Oil Company for permission to widen Park Avenue adjacent to Lot 9 Blk 5 Tier 3, corner of Third St. at which location permit has heretofore been given for the erection of a gasoline filling station. Commissioner Leffler moved that the City establish grades for the proposed Standard Oil Filling Station on the South -east corner of Park Avenue and Third Street to provide for a fifty foot pavement on Park Avenue , under the supervision of Engineer Fred T Williams, all costs covering the widening of this pavement, including engineering fees, to be borne by the Standard Oil Company. Seconded by Commissioner Newman and carried . The Clerk next read communication from the Chairman of the State Road Department to Engineer Fred T.Williams, advising that the requirements of the State Road Department for all new rights of way are 100 feet, and suggesting that the City obtain rights of way of this width for State Road No. 3 along lake Monroe. Thereupon, Commissioner Newman moved that Mr. Williams be instructed to proceed with securing rights of way of an additional 20 feet in all cases where the City has already ob- tained SO feet right of way for the State Road No. 3 along Lake Monroe, title to be in the name of the City until such time as the State Road Department starts construction, the expen4es incurred in securing these rights of.way not to exceed $100.00 Seconded by Commissioner Leffler and carried. The matter of handling unemployed transients who apply for help was next brought to the attention of the Commission -by Mr H.M.Papworth, Chairman of an Emergency Welfare Committee formed to cope with this situation. Commissioner Leffler moved that the City appropriate from the Chanty Fund the sum of #500.00 to be used to provide emergency work for unemployed men at the rate of 75 cents per day, under the direction of the Street Department, and that signs be placed on the highways stating that the City will not permit any begging. Seconded by Commissioner Speer and carried. Commissioner Speer next moved that the City Clerk be authorized to recognize emergency meal tickets up to the extent Of $50.00 , provided such meal tickets be signed by both Mrs. Helen Morse, Supervisor of the Seminole County Welfare Board, and Mr H.M.Papworth, Chairman of the Emergency Welfare Committee. Chief listing fire hazards in the City next read to the Commission, and referred to Inspector G.P.Paxton to attend to having these hazards eliminated. Complaint next received from I.B.Davis for alleged uncalled for and improper arrest on the night of October 29th. on the charge of operating an automobile while under the in- fluence of intoxicating liquor. Commissioner Diller moved that this matter be referred to a- special committee for in- vestigation and report at the next regular meeting of the Commission. Seconded by Commissioner Newnan and carried. 285 Thereupon the Chairman appointed Commissioners Speer and Miller, and City Attorney Wilson, as a committee to investigate this complaint. Mr. Volie A.Williams, representing the Lions Club, next advised the Commission that plans had been perfected whereby a lease for five years can be obtained for the property on South Sanford Avenue known as the Aviation Field in exchange for all taxes being paid dur that period. Thereupon Commissioner Miller moved that as soon as satisfactory lease, properly signed, for the aviation field, on South Sanford Avenue, is presented, the City will then obligate itself to see that the taxes are paid within the period of time called for in said lease. Seconded by Commissioner Speer and carried. The matter of a request made at a previous meeting of the Commission for an appropriation to help defray the cost of the annual Seminole County Poultry Show was next brought to the attention of the Commission. Thereupon, Commissioner Newman moved that $150.00 be appropriated from the Publicity Fund to help defray the cost of the annual Seminole County Poultry Show to be held in January , 1931. Seconded by Commissioner Leffler and carried. CorrAmmunication next read from Wllter L. Cooper tendering his resignation as a Bond Trustee of the City of Sanford, Florida. Commissioner Miller moved that the resignation of Walter L. Cooper as a bond trustee of the City of Sanford, Florida, be accepted. Seconded by Commissioner Newman and carried. The Clerk was next instructed to pay John Williams, Inc. 0100.00 on account of balance due for purchase in 1927 of Tablet, Basin and Flag Staff Base for the Memorial Fountain, . subject to the approval of the Board of Bond Trustees.
