CITY COMMISSION, SANFORD, FLORIDA, October 27 7:30 P M 19_30
The City Commission of the City of San ord, Florid a, met in Regular session at the
City Hall in Sanford Florida, at 7:30 O'Clock P.M., October 27, 1930.
Present: Commissioner H.J.Lehman , Mayor.

Meeting called to order by the Chairman
The first matter for consideration was the rate to be paid to the Fernald Laughton Hospital
for City Patients.
After considerable discussion, Commissioner Miller moved that in addition to the regular
annual appropriation of $1000.00 to be paid to the Hospital, effective October 1, 1930, the
City pay the Hospital a flat rate of $3.00 per day for City patients, a rate of $1.00 per
day for Special Nurse's board and such small charges for medicine as may become necessary,
no charge to be made for use of the operating room, and no bills to be paid except such as
are approved by the City Physician.
Seconded by Commissioner Speer and carried.
Mr. T.W.Lawton, Chairman of the Hospital Board, being present accepted the foregoing
proposition on behalf of the Hospital.
The matter of amending Ordinance No. 130 so as to allow the construction of bill boards
outside the fire limits of wood next came before the Commission.
After consideration of the matter, Commissioner Speer made the motion that Ordinance No.
130 be revised so as to give permission to erect bill or sign boards outside the fire district
of wood construction, specifications to be furnished before permission will be granted, which
specifications must conform to the requirements of the general outdoor advertising associatiom
and be approved by the Building Inspector.
Seconded by Commissioner Miller and carried by the following vote:

The matter of the request made at the last regular meeting of the Commission for an
appropriation to defray the cost of installation of adequate lighting facilities at the diamond
ball field on Seminole Boulevard was next brought to the attention of the Commission.
Commissioner Speer moved that the City contribute $200.00 towards defraying the cost of
installing the required lighting equipment at the Diamond Ball Field on Seminole Boulevard.
Seconded by Commissioner Miller and carried.
RequesA received for, installation of additional white way lights at intersection of First
Street with French Avenue, also petition that strings of lights across Magnolia Avenue be-
tween First Street and Third Street be installed.
Both matters taken under consideration.
The.Commission next conferred with C.A.Byrd, manager of the Florida Power & Light Co., and
Mr. Wi .1son, of the same company, with reference to proposed reduction in the cost of the
street lighting with no decrease in the amount of light furnished , it being the desire of the

Commission if anything to increase the amount of light furnished.
After a discussion of various propositions, further consideration was postponed until the
next regular meeting of the Commission.
A.R.Johnson, Seminole County Agricultural Agent, next requested of the Commission an
appropriation to help defray the cost of the annual Poultry Show to be held in January.

The Clerk next reported that the following had qualified for the Primary Election to be
held on November 4th:

and upon motion duly adopted, instructions were issued that the names of said qualified can-
didates be placed upon the ballots for the Primary Election to be held on November 4th, in
the various groups as specified.
Commissioner Speer next offered Resolution No. 396 and moved its adoption.
Seconded by Commissioner Leffler and carried unanimously, said resolution No. 396 being
in words and f igures as f ollows :
RESOLUTION No. 396.
RESOLUTION RATIFYING CANCELLATION OF CERTAIN BONDS OF THE CITY OF SANFORD, FLORIDA.
WHEREAS, At a Special meeting between the Bond Trustees of the City of Sanford, Florida, a
the City Commissioners on Tuesday,,October 14th, 1930, it was determined that all bonds held
in the Special Assessment Account, Ordinary Fund and Sinking Fund of said City of Sanford
should be canceled by perforation; and,
WHEREAS, Pursuant to the aforesaid determination of said City Commissioners and Bond
Trustees, one hundred six (106) bonds of said City of Sanford were canceled by perforation:
by City Commissioners, H.J.Lehman, R.A.Newman and V.A.Speer, and Bond Trustees Frank L.Woodruf:
Walter L, Cooper and Ralph B. Wight, and City Clerk F.S. Lamson, which said bonds were distri-
buted among said Special Assessment Account and Ordinary and Sinking Funds, and described as
follows:

WHEREAS, The cancellation by perforation of the above described bonds of the City of

Sanford, Florida, was in accordance with the aforesaid determination by said City Commission-
ers and said Bond Trustees:
NOW THEREFORE, Be It Resolved by the City Commission of the City of Sanford, Florida, in
regular meeting assembled, that the aforesaid cancellation by perforation of the above des-
cribed bonds of the City of Sanford, Florida, by the above named officials of said City be,
and the same is hereby ratified and confirmed.
The foregoing Resolution was unanimously
adopted by the City Commission of the City of
Sanford, Florida, in regular session on this the 27th day of October , 1930.

The Clerk next reported that while the bonds enumerated in Resolution No. 396 were
being cancelled, Bond No. 375, series A -1, belonging to the Gas Plant Sinking Fund, had
inadvertently and unknowingly at the time been perforated.
Thereupon the Commission ordered that said bond No. 375, Series A -1 be allowed to
remain with the other bonds owned by the Gas Plant Sinking Fund as an investment of that
fund until such a time as it may be deemed advisable to cancel by perforation all of said
bonds, proper notation to this effect to be attached to said bond No. 375, .
Commissioner Leffler next introduced Ordinance No. 179 entitled:
" AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, IMPOSING CERTAIN OCCUPATIONAL LICENSE
TAXES IN THE CITY OF SANFORD, FLORIDA,
and same was placed on its first reading.
Thereupon, Commissioner Leffler moved that the rules be waived and that said Ordinance
be placed on its second reading and final passage.
Thereupon the motion recurred upon the waivure of the rules. The roll was called and
the vote stands as follows:

Thereupon said Ordinance No. 179 was read in full and placed upon its final passage
and adoption, those voting for the adoption of said ordinace No. 179 being:

Thereupon the Chairman announced that the City Commission of the City of Sanford
Florida, by unanimous vote had passed and adopted Ordinance No. 179 entitled:
" AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, IMPOSING CERTAIN OCCUPATIONAL LICENSE
TAXES IN THE CITY OF SANFORD, FLORIDA."
Instructions were next issued by the Commission that said Ordinance No. 179 be publish
one time in the Sanford Herald.
Commissioner Leffler next moved that Bill of Edith Jones, Registered Nurse, dated Oct.
251 1930 for $40.00 be paid and charged to the account of City Employee Ben Smith for wh
the service was rendered.
Seconded by Commissioner Miller and carried.
Upon recommendation of Chief of Police, Commissioner Leffler next moved that $40.00
be accepted from Henrietta Reeves, now in the City Jail, in lieu of serving the 30 days
balance of her sentence.
Seconded by Commissioner Miller and carried.
The meeting then adjourned.
