The City Commission of the City of Sanford, Florida, met in special called session at the City Hall in Sanford, Florida., at 9:00 O'clock A. M., September 22, 1930. Present: Commissioner H. J. Lehman, Mayor " F. L. Miller R. A. Newman " V. A. Speer Asst. City Attorney L. F. Boyle City Clerk F. S. Lamson Absent: Commissioner W. A. Leffler. Meeting called to order by the Chairman. The Chairman announced that the meeting had been called to continue con- sideration of a revision of the occupational license taxes of the City of Sanford. The Commissioner then proceeded to a careful stir of the present occupati al licenses with a view to repealing such as are non - operative and adjusting others to present day conditions. The meeting then adjourned, definite action upon the r vision of the occupa- tional licenses being postponed until a later date. Minutes of Special meeting of September 2nd, Regular Meeting of September 8th. Adjourned meeting of September 9th, and Special Meeting of September 22nd, at 9 O'Clock A.M read and approved. The Chairman next appointed Commissioner Leffler, Herman Morris and James Moughton as a Committee of three to confer with the County concerning the use by the Seminole County Y.M.C.A. of the old County Jail on Palmetto Avenue, the advisability being considered by the Commission of building the shuffleboard courts heretofore authorized to be constructed on the City owned property located close to the County Jail on the corner of Palmetto Avenue and Second Street instead of the park at Ninth Street and Park Avenue; also to improve the balance of this property as a Tourist Recreational Center, the old County Jail to be used to house the equipment when not in use. L.L.LeRoy, President of the Sanford Country Club Ina., lessees of the Sanford golf Course, neat appeared before the Commission and requested the City to purchase one car of fertilizer for use in fertilizing the orange trees and fairways at the Golf Course. After considerable discussion, Commissioner Newman moved that the City appropriate $270.00 with which to buy ten tons of fertilizer to be used in fertilizing the orange trees and fairways at the golf course. Seconded by Commissioner Miller for purposes of bringing to a vote, but failed to carry, the vote being as follows: Commissioner Lehman Nay N Miller Nay N Leffler Nay a Newman Aye 0 Speer Nay 259 Mr Otto Sohmehl next appeared before the Commission in behalf of certain property own- era on the West Side, stating that they had been compelled to clean the ditch running ad- jacent to their property in order to drain this land, which is farm land, at a total cost of $108.00, and requesting that the City bear part of this expense. Commissioner Speer moved that the City contribute a sufficient amount to pay one -half of the cost of cleaning this ditch on the West side of the City, with the understanding that in the future, consideration will not be given to bills of this kind unless they come before tle City Commission before they are made. Seconded by Commissioner Newman and carried. Commissioner Speer next moved that bids heretofore authorized to be obtained, under date of September Sth, 1930, for automotive equipment for the Police and Street Departments, be opened at this time. After comparison of all bids received and it`being the sense of the Oommission that the bid of White Highleyman Inc. is the most advan,�t ageous to the City. k Commissioner Speer move that the order for leis equipjJent be awarded to White- •n 4 e Highleyman Inc., at a price of $2039.50 plus aid„ iidditional charge 4f_ *a for dual real wheels on the trunk. Commissioner Speer next moved that a sufficient amount be transferred from the con- tingent fund to the Police Department appropriation to cover the purchase of'the two cars for the Police Department authorized in the foregoing motion. Seconded by Commissioner Miller and carried. [7 1 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Sept. 22 at 7 :30 P M. i g 30 The Clerk neat reported that in compliance with instructions of the City Commission 261 under date of June 9, 1930, the American LaFrance Fire Engine Company had been advised that all outstanding notes of the City of Sanford held by that Company could be paid, provided all accrued interest were cancelled; and that the American La- ''rance Fire Engine Company has now notified the City, through its attorney I. Allison, that this proposition is acceptable and that the notes, totalling $4016.66, are being forwarded to the Sanford Atlantic National Bank for collection from the City, accrued interest amounting to $992.65, being cancelled. Thereupon Commissioner Miller moved that the notes held by the American LaFranoe Fire Engine, totalling $4016.66, be paid without interest upon being received by the Sanford Atlantic National Bank. Seconded by Commissioner Speer and carried. The Clerk neat presented to the Commission eight charts, prepared by Pentland, gray & Moore, Certified Public Accountants, showing graphically comparisons of the appropriations and expenditures of the various departments of the City Government for the years 1926 to date; also the status of the bonded debt of the City of Sanford from 1921 to date. Thereupon, the Clerk was instructed to address a letter of thanks and appreciatiom to Pentland, gray & Moore, for the prepartaiom of these charts. The Clerk neat reported the need by the Fire Department of three new batteries for its automotive equipment, and presented prices obtained from various dealers. After a comparison of the prices received, due consideration being given to the make of battery quoted on. Commissioner Newman moved that two - 156 LIRA Philoo Batteries be purchased for the two fire trucks from the Automotive Electric Company, at a price of $35.50 each, less discount of 25 and 5 per -oent. Seconded by Commissioner Speer and carried. On motion of Commissioner Speer, seconded by Commissioner Miller and carried, action of opening the Registration Roll on September 15th, 1930 for the Primary Municipal Election. to be held on November 4, 1930, as required by the Charter, was approved. The Mayor was next authorized to issue an Election Proclamation calling for a Primary Election to be held on November 4, 1930, to select two nominees to be voted on in the General Election to be held on December 2nd, 1930, to fill vacancies on the Commission due to the expiration of the terms of office of Commissioners Miller and Newman. The following were then designated as.Inspectors and Clerk of the Primary Election to be held on November 4th: Inspectors : J.B.Lawson. D.L' Thrasher R.E. Herndon Clerk: W.E.Betts. The Clerk next presented American Trust Co. of Jacksonvi s `,* "Fla. Receipt No. 652, made to the City of Sanford, Sanford, Florida, covering tTnited States of America 3 -1/ 2% Treasury Notes, Series 01930- -1932, with December 15, 1930, and subsequent coupons attached, Nos. 262B, 11499x, 11501A, 11502B,115030, 11504D, 11505E, 11506F - g at $10,000.00 each, maturing December 15, 1932, Total of Receipt ------------------------------- ---- -- $802000.00 said receipt having been delivered to the City of Sanford by the Sanford Atlantic National Bank as collateral for deposits in said bank and in exchange for receipts for a like amount which were returned to the bank due to the securities covered thereby having matured. 262° MINUTES. CITY COMMISSION, SANFORD, FLORIDA, September 22, 7:30 P M 19 30 Commissioner Leffler moved that this action be approved and that the new security be accepted. Seconded by Commissioner Speer and carried. Commissioner Leffler next made the motion that the Commission amend the instructions heretofore given to Special Counsel DeOottes and Boggs in regard to handling the Chase National Bank suit,.and that they be authorized to proceed either with petition for a Ve- hearing or else handle the matter on direct appeal, as they think best.
