CITY COMMISSION, SANFORD, FLORIDA, SEPTEMBER 8 - 7:30 P M n g 30 The City Commission.of the City of Sanford, Florida, met in Regular Session at the City Hall in Sanford, Florida, at 7:30 O'Clook P.M. September 8, 1930. Present: Commissioner H.J • Lehman , Mayor N N N N F.L. Miller W.A.Leffler R.A.Newman V.A.Speer. City Attorney, Fred R.Wilson City Clerk, F.S.Lamson Chief of Police, R.G.Williams Meeting called to order by the Chairman. Minutes of Regular Meeting-of August 25th. 1930, read and approved. Current invoices and payrolls for the month of August 1930 properly audited and 253 vouchered by the Accounting Department, as evidenced by Vouchers Nos. 2922 through 2980 and No. 2982, submitted, examined , approved and the Clerk ordered to draw checks in payment of same. Monthly reports of the streets, sanitation, health, water and library departments, for the month of August 1930, submitted, examined and ordered filed. Financial Statement and Statement of revenues and expenditures during the month of August 1930, submitted, examined and ordered filed. cases. Bank Statements in all accounts, properly reconciled, submitted and examined. Dr. J.N.Tolar appeared before the Commission and made oral report on City charity The neat matter for consideration was the location of tennis courts authorized to be constructed by the Commission at the meeting held on August 25th. 1930, it now appear- ing that this location is not suitable for this purpose. After considerable discussion, Commissioner Leffler moved that the proposed loca- tion of this court be changed to the lot adjacent to the water pumping station; that bids be obtained for covering with concrete, the two clay tennis courts now at this location; and that an estimate also be obtained of the approximate cost of labor and materials if this work should be done by the City forces. Seconded by Commissioner Newman and carried. Consideration was neat given to the request for an increase in the license tax for canvassers representing foreign firms or corporations. Commissioner Miller m -that an ordinance be prepared changing the license tax now charged but leaving :the -1n_ew amount blank, the amount to be decided upon at the next regu- lar meeting when the ordinance will be presented for passage and adoption. Seconded by Commissioner Newman and carried. Mr. R.J.Holly next advised-the Commission that a canning and preserving company is contemplating locating in Sanford and requesting information as to whether exemption from tax- es for a period of years can be given as an inducement. Action postponed pending further investigation. Request received from Barker - Poster Advertising Company that present billboard ordinance be amended so as to allow construction of billboards outside the fire limits of wood instead of all metal as now required. Matter taken under consideration. 254 - MINUTES CITY COMMISSION, SANFORD, FLORIDA, September at 7 :30 P X 9 30 A Committee from the Chamber of Commerce neat appeared in the interest of State Road No. 3 Improvement Association, an association whose aim is the improvement and completiom of certain links in State Road No. 3, including the link between the Lake Monroe bridge and Sanford along the Lake front; also to advertise this highway in order to bring more tourists through this section. This committee requested an appropriation of $75.00 from the City to assist in the work of the Association, it being the intention to request the County for $75.00 and to put on a drive for seventy-five individual memberships at $1.00 each. In view of the fact that the completion of this boulevard along the lake front and the attraction of more traffic through this section is of vital interest to the City of Sanford, Commissioner Speer moved that the City contribute $75.00 to the State Road No. 3 Improvement Association, said appropriation to be charged to the Publicity Fund. ri Seconded by Commissioner Leffler and carried. On motion of Commissioner Speer, seconded by Commissioner Newman and carried, of group automobile insurance with the Colclough Realty Co.,.for the year commencing September 21st. 1930, was ordered , an Eight Per -cent credit being allowed on public liability and a Thirteen per -cent credit being allowed on property damage. The Commission next considered the advisability of disposing of some of ::the .©ld: automobiles and trucks now in service and obtaining new ones, as a measure of economy. Thereupon, bids were ordered obtained from the Ford Agency and the Chevrolet Agency for the following: For the Street Department: 1 Pickup Truck 1 - 1j Ton Truck with hoist. For the Police Department: 1 Touring Oar. 1 Coach. The following old equipment to be turned in, in part payment thereof: From the Street Department 1 Ford Touring Car. 2 Model T Ford Trucks. From the Police Department 1 Ford Roadster 1 Ford Touring Oar 1 Whippet Touring Oar. 1 Hudson Coach. Commissioner Leffler next made the motion that the City take two per -cent cash dis- count on all bills for supplies when payment is made at the first meeting of the Commissiom in the month following the month the purchases are made. Seconded ty Commissioner Miller and carried. Commissioner Newman next moved that the Yacht Club building be repaited at a cost to exceed $100.00 Seconded by Commissioner Miller and carried by the following vote: LI I Fi J 1 U 1 1 fl MINUTES. Seconded by Commissioner Miller and carried by the following vote: Commissioner Lehman Aye a Miller Aye a Leffler Aye a Newman Aye N Speer Aye The Clerk next notified the Commission that note for $600.00 in favor of the American LaFranCe Fire Engine Company, would be due on October lst.,1930, together with interest at 6% for one year, and on motion of Commissioner Speer, seconded by Commissioner Miller and carried, same was ordered paid at that time. The Clerk next notified the Commission of receipt of telegram from George L.Hoy 255 declining to lease City owned farm property in St. G4ertrude's Addition at any price and releasing property for the balance of the present lease which expires on November let, next, to new renter; also that Mr. J.H.Myriek had been notified but had not to date availed him- self of the privilege to lease this property. Thereupon, Commissioner Speer moved that Mr. J.F.Hiekson and Mr. H C.Morgan be notified, the rental to be WO.00 per year , payable in advance. Seconded by Commissioner Newman and carried. The Clerk next notified the Commission that Mr. Charles Kanner is willing to lease the City owned farm property adjacent to the Ball Park at an annual rental of $150.00 provided he is given a three year lease. Thereupon, Commissioner Speer moved that Mr. Kanner be given lease for this property for three years at $150.00 per year from August 1, 19301 payment to be made each year in advance, and provided the offer is accepted by Mr. Kanner within fifteen days from! this date. Seconded by Commissioner Miller and carried. The Clerk next presented and read letter delivered to him on September let, 1930 addressed to F.S.Lamson, Tax Assessor, and the City Commission of the City of Sanford, Florida, by F.P.Fleming and L'Engle and Shands, Attorneys for Dofnos Corporation, requesting that all of the lands in the City which were sold by the City for taxes for the years 1925, 1926, 19279 1925 and 1929, and which have not been redeemed from such sales, be re- assessed, the claim being made that the tax sales of these years are invalid due to one or more of the certificates required to be affixed to the tax rolls for said years having been omitted. Commissioner Speer moved that this letter be referred to our attorneys for in- vestigation and recommendation. CITY COMMISSION, SANFORD, FLORIDA, _ SePtalnbAv 8 i 9 -x_ Commissioner Lehman neat made the statement, which he wished made a matter of record, that he is in favor of accepting this communication and is willing to abide by the request contained therein if there is any error in the assessment rolls and they were not legally prepared. On motion of Commissioner Speer, seconded by Commissioner Miller and carried, the Clerk was instructed to transfer from the Contingent Fund appropriation $500.00 to the public buildings appropriation and $400.00 to the appropriation for department of insurance. The Clerk next presented letter from Associate Counsel DeCottes requesting payment of balance of account as rendered, amounting to $3490.00 for services rendered in all oases excepting the Chase rational Bank suit , to date. The Chairman neat surrendered the Chair to Commissioner Miller. Commissioner Lehman moved that the original statement rendered by Messrs DeCottes and Boggs, amounting to $4998.00, be approved and that the balance after payment of $1500.00 heretofore authorized, amounting to $3490.00 be paid. Commissioner Speer next moved that a further payment be made Hornblower, Miller and Garrison, attorneys, of 02000.00 on account, for services rendered in the suit of the City of Sanford versus the Chase - National Bank of New York. Seconded by Commissioner Newman and carried by the following vote: Commissioner Lehman Aye " Miller Aye " Leffler Aye " Newman Aye " Speer Aye The Clerk neat reported that in compliance with instructions, communication had been addressed to the Salvation Army requesting that Ensigns Bivans and Jones be not trans. f erred, and that a reply had been received regretting the inability to comply with the re- quest of the Commission.
