112430MINUTES CITY COMMISSION, SANFORD, FLORIDA, N vember 24th. 19-30- The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in Sanford, Florida, at 7 :30 O'C1ock P.M., November 24th. 1930- Present: Commissioner H.J.Lehman, Mayor. " F.L.Miller " W.A.Leffler " R.A.Newman p V.A.Speer City Attorney Fred R.Wilson City Clerk, F.S.Lamson Chief of Police R. G.Williams Meeting called to order by the Chairman,. Minutes of Regular meeting of November 10th. 1930, read and approved. After the reading of the minutes, Commissioner Miller stated that the resignatio>x of Mr. Walter L. Cooper as a Bond Trustee of the City of Sanford. Florida, was handled exactly as stated in the minutes -of November 10th, and not in the manner indicated by the Sanford Herald; that he'( Commissioner Miller ) had asked for Mr Cooper's resignation, through Com- missioner Leffler, because he was speculating in City of Sanford bonds, and that he would like this statement made a matter of record in the minutes. Request next received from the Standard Oil Company for permission to use concrete in- stead of brick in widening Park Avenue at Third Street adjacent to proposed filling station at that location, due to inability to procure paving brick in the exact amount required. Request refused. Commissioner Speer next moved that the City order a car of paving brick and from this car sell the Standard Oil Company the required amount to widen Park Avenue at this location, the price to be cost at the oar plus $2.00.per thousand. Seconded by Commissioner Newman and carried. Representative of the Barker Poater Advertising Company next appeared before the Commissi protesting against the license tax imposed on Bill- posting companies by Ordinance No. 179. No action. Mr. I . B..Davis next appeared in connection with complaint registered with the Commission at the Regular Meeting held on November 10th., but in view of the fact that the committee appointed to investigate this complaint were not ready to report, action was deferred until the next regular meeting of the Commission. Request next received from a committee of the Chamber of Commerce for an appropriation to defray "the cost of 10,000 advertising folders to be distributed by that organisation, the cost of such folders to be $365.00 . Action deferred until the next meeting of the Commission. Engineer Fred T.Williams next requested authorization,for the City Attorney to institute %ndemnation proceedings in such cases where he is unable to obtain deeds to rights of way for state Road Igo. 3 along the shore of Lake Monroe. Action was held up on this request pending a report from Mr. Williams at the next_ meeting of the Commission as to his success in obtaining deeds for this right of way, and a rwport from City Attorney Wilson as to the legality of condemning rights of way by the City for a State Highway. The Clerk next reported the._offer of Mr. Charles Kanner to lease the City owned property adjacent to the Ball Park, known as Lot 22 of Pace Acres, at a price of $150.00 per year, 1 1 1 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, November 24 1930 $75.00 to be paid at once and $75.00 in the Spring of 1931. Commissioner Speer moved that the offer be accepted, $75.00 to be paid at once and $75.00 on March lot. 1931. . Seconded by Commissioner Newman and carried. Commissioner Speer next introduced Ordinance No. 190 entitled: " AN ORDINANCE TO AMEND SECTIONS 3, 4, and 5 OF ORDINANCE NO. 130, ENTITLED AS FOLLOWS: 287 SAN ORDINANCE REGULATING SIGNBOARDS AND BILLBOARDS FOR THE DISPLAY OF ADVERTISING MATTER AND PROVIDING A PENALTY FOR THE VIOLATION OF THE TERMS HEREOF'." and same was placed upon its first reading. Thereupon the Clerk read Ordinance No. 190 in full for the first time. Communication next read from the Sanford Atlantic National Bank inolosing continuation certificate for one pear for $50,000.00 Depository Bond delivered to the City by the Sanford Atlantic National Bank as security for deposits of the City 18 said Bank, said continuation certificate being for the period commencing November 16, 1930 and ending November 15, 1931. Commissioner Leffler moved that the continuation certificate be referred to the City Attorney and if in proper form, be accepted. Seconded by Commissioner Newman and carried. On motion duly adopted, estimate of R.L.Robertson of $2.50 per dairy for milk examinations including butter fat estimation and Plat Culture for Bacteria Count, was accepted on one month's trial. Commissioner Leffler neat moved that the agreement with the Sanford Atlantic National Bank regarding interest on the City's bank balances, in effect up to October lot, 1930, be continued until January lot, 1931, and the Bank be notified to this effect. Seconded by Commissioner Miller and carried. Commissioner Speer neat moved that invoice of Special Counsel Lucien H Boggs, for $40.54, covering miscellaneous expenses incurred in the case of the City of Sanford, Florida, versus the Chase National Bank ©f New York, be approved and payment ordered. Seconded by Commissioner Newman and carried. The Clerk was neat instructed to write Mr. C.A.Byrd and Mr. T.L.Dumas, the incoming Com- missioners, and invite them to be present at the meetings of the Commission between now and January 6th. when they will be inducted into office.
