August 25, 1934• Present: Commissioner B.J.Lehman, Mayor " F.L, Diller " W.A.Leffler " R.A.Wewman N V.A.Speer City Attorney, Ft4d R.Wilson City Clerk, F.S.Lamson Chief of Police, R.G.Williams Meeting called to order by the Chairman. Minutes of adjourned regular session of August 13th. 1930, read and approved. Special Counsel DeCottes next appeared with reference to decision handed down by the Judge in the suit of the City of Sanford Vs. The Chase National Bank of Now York, ordering the return of $740,000.00 of unsold City of Sanford Bonds to the City of Sanford, Florida, and awarding a judgment against the City of Sanford in favor of the Chase National Bank for $450,000.00 of the #500,004.00 purported Certificates of Indebtedness of the City of Sanford held by the Chase National Bank. Pending further consideration of this matter, action as to the future steps to be taken by the City was postponed. Request received from George Weinstein that the license fee charged canvassers repre- senting foreign firms or corporations, soliciting orders for or selling furniture, house- hold goods, musical instruments, etc., be increased to $150.00 per year. Action deferred until the next regular meeting of the Commission. Mr Berman Morris next appeared on behalf of. the Seminole County Y.M.C.A., requesting the construction of two shuffleboard courts at the Ninth Street Park and that lights be furnished for the lighting of these courts as well as the tennis court in this park for night playing. Commissioner Miller moved that the City advertise for bids for the construction of two shuffleboard:courts and one additional tennis court at the Ninth Street Park. Seconded by Commissioner Leffler and carried. Commissioner Diller next moved that the City furnish lights for the tennis courts and shuffleboard oourts, and thd; the cperatiaa°.of :these lights be placed under the super- vision of Mr. Berman Morris, serving at the pleasure of the Commission. Seconded by Commissioner Newman and carried. The Clerk next presented to the Commission delinquent personal tax list for the year 1929 and reported the appointment by City Tax Collector Ellen Hoy of M.D.Tarbell as Deputy Tax Collector for the collection of same. Thereupon Commissioner Newman moved that the Commission confirm the appointment of M.D.Tarbell as Deputy Tax Collector for the collection of 1929 Delinquent Personal Taxes and that the aforesaid list be turned over to Mr. Tarbell for collection. Seconded by Commissioner Miller and carried. Ordinance No. 177, introduced and read for the first time on July 28th, 1930 was next brought up for the second reading. Thereupon Ordinance No. 177, entitled: AN ORDINANCE MAKING► APPROPRIATIONS FOR THE CITY OF SANFORD, FLORIDA, FOR THE FISCAL YEAR BEGINNINGi OCTOBER 19 1930 AND ENDING SEPTEMBER 30, 1931- MINUTES CITY COMMISSION, SANFORD., FLORIDA, August 25 at 7:30 P lid 9 30 was read in full by the Clerk for the second time. The roll was called upon the passage of said Ordinance No. 1771 the vote being as follows: Commissioner Lehman Nay N Miller Aye N Leffler Nay Newman Aye N Speer Aye Thereupon the Chairman announed that the Commission had passed and adopted Ordinance No. 177, entitled: AN ORDINANCE MAKING APPROPRIATIONS FOR THE CITY OF SANFORD , FLORIDA FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1930 AND ENDING SEPTEMBER 309 1931- Ordinance No. 1789 introduced and read for the first time on August let, 1930, was next brought up for the second reading. Thereupon Ordinance No. 178 , entitled: AN ORDINANCE DETERMINING THE AMOUNT AND FIXING THE RATE OF TAXATION, AND MAKING THE ANNUAL TAX LEVY OF THE CITY OF SANFORD, FLORIDA FOR THE YEAR 1930. was read in full by the Clerk for-the second time. The roll was called upon the passage of said Ordinance No. 1789 the vote being as f ollows : Commissioner Lehmap Nay N Miller Aye N Leffler flay N Newman Aye N Speer Aye Thereupon the Chairman announced that the Commission had passed and adopted Ordinance No- 178 entitled: AN ORDINANCE DETERMINING THE AMOUNT AND FIXING THE RATE OF TAXATION, AND MAKING THE, ANNUAL TAX LEVY OF THE CITY OF SANFORD, FLORIDA , FOR THE YEAR Z 1930. Commissioner Miller next moved that Ordinances No. 177 and 178 be NPostedN at the front door of the City Hall , as provided by the Charter. Seconded by Commissioner Speer and carried by the following vote: Commissioner Lehman Nay N Miller Aye N Leffler Nay N Newman Aye N Speer Aye The Clerk next presented offer of J.H.Myriok to lease City farm property described as lots 2 and 4 and the south part of Lot 8 Block X. St. Gertrude Addition for an annual rental of $400.00. In view of the fact that the present lessee, George L. Boy, was advised that the rental for the ensuing year would be $500.00, which offer was rejected, and it being the sense of the Commission that WO.00 would be a fair rental for this property, Commissioner Newman moved that the Clerk telegraph Mr Hoy offering his the rental of this property for $400;00, and if refused, request him to release the property for balance of present lease which expires on November let. , next. Seconded by Commissioner Miller and carried. The Clerk was next instructed that the annual rental for the ensuing year of the City property described as Lot 22 Pace Acres will be $150.00 The Clerk next read the Regular Annual Report of the Sanford Public Library. Commissioner Miller moved that this report be made a matter of record and spread on the minutes of this meeting, and that a letter be addressed to the Librarian, Mrs. Knight, commending her for the splendid work accomplished during the past year by herself and her 250 MINUTES CITY COMMISSION, SANFORD, FLORIDA- = _AUZ=t 25 at 7'30 F Y_ 19-37Q 0 assistant, Mrs.Moughton, as outlined in this report. Seconded by Commissioner Speer and carried. In compliance with the foregoing action, the report of the Sanford Public Library f ollows : Honorable Mayor and City Commissioners Sanford, Florida. Gentlemen:— July 1930. I have the honor to present herewith my first annual report as Librarian of the work of the Sanford Public Library for the year ending June 30, 1930. On the whole, we have cause to be proud of this years work. Notwithstanding the many handicaps, the work progressed in a measure only curtailed by a very moderated budget. Loans increased, reference work increased and in fact every department in the Library showed increased activities. There is no business in Sanford, llublic or private, which has grown at the rate that the Library has. There were 52,699 books circulated during the twelve months ending June 309 1930. When one considers that every book lent from the Library must be handled at least three times just in the mechanical process of circula- tion one has some idea of the vast amount of work entailed in this department. This does not take into account the work necessary in getting the books ready for the shelves. The library has just closed the busiest year in its history. Books in the Library. It is difficult to estimate correctly the exact n�ber of books in the Library as only one half of the collection has been recorded in the accession book* but we estimate the collection at 11,000. 743 books were accessioned during the year, 461 of which were acquired by purchase, 287 of these were purchased with rental money; 174 purchased by the City. Our many intepested patrons gave us 283 books during the year. All books that have been accessioned have been cataloged and during the year over a thousand-of the already accessioned books have been cataloged. In spite of our best efforts to keV the books in good condition, they do wear out and during the past year 182 have been discad. The repair work is a very important task and 2740 have been mended in our work room. 42 were rebound at the Bindery. Circulation of Books. The circulation of books and magazines for the year was 52,699. This was an in- crease of 6,274 over the preceding year. Of this number 38,753 were loaned to adults and 13,946 to Juveniles. The largest.single day circulation was 438 whereas for the preceding year the largest was 331. Ref erence Work. We have done more reference work this past.year and we have been untrying in our efforts to assist all students, teachers and professional readers. Registration of Borrowers. The total number of members is 2388, of this number 1727 were adult, 661 Juvenile, 11 nonresident. Not included in this number were six temporary members. Childrenis Department. The circulation of children's books included in the total circulation was 13,946. This is exceptionally good considering that their department has had comparatively few books added for the past two years. Their reading room attendance was 1638. Newspapers and Periodicals. The Library takes 85 magazines. 40 being subscribed to and 45 received as gifts. Most of these are loaned to the public. In addition to the Sanford Herald which is donated, the Library takes the Florida Times Union, The New York Times and The united States Daily. The Christian Science Monitor, the gift of the Christian Science Society, is also a valuable addition. The Librarian takes this opportunity to thank the Mayor and the Commissioners for their hearty support and also appreciates the loyal and faithful services rendered by her assistant, Mrs Elton Moughton. On motion of Commissioner Leffler, seconded by Commissioner Miller and carrie4 the following 1927 and 1929 personal taxes were cancelled for the reasons given: L. T. Sheppard 1929 Personal Tax. 2.88 Assessed with wrong model automobile. John Meisch Jr. 1927 Personal Tax. 11.65 Over- assessment ( Recommended Deputy Tax Collector Tarbell.) The next matter for consideration was the poor condition of some of the Railroad Oros- sings within the City Limits, and upon motion duly adopted, was referred to Superintendent Moughton to confer with Mr. T.L.Dumas, Supt. of the A.C.L. and report at the neat meeting. The Clerk was next instructed to write Brig. Gen. Donald McMullin of the Salvation Army, that the Commission appreciates the work done In Sanford by Ensigns Bivens and Jones and urge that they be not transferred to some other locality. City Attorney Wilson next presented to the Commission copy of audit report of June 30, 1930, prepared by Hall & Pentland at the request of the Bond.Holders Protective Committee, and same was ordered filed. In view of the fact that the abandoned apartment house building located on Park Avenue condemned by Resolutions Nos. 399 and 390, has been demolished in accordance with the terms of said resolutions, the Clerk was instructed to notify Mrs. Ewing and Mrs. Long, the owners of said building of this action and that the salvaged lumber is stacked on the ground waiting such disposition as they wish to make of it. Communication read from 0. Lloyd Maddux, Gas Engineer of Hamilton , Ontario, request- ing exclusive;:' franchise to manufacture, conduct , distribute and sell gas' in the. City of Sanford, Florida.
