081330MINUTES CITY COMMISSION, SANFORD, FLORIDA, August 13 at 7:30 p M 19 30 The City Commission of the City of Sanford, Florida met in adjourned regular session at the City Hall in Sanford, Florida at 7:30 P.M: , August 13, 1930. Present: Commissioner H.J.Lehman, Mayor " F.L,Miller " R.A.Newman City Attorney, Fred R.Wilson City Clerk F.S.Lamson Chief of Police, R.G.Williams Absent: Commissioner W.A.Leffler. Commissioner V.A.Speer Meeting called to order by the Chairman. Minutes of adjourned regular meeting of August 1st, adjourned regular meeting of August 4th, and regular meeting of August llth, 1930 read and ' roved. Curreux invoices and payrolls for the month of July 1930, properly audited and vouchered by the Accounting Department, as evidenced by Vouchers Nos. 2538 through 2921, submitted, examined, approved and the cabrk ordered to draw checks in payment of same. Monthly reports of the streets, sanitation, neaitn, water and library departments, for the month of July 1930, submitted, examined and ordered filed. Financial statement and statement of revenues and expenditures during the monvn of July 2930, submitted, examined aua ordered n led. Bank statements in all accounts, properly reconciled, submitted and examined. The Clerk notified the Commission of the need for a new set of tires for one fire truck, the present tires used having deteriorated through age to the point where it was dangerous to use them, and submitted prices obtained for various makes. After comparison of the prices obtained and makes of tires to be furnished, Commissioner Newman moved that the order be given to the E.S.Rockey Tire Co. as follows: 2 40 x 9 Heavy Duty Goodyear Tires and Tubes 203.60 2 38 x 7 Heavy Duty Goodyear Tires and Tubes 146.00 349-60 Less City of Sanford Discount 10 & 10 66.40 293.20 Less credit on old tires and tubes 53.20 Net. $230.00 Seconded by Commissioner Miller and carried. Upon the recommendation of Chief of Police R.G.Williams, approved by Municipal Judge W.E.White, Commissioner Miller moved that the fines in the following bases be reduced: D.C.Gardner, Case No. 16906 from $35.00 to 10.00 Viola Phillips, Case No. 16713, from $50.00 to $25.00 Jesse Collins, Case No. 16979, from $15.00 to $12.00 Seconded by Commissioner Newman and carried. On motion duly adopted, the following 1927 and 1929 Personal Taxes were ordered canoe due to double assessment: J.J.Melton 1929 Personal Taxes. 9.90 H.C.Walters 1927 Personal Taxes. 28.13 ( Same as H.C.Waters.) Commissioner Miller next moved that Deputy Tax Collector Tarbell be paid a fee of Ten Per Cent of the 1929 Personal Tax collected from Henry and Bertha Bandel prior to their removal from the City, this tax having been collected as a direct result of Mr. Tarbell's efforts. 1 1 1 I I MINUTES CITY COMMISSION, SANFORD, FLORIDA. Au�ol$t 13� --7+30 P U19 -30- Seconded by Commissioner Newman and carried. On motion duly adopted, the Clerk was instructed to accept $60.00 paid by Vm. Musgrave as license for roller skating rink, Mr. Musgrave having since gone out of business. Commissioner Miller next moved that bill of City Attorney Wilson for $31.05, covering miscellaneous travelling and telephone expense on City business be approved. Seconded by Commissioner Newman and carried. - --_ The matter of the removal of the uncompleted apartment house building located on the North S Ft. of Lot 10 and the South 32.5 Ft. of Lot 9 Block 10 Tier 3, owned by Mrs. Rhoda B.Ewing, and on the South 23 ft. of Lot 9 and the N. 17.5 ft. of Lot 9 Block 10 Tier. 3, owned by Mrs. Elizabeth V.Long, was next brought up for further consideration. City Attorney Wilson, upon being questioned, advised the Commission that the Charter specifically gives the right of the City to condemn and order to be demolished and removed, or to be put in a state of sound repair, any and all dilapidated, unsanitary and unsafe buildings or structures, and to provide and enforce penalties for failure so to do; that proper resolutions had been passed condemning this structure; that due notice had been served on the owners thereof; and that he could see no reason why the City should not proceed with the removal of this building, the time limit of sixty days stated in the resolutions condemn- ing said building having expired and no steps being taken by the owners to demolish and re- move it. Thereupon, Commissioner Miller moved that in conformity with the provisions of Resoluti No. 389 and 390, adopted by the City Commission on the 27th. day of January 1930, the City proceed immediately to remove the uncompleted apartment house building located on the North 8 feet. of Lot 10 and the South '32.5 ft- of Lot 9 Block 10 Tier 3, owned by Mrs. Rhoda B. Ewing, and on the S. 23 ft. of Lot 8 and the N. 17.5 ft- of Lot 9 Block 10, Tier 3, owned by Mrs. Elizabeth V.Long; that pictures be taken prior to destruction, showing the present condition of this structure; that this work be done by the City forces under the super- vision of James Moughton; and that all material be taken caret- of and properly stored for the account of the owners. Seconded by Commissioner Newman and carried. The meeting then adjourned Attest: City Clerk.
