021030Ls� MINUTES CITY COMMISSION, SANFORD, FLORIDA, Regular Meeting Feb. 10 19 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in Sanford,, Florida, at 7 :30 o'clock P. M., February 10, 1930. Present : Commissioner H. J. Lehman, Mayor " W. A. Leffler " R. A. Newman of Vivian A. Speer City Clerk F. S. Lamson Chief of Police R. G. Williams Absent Commissioner Frank L. Miller The meeting was called to order by the Chairman. On motion duly adopted, the Clerk was instructed to accept payment, without interest, of the 1928 takes on Lots 130 and 131, Sanford Heights Addition, belonging to Special Counsel DeCottes, it appearing that the City owes considerably more than the amount involved to Mr. DeCottes, upon which no interest is being paid. The next matter for consideration was the application for a building permit to erect a gasoline filling station on the South East corner of Third Street and Park Avenue. Thereupon, arguments were heard from both representatives of those applying for the permit, and adjacent property owners who object to the granting of this permit. After hearing both sides of the question, Commissioner Leffler moved that there be no action taken upon this request for permit to erect a filling station at the above mentioned location. Seconded by Commissioner Speer and carried by the following vote : Commissioner Lehman No " Leffler Aye " Newman Aye " Speer Aye Minutes of Regular meeting of the City Commission under date of January 27th, 1930, read and approved. Current invoices and payrolls for the month of January, 1930, properly audited and vouohered by the Accounting Department, as evidenced by Ordinary Fund Vouchers Nos. 2384 to 2463, inclusive, and Capital Fund Voucher No. 30, submitted, examined, approved and the Clerk ordered to draw checks in payment of same. Monthly reports of the streets, sanitation, health, water and library departments sub- witted, examined and ordered filed. Financial Statement and statement of Revenues and expenditures during the month of January, 1930, submitted, examined and ordered filed. Communioation read from Mrs. Rhoda B. Ewing requesting permission to remodel portion of uncompleted apartment house building located on the North 8 feet of Lot 10 and the South 32 and 5/10 ft. of Lot 9, Block 10, Tier 3, heretofore condemned by the City Commission, No action, pending the receipt of more definite information from Mrs. Ewing as to the character of the improvements to be made to this building. On motion of Commissioner Leffler, seconded by Commissioner Newman and unanimously carried, $200.00 was appropriated from the Publicity Fund towards the upkeep and maintenance of the Municipal Golf Course. 1 1 [1 1 1 1 1 II 1 MINUTES ;' 61 fl CITY COMMISSION, SANFORD, FLORIDA, Regular Meeting Feb. 10 19 The Clerk next reported receipt from the Secretary of the Sanford.Country Club, Inc., of check for $103.87, representing 15 per cent dividend declared by the Receiver of the First National Bank of Sanford on the balance.of the account of the Sanford Country Club., Inc. in the First National Bank at the time of closing, the City having heretofore advanced to the Sanford Country Club, Inc1, $600.00, with the agreement that all dividends declared by the Re- ceiver of the First National Bank of Sanford, up to $600.00, shall be turned over to the City. The Clerk next notified the Commission of the receipt for colleotion, by the Sanford Atlantic National Bank, of note dated Feb. 39 1926, for $1708.34, plus interest $410.00, made payable to the American LaFrance Fire Engine Company, and due February 3, 1930, as part payment of Fire Engine. On motion of Commissioner Leffler, seconded by Commissioner Newman, and unanimously adopted, the Clerk was instructed to draw check for $500.00 as part payment on this note. The Clerk neat notified the Commission of receipt for collection, interest coupons de- taohed from 4 notes held by the Nye Odorless Crematory Company, due February 1, 1930, amounting to $240.00, and on motion duly adopted, same were ordered paid. On motion of Commissioner Newman, seconded by Commissioner Leffler and unanimously adopited, invoice of Cary D. Landis, Special Counsel, amounting to $88.00, covering expenses in- curred on City business during the month of January, 1930, was ordered paid. On motion of Commissioner Leffler, seconded by Commissioner Newman and unanimously adopted, invoice of Hall & Pentland, Public Accountants, for $76.56, covering preparation of special information on instructions from Special Counsel DeCottes, to be used in the suit of the City of Sanford, Florida, vs. the Chase National Bank of New York City, was ordered paid. Application received from W. 0. Green, to construct galvanized iron shed in rear of brick building used as a blacksmith shop at 3rd Street and Sanford Avenue. Commissioner Speer moved that the permit be granted. Seconded by Commissioner 4awman and unanimously carried. On motion duly adopted, invoice of City Attorney Fred Wilson, for $51.36, covering miscellaneous expenses on City business, was approved and ordered paid. On motion of Commissioner Leffler, seconded by Commissioner Lehman and carried, bill of Randall Electric Co. for $56.45, covering repairs to White Way system, was approved and or- Idered paid. Commissioner Leffler next made the motion that the Mayor be empowered to appoint a com- mittee to appear before the State Road Department in Jacksonville, Florida, on February 25th, 1930, in connection with securing an appropriation to complete Seminole Boulevard between Myrtle Avenue the the Lake Monroe Bridge, as a link in State Highway No. 3, all actual expenses incur- red by this committee to be borne by the City. Seconded by Commissioner Newman and unanimously carried. Fred T. Williams Thereupon the chairman appointed Commissioner Vivian A. Speerj and City Attorney Wilson Igo a committee of these to attend the above mentioned meeting for the purpose of .attempting to se- cure this appropriation. Deputy Tax Collector Tarbell next appeared before the Commission and reported diffi- joulties encountered in the collection of delinquent personal taxes. Thereupon, Commissioner Leffler made the motion that Mr. Tarbell be instructed to pro- Iceed with the collection of delinquent personal taxes in accordance with the terms of the City (Charter. On motion duly adopted, $1.50 of the personal tax assessed against L. M. Matthews for the year 1929, was cancelled, it appearing that this assessment was against property owned by the New Mt.
