052630MINUTES CITY COMMISSION, SANFORD, FLORIDA, My 26 at 7:30 P M 19-30 The City Commission of the City of Sanford, Florida, not in Regular Session at the City Hall in - Sanford, Florida, at 7:30 P.M. May 26, 1930. Present: Commissioner H.J.Lehman, Mayor " F.L.Miller " W.A. Leffler " R.A.Newman " V.A.Speer City Attorney, Fred. R.Wilson City Clerk, F,S. Lamson Chief of Polioe, R.G.Williams Meeting called to order by the Chairman. Minutes of Regular Meeting of May 12th. and Adjourned Session of May 14th, 1930 read and approved. Request received from R.H.Walthour for adjustment of past due City Taxes against Lots 1 and 2 Long's Addition for the years 1927 and 1928 on the grounds of being exhorbitant and out of line. Commissioner Miller moved that the Taxes for each of these years be adjusted to equal the amount assessed against this property for the year 1929• Seconded by Commissioner Newman, but failed to carry, the vote being as follows: Commissioner Lehman Nay " Miller Aye " Leffler Aye " Speer Nay The Golf Committee of the Chamber of Commerce next appeared before the Commission with reference to the need for repairs to the roof of the Club House, stating that as this would not be an operating expense but a capital outlay, the expense rightly belongs to the City, but offering to supply the labor if the City would supply the materials for this work. No Action, pending receipt of definite estimate of the cost to the City. Committee from the Lions Club with reference to temporary Aviation Field on South Sanford Avenue, stating that a five year lease for this property can be obtained for the.amount of the City taxes each year. No action, pending investigation of this lease by the City Attorney. Mr. S.T.Hunt neat stated the necessity for two additional Garages at the San Lanta Apartments, but that in order tolbuild them, it would be necessary to encroach on, Cypress Avenue about Four feet. Mr Hunt requested permission of the City to build these garages overlapping on Cypress Avenue, stating his willingness to sign an agreement to remove them upon notice from the City. In view of the fact that Cypress Avenue At this location is not paved and is very little used, and in view of the further fact that these buildings will not interfere with what traffic may pass over Cypress Avenue at this point, Commissioner Newman moved that City Attorney Wilson prepare proper agreement for Mr. Hunt to sign and that he be allowed to build the garages as requested. Seconded by Commissioner Leffler and carried. 1 1 1 h 1 1 1 C MINUTES 205,; CITY COMMISSION, SANFORD, FLORIDA, x326 at 1 :30 P M 19 -10 Petition received from property owners and renters on the West Side of Park Avenue between First and Second Streets, requesting that Park Ave. on this block be widened six f eet. Commissioner Leffler moved that an estimate be obtained as to the cost of this work and the amouat of brick the City now has on hand for this purpose. Commissioner Speer offered an amendment to the above motion that the cost of the engineering be borne by the signers of the petition, but same failed for lack of a second. Thereupon Commissioner Miller seconded Commissioner Leffler's motion and same was carried by the following vote: Commissioner Lehman Aye 11 Miller Aye N Leffler Aye Speer Bay " Newman Bay Report read from Sanitary Inspector of complaint received from owners of the Mc— Lander Arcade of the large amovnt of flies, due, it was thought, to the presence of Livery Stable nearby, and steps taken to have the Livery Stable cleaned up. Mr. Paxton was instructed to see that the Livery Stable is kept cleaned, and City Physician Tolar was also requested to make a report on this matter. On motion of Commissioner Speer, seconded by Commissioner Miller and unanimously carried, invoice of City Attorney Wilson for $22.75 , covering miscellaneous expenses on City Business from May 2nd. to 23rd. invoice of the Bond-Buyer for $14.89, covering advertising, and invoice of the Fernald Laughton Memorial Hospital for $150.00 covering hospital services to Policeman Fred Hogan, were approved and payment ordered. On motion of Commissioner Newman, seconded by Commissioner Leffler and carried, City Attorney Wilson was instructed to write the Charles B Hawley Engineering Corporation, .purchasers of the Gas Plant, notifying them that Series EE and Series 00 bonds, about which inquiry had been made, are acceptable under the terms of the contract bnt that the City pre- fers that all future payments in City bonds be made with Gas Plant Bonds, for their own pro- tection. Request received from Mr. J J Cates that he be allowed to pay the 1929 and 1929 Ci Taxes against lots 1 and 2 of Block 3 Tier 5, without being required to pay the 1927 tax certificate against this property. Commissioner Speer moved that Mr. Cates' request be granted and that the Clerk of the Circuit Court, when issuing receipt, state thereon that the 1927 Tax Certificate against this property still remains outstanding and unpaid. Seconded by.Commissioner Leffler and carried by the following vote: Commissioner Lehman Bay Miller Aye a Leffler Aye Newman Aye Speer Aye The Chairman next appointed Commissioners Miller, Leffler, Newman and Speer as a Committee of four to confer with the City Attorney with a view to working out some plan for handling and adjusting requests from property owners for reduction of real estate taxes which have been found, upon investigation, to be out of line and exhorbitant.
