031030MINUTES CITY COMMISSION, SANFORD, .FLORIDA, Regular Meeting March 10, 7:30 P M The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in Sanford , Florida, at 7:30 O'Clock P M March 10, 1930. Present: Commissioner H.J.Lehman, Mayor. " Frank L Miller " W.A.Leffler 0 R.A.Newman P Vivian A Speer City Attorney, Fred R.Wilson City Clerk, F.S.Lamson Chief of Police, R.G.Williams Meeting called to order by the Chairman. Minutes of Regular Session of February 24th and adjourned session of March 5th. 1930 read and approved. Current invoices and payrolls for the month of February 1930 properly audited and vouch - ered by the Accounting Department, as evidenced by vouchers Nos. 2464 to 2530, inclusive, examined, approved and the Clerk ordered to draw checks in payment of same. Monthly reports of the streets -, sanitation, health, water and library departments, sub- mitted, examined and ordered filed. Financial Statement and statement of Revenues and expenditures during the month of February 1930, submitted, examined and ordered filed. Bank statements in all aeoo unts, properly reconciled, submitted and examined. Communication read from the Seminole County Board of Public Instruction, offering to sell to the City Seven time warrants of the City of Sanford, totalling $47,625.00, held by said board as security for school funds deposited in the defunct-Seminole County Bank, on a basis of 35 cents on the dollar. Also, from the proceeds of the sale of these time warrants, the Board of Public Instruction will then pay all outstanding paving liens against school pr erty in the City of Sanford, amounting to approximately $11,300.00. After a thorough discussion of this offer, Commissioner Newman moved that the City Attorney be instructed to prepare resolution to cover a compromise settlement with the Board of Public Instruction, involving the payment by the City in exchange for these time warrants of $5,369.52, and the settlement by the City of paving liens due by the School Board amounting to $11,299.23- Seconded by Commissioner Miller' and adopted by the following vote: Commissioner Lehman Aye " Miller Aye " Leffler Aye " Newman Aye " Speer Aye The Clerk next presented offer from Mr E.F.Housholder to settle old unpaid gas bill for $25.00, and to pay 1928 personal taxes on the basis of the amount assessed for the year 1929. Commissioner Newman moved that the proposition to settle the old gas bill for $25.00 be accepted. Seconded by Commissioner Speer and adopted by the following vote: Commissioner Lehman Nay " Miller Aye " Leffler Excused Newman. Seconded by Commissioner Miller but failed to carry, the vote being as follows: Commissioner Lehman Nay " Miller Aye " Leffler Excused " Newman Aye " Speer Nay A committee from the Chamber of Commerce next appeared before the Commission with a request for financial assistance in the operation of the Municipal Golf Course, stating that $3,000.00 per year would be needed for this purpose. IVO Commissioner Newman moved that a donation of $250.00 for the month of March be made for this purpose. Seconed by Commissioner Miller and carried by the following vote: Commissioner Lehman Aye " Miller Nay " Leffler Nay Newman Aye " Speer Aye Commissioner Leffler next made the following motion looking towards a reduction in the operation expenses of the hater Department: That the force be reduced to: John Abrahams, Day Engineer ® $150.00 per month. W.H.Beatty, Night Engineer ® 30.00 per week. J.T.Hardy , Service Man ® $145.00 per month One colored helper at $15.00 per week. D.S.E.Starr, Meter man, ® $145.00 per month. That all other help be dispensed with, including the office Clerk, and the office work be transferred to the office of the City Clerk, these changes to take effect April lst, 1930. The foregoing motion was seconded by Commissioner Speer and adopted by the following vote: Commissioner Lehman Aye " Miller Nay " Leffler Aye " Newman Nay " Speer Aye Commissioner Leffler next made the motion that the salary of Ellen Hoy be placed at $175.00 per month, that the office hours of the City Clerk's office be from 5:30 A.M. to 6 P.M.; that some one be on duty in the Clerk's office each Saturday afternoon, and that the payment of'$100.00 to the Seminole County Welfare Board each month be discontinued, effective April 1st7 1930. Seconded by Commissioner Speer and adopted by the following vote: Commissioner Lehman Aye " Miller Nay " Leffler Aye " Newman Nay " Speer Aye On motion of Commissioner Speer, Seconded by Commissioner Leffler and unanimously carried invoice of Special Counsel Landis for $69.70 covering travel expenses on City Business, during the month of Februaty 1930 was approved and Clerk ordered to draw check in payment of same. Communication read from Dr. J.N.Tolar, suggesting the passage of an Ordinance preventing anyone from riding on the running board of an automobile, it appearing that several accidents have occured lately from such a practice. The Clerk was instructed to secure a copy of Orlando Ordinance covering this. Commissioner Speer next moved the cancellation of $39.03 of the 1927 personal tax of b MINUTES.. CITY COMMISSION, SANFORD, FLORIDA, March 10 at 7 :30 P 119300 B.D.Caswell and the 1929 personal tax of Mrs Jennie Vaughn, amounting to 90¢, the former on the recommendation of Deputy Tax Collector Tarbell, on account of over assessment, and the latter due to Mrs Vaughn having removed all personal property from Sanford prior to January 1, 1929. Seconded by Commissioner Miller and adopted by the following vote: Commissioner Lehman Nay " Miller Aye " Leffler Aye " Mewman Nay Speer Aye The meeting then adjourned, to meet at Ten O'Clock A.M.
