The City Commission of the City of Sanford, Florida, met in Regular Session at
the City Sall in Sanford, Florida at 7:30 O'Clook P.M. January 27, 1930•

Meeting called to order by the Chairman.
Minutes of Regular Meeting of January 13th. and adjourned meeting of January 16th
1930 read, corrected and approved.
The next order of business was reports from Committees.
Reports from Committee to investigate ditch on outskirts of City between the
City Limits and Loch Arbor Subdivision, and Committee to confer with State Road Depart-
ment Officials with reference to completion of Seminole Boulevard between Myrtle Avenue
aid the Lake Monroe Bridge, deferred until next regular meeting.
Commissioner Lehman reported having investigated the Municipal Golf Course and
having found same in very good condition, said report being concurred in by Commissioners
Leffler and Speer.
Mr. Sal Wight , representing the Standard Oil Company, appeared before the Com-
mission and made application for a permit to erect a gasoline filling station on the
Southeast corner of Third Street and Park Ave.
Commissioner Leffler moved that in view of the fact that the matter of a filling
station being erected on this location has been brought up before, at which time numbrous
objections were received against the granting of such a permit, that all parties at int-
erect be notified that the Commission will consider this matter at the neat regular
meeting and any objections should be presented on or before that date.
Seconded by Commissioner Newman and Unanimously carried.
Mr Fred T.Williams presented request of the Seminole County School Board that
the City accept as payment of street paving special assessments against school owned prop-
erty in the City of Sanford, two certain time warrants of the City of Sanford, issued
Board
to the Seminole County Bank and held by the Sohool %as security for deposits in the said
Seminole County Bank at the time of its closing.
Matter taken under consideration.
The Clerk next presented communication from the Central Foundry Company agreeing
to accept proposition heretofore made by the City to pay ton per cent of old open acoount
at once and the balance in five equal annual installments, the deferred payments to be
evidenced by notes drawing interest at the rate of Six per cent. per annum.
Thereupon, upon motion duly adopted, the Mayor and Clerk were authorized and
instructed to draw check on the Bond Trustees Account in favor of the Central Foundry
Company for $566.39, and execute five notes in favor of the Central Foundry Company for

$1017.00 each, drawing interest at the rate of Six per cent ps's annum, and due one, two,
three, four and five years from date, respectively, the total of the check and notes,
amounting to #5651.39, being the balance of the account now owed to the Central Foundry
Company.
On motion of Commissioner Newman, seconded by Commissioner Speer and unanimously
carried, the Clerk was instructed to draw check on the Bond Trustees Account in favor
of the U.G.I. Contraoting Company for $600.00, representing interest to January 2, 1930,
on Time Warrant No. 10496j, issued to the U.G.I. Contracting Company under date of May
14, 1927, as part payment on account of purchase of gas making machinery for the Gas
Plant.
The Clerk neat presented request from Mrs. T L.O'Connor to have Oak Tree in
front of her home on the North -west oorner of Tenth Street and Park Avenue removed.
The motion was made by Commissioner Newman, and seconded by Commissioner Leffler
that the request be granted but upon the roll being called, falied to carry, the vote
being as follows:

Request next received from Mr. Charles Phillips for a reduction in the past
due City taxes against Lots 8 to 11, 13 to 23, 27 and 28 of Normany Square, amounting
to $732.56; Mr Phillips claiming that these taxes are excessive for this property, and
offering to settled for one half of this amount.
Before taking any action upon this request, the Chairman appointed a Com-
mittee consisting of Commissioners Newman, Leffler and Speer to investigate this request
and make a report at the neat regular meeting of the Commission.
Communication read from City Physician Tolar endorsing the application of Mr.
R.L. Robertson for appointment to the position of dity Sanitary Inspector. No Action.
On motion of Commissioner Speer, seconded by Commissioner Newman and unanimously
carried, the following 1929 Personal Taxes were ordered cancelled due to error in
assessing:

HOUSE BUILDING LOCATED ON THE NORTH EIGHT FEET OF LOT 10 AND THE SOUTH 32 & 5/10 FEET
OF LOT 9 OF BLOCK 10 OF T1= 3, OF SANFORD, FLORIDA, AND OWNED BY MRS. RHODA B. SWING,,
TO BE DEMOLISHED AND REMOVED. _
WHEREAS, MRS. RHODA. B. EWING, of Lake Mary Florida, is the owner of the por-
tion of_that certain uncompleted wooden apartment house building located on the North
Eight Feet of Lot 10, and the. South 32 & 5/10 feet of Lot 9, of Block 10 , of Tier 3,
of Sanford, Florida, said lot being between Eighth and Ninth Streets and on the East
side of park Avenue in said City of Sanford, Florida, and said apartment house herein-
above referred to having been constructed partly on the property,ofa the said Mrs.

Rhoda B. Ewing and partly on the property of Mrs Elizabeth V. Long; and,
WHEREAS, The City of Sanford, Florida, did direct its Sanitary Inspector and
its Chief of Fire Department to inspect said uncompleted apartment house building and
said Sanitary Inspector and Chief of the Fire Department have inspected said building and
have reported to the City Commission of said City that said uncompleted wooden apartment
house building" is in very bad condition ( a regular fire hazard). We advise it be finished
or condemned and removed for safety to adjoining property."
WHEREAS, The City Commission of the City of Sanford, Florida, deems said uncom-
plated wooden apartment house building dilapidated and unsafe and a fire hazard and a
menace to surrounding property and which said uncompleted wooden apartment house building
is located in close proximity to residences located on the north, south and east sides
thereof, and Section 7 of the charter of the City of Sanford, Florida, provided that said
City has power to condemn and order to be demolished and removed or to be put in a state
of sound repair, any and all dilapidated, unsanitary and unsafe buildings or structures,
and to provide and enforce penalties for failure so to do; and,
WHEREAS, The said City Commission of said City of Sanford, Florida, deems it ex-
pedient , necessary and for the best interests of said City to require the portion of said un-
completed wooden apartment house building hereinabove described to be demolished and
removed:
NOW THEREFORE, Be It Resolved by the City Commission of the City of Sanford,
Florida, that Mrs Rhoda B.Ewing be and she is hereby required to demolish and remove
within Sixty Days from the date hereof, said portion of said uncompleted wooden apartment
house building.
Be It Further Resolved, That upon failure of the said Mrs Rhoda B.Ewing to demol-
Loh and remove said portion of said uncompleted wooden apartment house building within
the aforesaid period of sixty days from the date hereof, the Sanitary Inspector of said
City of Sanford, Florida, be and he is hereby authorized, directed and required to
demolish and remove said portion of said uncompleted wooden apartment house building.
Be. It Further Resolved, That the Chief of Police be and he is hereby required
to serve a true and correct copy of this Resolution upon the said Mrs. Rhoda B.Ewing.
The foregoing Resolution was adopted on this the 27th day of January , 1930.

Be It Further-Rssolved, That the City Clerk be and he is hereby required to send
a certified,-_copy hereof by registered mail to the said Mrs Elisabeth V. Long at

the City of Sanford, Florida,
On motion of Commissioner Newman, Seconded by Commissioner Speer and unanimous-
ly carried, Wedom Pineset, now serving time in the City Jail, was ordered released
upon the payment of fine of $95.00, this action being taken upon the recommendation of
Mr. Tom Meredith.
Commissioner Speer next introduced Ordinance No. 171 entitled:
" AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, LEVYING AND IMPOSING A LICENSE
AND OCCUPATION TAX UPON MEDICINE VENDORS ADVERTISING BY MEANS OF MINSTREL SHOWS OR
VAUDEVILLE ACTS IN THE CITY OF SANFORD FLORIDA, FIXING THE AMOUNT OF SUCH LICENSE
AND OCCUPATION TAX AND PROVIDING A PENALTY FOR DOING SUCH BUSINESS WITHOUT THE PAYMENT
OF SAID LICENSE TAX."
and same was placed on its first reading.
Thereupon, Commissioner Speer moved that the rules be waived and that said Ordi-
nance be placed on its second reading and final passage.
Thereupon, the motion recurred upon the waivure of the rules. The roll was called
and those voting in favor of the waivure of the rules were:

Thereupon said Ordinance No. 171 was read in full and placed upon its final pas-
sage and adoption, those voting for the adoption of said ordinance No. 171 being:

Thereupon the'Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted Ordinance No. 171 entitled:

AND OCCUPATION TAX UPON MEDICINE VENDORS ADVERTISING BY MEANS OF MINSTREL SHOWS OR
VAUDEVILLE ACTS IN THE CITY OF SANFORD, FLORIDA, FIXING THE AMOUNT OF SUCH LICENSE AND
OCCUPATION TAX AND PROVIDING A PENALTY FOR DOING SUCH BUSINESS WITHOUT THE PAYMENT OF
SAID LICENSE TAX."
The Clerk was next instructed to POST the foregoing ordinance no. 171, as re-
quired by the Charter.
Request received from Special Counsel Boggs and DeCottes for an additional pay-
ment on account of their contract for legal services in the case of the City of Sanford,
Florida, Vs. the Chase National Bank of New York City, and on motion of Commissioner
Leffler, seconded by Commissioner Newman and unanimously carried the Clerk was instructed
to make payment of $1000.00 each to Mesare Boggs and DeCottes to apply nst the afore-
said contract.
