011330MINUTES CITY COMMISSION, SANFORD, FLORIDA, Jan�y 13 2 P M 19 REGULAR MEETING JAN 13, 199 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in Sanford, Florida, at Two OtClock P M January 13, 1930. Present: Commissioner H J Lehman , Mayor. " Frank L Miller " W A Leffler " R A Newman " Vivian. A Speer. City Attorney, Fred R Wilson City Cler3 F S Lamson Chief of Police, R G Williams Meeting called to order by the Chairman. Mrs Rhoda B Ewing appeared before the Commission, protesting against the action. heretofore taken by the Board directing the City Attorney to prepare oondemnation proceedings against vacant and uncompleted apartment house building located on the East side of Park Avenue between Eighth and Ninth Streets, and requesting that no action be taken for one year by which time she would be able to have her half of this building completed and put in condition to be occupied. Thereupon, the roll was called to determine whether the action heretofore taken by the Commission ordering the condemnation of this building should be rescinded or not, the vote being as follows: Commissioner Lehman Aye " Leffler Nay " Newman Nay " Speer Nay Minutes of Adjourned Regular Session of December 30th, 1929; adjourned meeting of Jan. 7th, and adjourned meeting of January 8th, 1930 read and approved. Current invoices and payrolls for the month of December 1929 as evidenced by Vouchers Nos. 2301 to 2383, inclusive properly audited and vouchered by the Accounting Department, submitted, examined, approved, and the Clerk ordered to draw checks in payment of same. Monthly reports of the streets, sanitation, health, water and library departments submitted, examined and ordered filed. Financial Statement and statement of Revenues and expenditures during the month of December , 1929 submitted, examined and ordered filed. Commissioner Newman next made the motion that in view of the fact that the Atlantic Coast Line Railroad Co. maintains its own offices within the City of Sanford and pays taxes thereon, and it would therefore not be fair for other carriers operating in competition to the Atlantic Coast Line R.R. Co. to be allowed the use of public buildings free of charge, that the Florida Motor Bus lines, now using the City Hall for offices, rent free, be requested to move to other quarters. Seconded bi Commissioner Miller and adopted by the following vote: Commissioner Lehman Aye Miller Aye " Leffler Aye " Newman Aye rr Speer Aye The Clerk next presented telegram from Special Counsel, George A DeCottes, from-. 9 1 h IJ 1 MINUTES �61 CITY COMMISSION, SANFORD, FLORIDA, i" 13 t 1930 19 New York City , requesting additional expense money in the amount of $750.00 to cover expenses incurred in the trial in New York City of the suit of the City of Sanford, Florida, Vs. Chase National Bank of New York City, also invoice from DeCottes & Spencer for $172.00 cover- ing costs of additional photostatic copies of records prepared and forwarded to Special Counsel DeCottes in New York City. On motion of Commissioner Speer, seconded by Commissioner Leffler and unanimously adopted, the foregoing charges were approved and the Clerk instructed to draw checks covering same. Commissioner Speer next moved that the regular meetings of the City Commission be changed from Two O'C1ock P.M. on the Second and Fourth Mondays of each month to Seven - thirty O'Clock P.M. on the Second and Fourth Mondays of each month. Seconded by Commissioner Newman and adopted by the following vote: Commissioner Lehman Aye " Miller Aye " Leffler Aye Newman Aye Speer Aye. On motion of Commissioner Newman, seconded by Commissioner Speer and unanimously carried, the following 1929 Personal taxes were ordered cancelled due to error in assessing Herman Hutchinson Misreading of Assessor's figures of valuation of household goods. Cancel $5.40 Nona A Wylley Household goods removed from City prior to Jan 1, 1929 2.70 N C H Pearce Assessed with wrong model of car 1.90 A E Mallem Assessed with wrong model of car 2.07 Commissioner Newman next moved that the City appropriate $3000.00 for the upkeep of the Municipal Golf Course during the year 1930. There being no second to said motion, no further action was taken thereon. The Chairman next appointed a committee consisting of Commissioners Newman, Speer and Leffler, to investigate complaint with reference to drainage ditch lying immediately West of the City Limits and adjacent to Loch Arbor Subdivision, the complaint being that although this ditch was sufficiently large to drain the surrounding territory when dug, that due to action by the City in draining the Municipal Golf Course and diverting this water into the ditch in question, that the said ditch is now insufficient in size to carry off the water, The meeting then adjourned, to meet again at 7:30 o'clock P.
