The City Commission of the City of Sanford, Florida , met in Adjourned- 60ssion_at, the
City.•Hall in Sanford, Florida, at 7:30 P.M. June 30, 1930.
Present: Commissioner H.J.Lehman, Mayor.

Minutes of Regular Meeting of June 23rd., 1930 read and approved.
In accordance with the provisions of Section 59, amended, of the Charter of the City
of Sanford, Florida, the Clerk next submitted tentative budget for the year 1930 -1931.
After examination, action was deferred pending further consideration.
The matter of granting a permit for erection of filling station at the South East
Corner of Third Street and Park Avenue was next brought up for re- consideration.
Commissioner Miller moved that the permit for erection of gasoline filling station at
this location be granted, but said motion failed for lack of a second.
The following claims were next filed with the Commission, either by personal appearance
or by delivery to the City Clerk by way of registered mail and telegram, covering various
interest coupons and maturing bonds, due July 1st, 1929 and January 1st, 1930, claimed to be

Thereupon said claims were ordered to be filed in the City safe, proper notation to be
made of the date of receipt.
The Clerk next presented American Trust Company of Jacksonville Receipt No. 632, dated
June 23, 1930, and made in favor of the City of Sanford, Florida, covering 3- 1 /8 % *U.S.
Certificates of Indebtedness, Series TS - 1930, dated December 16, 1929, due September 15,
1930, interest payable March and September 15th, with September 15, 1930 coupon attached,
Nos 6693 and 6694 2 ® $10,000.00 each, Total $20,000.00, delivered to the City by the
Sanford Atlantic National Bank as additional Security for City deposits in said bank, and
upon motion duly adopted, said security was approved.
On motion of Commissioner Newman, seconded by Commissioner Speer and carried, invoice of
Edith Jones, Registered Nurse, for nursing services to Joe. Snapp, Charity Case, amounting
to $40.00 was approved and payment ordered.
The Clerk next submitted invoice of Dr. C.J. Marshall for X -Ray services rendered Fred
Hogan, injured Policeman.
Commissioner Newman moved that the bill be paid.
Seconded by Commissioner Miller and carried by the following vote:

Invoice of Randall Electric Co. , amounting to $17.25, covering work in clearing up
leakage in White Way System on Lake Front, next presented.
Commissioner Miller Moved that this invoice be approved and paid.
Seconded by Commissioner Speer and carried by the following vote:

The Commission next offered a vote of thanks and appreciation to the Chamber of Commerce
for the assistance that they have rendered the City Commission in the expression of their
views on tax matters, assuring that Body that the Commission would be governed largely by
their recommendations, and assuring them that the Commission would be glad to receive any re-
commendations that they might have to make at any time.
Mr. H.M.Papworth, President of the Chamber of Commerce, next outlined to the Commission
steps taken by him with a view to relieving the present high water in Lake Monroe and em-
phasizing the necessity for action to prevent a great deal of damage to Sanford property on
account of this high water, calling particular attention to the fill at each end of the railr
trestle at the mouth of the Lake as a possible reason for the water being backed up.
Commissioner Newman then moved that Engineer Fred Williams be sent to Jacksonville
to confer with the Government Engineers with reference to this matter and to have levels taken
of the water both above and below the railroad trestle mentioned by Mr Papworth.
Seconded by Commissioner Miller and carried.
Commissioner Newman next moved that checks be drawn for the Commissioners' salaries
from January 1st, to June 30th. Incl, 1930. Seconded by Commissioner Miller and carried.
The matter of liability and disability insurance for all City employees was next
brought up for consideration.
Commissioner Newman moved that schedules be obtained showing the cost of liability in-
surance and disability insurance for the Police and Fire Departments, also for the other
departments of the City, these schedules tboshow the Police and Fire Departments separate from
the other departments , and also to show in all departments the liability insurance separate
f rom the disability insurance.
Seconded by Commissioner Speer and carried.
Commissioner Newman next moved that the Salary of Superintendent Moughton be placed at
$2400.00 per annum, effective July 1, 1930.
Seconded by Commissioner Speer and carried.
The meeting then adjourned to meet again at 7 :30 P.
