M19_30 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in Sanford, Florida, at 7 :30 P.M. June 23, 1930. Present: Commissioner H.J.Lehman , Mayor If F.L.Miller If R.A.Newman If V.A.Speer CityAttorney, Fred.R.Wilson City Clerk, F.S.Lamson Chief of Police, R.G.Williams Absent: Commissioner W.A.Leffler. Minutes of Adjourned Meeting of June 9th , Regular Meeting of June 9th. and Adjourned meeting of June 10th. 1930 read and approved. Request received from the Seminole County Welfare Board through W.M.Haynes, President, and Mrs Helen Morse, Supervisor, for financial assistance from the City , it appearing that there are insufficient funds to take care of the work needed to be done. After considerable discussion, Commissioner Newman moved that the City make a donation to the Seminole County Welfare Board, of $100.00 per month for the months of July.. August, and September, 1930. Seconded by Commissioner Miller and carried. Request again received from the Standard Oil Company for permit to erect a gasoline filling station on the south east corher of Jh rd Street and Park Avenue. Action deferred until meeting to be held at 7 :30 P,M. June 30, 1930, the Clerk being instructed to notify all property owners in this block that this matter will be finally voted upon at that meeting. Mr. H.M.Papworth, President of the Chamber of Commerce, next presented report adopted by the Chamber of Commerce with reference to recommendations to the League of Municipalities at the Regular Meeting held at St. Petersburg on June 26th and 27, 1930. Action deferred until meeting to be held at Two O'Clock P.M. June 25th. for the purpose of considering this matter. The Clerk next presented receipt signed by Frank L.Woodruff, R.B.Wight and Walter L.Cooper, as Bond Trustees of the City of Sanford, Florida, for 249 City of Sanford bonds delivered to said bond trustees in conformity with Resolution No. 393, adopted on May 12th 1930. Commissioner Newman-moved that this receipt be made a matter of record in the minutes. Communication read from Mr. •S.T.Sistrunk of Ocala, Florida, concerning condition, of drainage and streets adjoining the N.E. 1/4 of Blk 11, Tr. 13 owned by Mrs. Camp and Mrs. Sistrunk. Matter referred to her. Moughton, Superintendent of Streets and Sewers, and the Clerk instructed to notify Mr. Sistrunk to this effect. Communication read from Mr. Randall Chase, inclosing copy of letter addressed 1, to the Board of County Commissioners, emphasizing the necessity for spraying citrus trees in order to facilitate lifting of the Mediterranean Fruit Fly Quarantine. 215 MINUTES CITY COMMISSION, SANFORD, FLORIDA_ -11 A 2�3, R1 77:30 P M 19 -3a Commissioner Newman moved that this letter be given to the Sanford Herald for publication. Seconded,by Commissioner Miller and carried. Communication read from Mr. S.O.Chase concerning paving assessment against prop- erty owned by Lizzie Hagan ( colored) at the intersection of Elm Avenue, Fourteenth Street and the Oviedo Branch, and recommending that the balance of the paving assessment against this property for paving on Elm Avenue, amounting to $660.94, be waived, due to the fact that this woman deeded to the City a strip from the west end of her property for Elm Avenue at the time this avenue was opened. The Clerk reported that at the time this strip of land was deeded to the City ofr x Elm Avenue, One -fifth of the paving assessment was waived by the City in exchanged for this property. Thereupon, Commissioner Newman moved that the City waive the balance of the paving assessment against this property. Clerk next reported the exchange of securities with the Sanford Atlantic National Bank as follows: American Trust Company Receipt No. 570, covering U.S.Treasury Certificates in amount of $25,000.00 , and Federal Reserve Receipt No. 2014 -N, covering U.S.Treasury Certificates in amount of $15,000.00, returned to Sanford Atlantic National Bank, in exchange for which Sanford Atlantic National Bank delivered to City American Trust Co. Receipt No. 6.3 , covering U.S. Certificates of Indebtedness Nos. 6687/6690, inclusive, Series T.S. 1930, dated December 16, 1929, due September 15, 1930, with September 15, 1930 Coupon attached - 4 ® $102000.00 each, Total amount covered by Certificate - $40,000.00 Thereupon, upon motion duly adopted, said action was confirmed and new security approved. The Clerk also reported that inasmuch as Certificate No. 570 was made out to the City of Sanford, it was necessary for the Mayor and Clerk to endorse same upon being returned to the Sanford Atlantic National Bank, and this action was also approved. Ordinance No. 175 entitled: „ AN ORDINANCE MAKING IT UNLAWFUL FOR ANY OWNER OR DRIVER OF ANY MOTOR VEHICLE, OR TIUILZik TO PERMIT ANY PERSON OR PERSONS TO RIDE THEREON WITH HIS, HER OR THEIR LEG OR LEGS HANGING OVER THE SIDE OF SUCH MOTOR TRUCK, OR TRAILER WHILE SUCH MOTOR TRUCK, OR TRAILER, IS BEING DRIVEN UPON ANY OF THE STREETS, AVENUES bR ALLEYS OF THE CITY OF SANFORD FLORIDA, AND TO PROVIDE A PENALTY FOR THE VIOLATION HEREOF." was next introduced for its second reading and final passage. Thereupon said Ordinance No. 175 was read in full for the second time. Thereupon Commissioner Newman moved the adoption of said Ordinance No. 175, which motion was seconded by Commissioner Speer. Thereupon said ordinance No. 176 was read in full for the second time. Thereupon Commissioner Speer moved the adoption of said Ordinance No. 176, which motion was seconded by Commissioner Miller. The Commission next went on record as inviting Mr. H.M.Pepworth, President of the Chamber of Commerce, to attend the meeting of the Florida, League of Municipalities to be held at St. Petersburg on June 26th and 27th, as one of the representatives from this City, and the Clerk was instructed to notify Mr. Papworth to this effect Application next received for permit to erect gasoline filling station on the north —west corner of Ninth Street and Sanfor Avenue, this application having received the approval of the Planning Commission. Thereupon, upon motion duly adopted, said permit was ordered granted. Upon motion of Commissioner Miller, seconded by Commissioner Speer and carried, balance of note of American LaFrance Fire Engine Company, due February 3, 1930, amounting to $1205.34 , with accrued interest amounting to $442.06, was ordered paid.
