CITY COMMISSION, SANFORD, FLORIDA, Feb. 24 at 7:30 P M -19 36
The City Commission of the City of Sanford, Florida, met in Regular Session at
the City Hall in the City of Sanford, Florida., at 7:30 O'clock P.M. February 24th. 1936

Meeting called to order by Commissioner Shinholser, Acting Mayor during the
sickness of Mayor Dumas.
Attorney George A.DeCottes then appeared on behalf of Augustus T.Ashton, holder
of judgment against the City of Sanford, requesting a decision with reference to the
City's stand concerning the unpaid balance of this judgment.
No action,pending further consideration.
Mr. DeCottes also appeared on behalf of Slot Machine owners whose machines
are within three hundred feet of the Salvation Army building, advising the Commission
that in certain decisions handed down , the Salvation Army has not been construed as a
Church in the strict sense of the word, also that the local Commander of the Salvation
Army had not registered any complaint against any slot machines which might be within
three hundred feet of his building. In view of the foregoing Mr. DeCottes requested
that no action be taken ordering the removal of four slot machines reported by the
State Inspector as being within three hundred feet of the Salvation Army.
After careful consideration no action.considered necessary in view of the
fact that the State had been given complete jurisdiction over the operation of Slot
Machines.
Consideration next given to the disturbance caused by the increasing number of
sound trucks being operated over the City streets for various advertising purposes; also
the use of amplifiers from stores for the same purpose.
Thereupon,-City Attorney Wilson was instructed to prepare an ordinance prohibit-
ing the use of sound trucks on the streets, also amplifiers extending into the streets from
buildings, except upon permit designating the location and time.
The Chairman next delivered "Citation of merit" signed by Governor Sholtz as
Chairman grid Asher Frank as Executive Secretary of the Governor's Committee on Public
Safety and presented to the City for the record of no fatalities from
automobile accidents during the year 1935.
Minutes of regular meeting of February 10th, 1936 next read and approved.
Request next received from Kleenthis Area for license to sell beer and wines at
400 E. Fourth St. , and on motion of Commissioner Whitehurst, seconded by Commissioner
Dupree and carried , same was approved.
Report next read from Supt. Houghton showing the estimated cost of extending the
all -night White -Way System along the south side of Seminole Boulevard from Park Ave.
to Myrtle Ave., by using standards and cable already owned by the City to be $56.40.
Thereupon instructions were issued authorizing this extension, five standards to
be erected but only three lighted for the time being. The Clerk was also instructed

to arrange for the lighting of these three lights by substituting for three in other
locations which can be spared.
Commissioner Leffler next moved that the colored lights across First Street
be discontinued until next Christmas.
Seconded by Commissioner Dupree and carried,
Petition.next received from the following grocerymen requesting strict enforce-
ment at all places of business in their lines from doing business on Sundays:
Triple S Grocerteria, by A.B.Stevens, E.C.Nilson, Roberts Grocery, Lodge & Son, by
M.J.Lodge, Red Front , by Carver, C.B.Brown, Piggly Wiggly, by J.D.Cochran, Forrest
Gatchell and Palmetto Grocery , by H.Carrington, Matter taken under consideration.
On motion duly carried the Commission next authorized the payment of $50.00 to
the Seminole County Welfare Board for welfare work during the month ofFebruary , 1936,
after which the meeting adjourned to immediately reconvene as a Municipal Delinquent
Tax Adjustment Board.
City Attorney Wilson then reported on a conference with J.W.Shandq ,represent-
ing the Bondholders Protective Committee, to the effect that the Committee'is not plan-
ning on enjoining the City Commission from acting as a delinquent tax adjustment board,
but reserves the right to do so at any time they think proper; are intending to see
1ow,itworks out first without conceding anything so far as the legality is concerned.
Thereupon Mr Wilson was instructed to arrange a. conference with Mr. Keefe,
Chairman.of the Bondholders Protective Committee, in an endeavor to work out a more
satisfactory arrangement.
