0127367-7- 1480 MINUTES CITY COMMISSION, SANFORD, FLORIDA, January 27 7:30 P MI 9 36 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in the City of Sanford, Florida, at 7:30 P.M. January 27, 1936. Present: Commissioner T.L.Dumes, Mayor. " 5v . R. Dupree " W.A.Leffler " S. 0. Shinholser " P.N.Whitehurst City Attorney Fred R.Wilson City Clerk F.S.Lamson Chief of Police R.G.Williams Meeting called to order by the Chairman. Minutes of Regular Annual Meeting of January 7th. and Regular Meeting of January 13th, 1936, read and approved. Mr. J.C. Michael, Civil Engineer, next appeared to discuss the matter of the City Water Supply , advising the Commission that in his opinion a new source of supply would have to be obtained within a short time. Thereupon, Commissioner Leffler moved that Mr. Michael be requested to submit a price for making a survey of available water supply without any obligation on the part of the City to accept his bid. Seconded by Commissioner Shinholser and carried. The Clrrk next advised the Commission that the $50.00 appropriated for the use of the Salvation Army in supplying meals and lodging for indigent transients had been expended. Thereupon, Commissioner Whitehurst moved that an additional $50.00 be authorized for this purpose. Seconded by Commissioner Leffler and carried. Complaint next received from E.C.Echols, representing the Sanford Mattress Co, that outside mattress manufacturers are soliciting business in Sanford without the payment of an occupational license. Matter referred to Chief of Police to check into. Petition next received, signed by fifty —two residents of the Goldsboro section of the City, requesting additional police and fire protection. Matter taken under consideration. Annual report, for the year 1935, next received from H.M.Papworth, Fred T. Williams and James Moughton, comprising the Committee appointed to care for the Municipal Athletic Field, said report being as follows: January 20, 1936. Hon. T.L.Dumas, Mayor, City of Sanford and Gentlemen of the Board of Commissioners. Gentlemen: We your Committee in care of the City Ball Park, desire to submit our report on care of the park for the year 1935• Cash balance on hand January 1935. 113.96 Received from Colored Bese Ball Club 78.00 Received from Colored Foot Ball Club. 7.50 Expenses as per bills attached. Total 199.36 A.D.Rosier, Plumbing 40.24 R.N Nipper, painting 12.35 Hill Hardware Co, Paint etc. 39.97 Total �� Balance on Hand January 1st, 1936 5 MINUTES CITY COMMISSION, SANFORD, FLORIDA, January 27 at 7:30 P M t9l We greatly regret to report our inability to collect a cent from the Sanford Base Ball Club, they have the idea that the City should furnish the Park free of charge. Should you desire your committee to continue to serve for another year, it will be our pleasure. Respectfully submitted, H.M.Papworth, Chairman Fred T.Williams " Thereupon Commissioner Whitehurst moved acceptance of the report and that this committee be thanked for their services and requested to continue in the same capacity for another year. Seconded by Commissioner Dupree and carried. At this time Supt. Moughton was requested to prepare a tentative estimate of the cost and work necessary to be done in order to repair the fence and buildings at the Municipal Athletic Field. Further consideration next given to the matter of the alley running East and West across Block 12 Tier 6. Thereupon Commissioner Shinholser moved that in line with information given by the City Attorney, that instructions be issued that the encumbrances in this alley be removed. Seconded by Commissioner Whitehurst and ca- rried. Communication next read from C.Boyce Bell requesting that the balance of the sentence of Clint Murphy, sentenced in the Municipal Court under date of January 6th. to 50.00 and 50 days, or 100 days, be suspended, upon the payment of $25.00 Matter referred to the Mayor to handle in conjunction with the Chief of Police and Municipal Judge. Commissioner Leffler next introduced Resolution No. 483 and moved its passage and adoption. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SAN'FORD, FLORIDA, RESOLVING ITSELF INTO A MUNICIPAL DELINQUENT TAX ADJUSTMENT BOARD UNDER CHAPTER 17405,LAWS OF FLORIDA, ACTS OF 1935. WHEREAS, The City of Sanford, Florida, has delinquent taxes due it at this time of approximately $766,953.38, and much of the property against which such delinquent taxes exist is burdened to such an extent with delinquent taxes that the redemption That said City Commission does hereby resolve itself into a MUNICIPAL DELINQUENT TAX ADJUSTMENT BOARD under Chapter 17405, Laws of Florida, Acts of 1935, for the purpose of adjusting delinquent taxes for 1933 and prior years upon any property within the City upon principles of fairness to the City and the property owners. thereof within any reasonable time is not probable, and the City Commission deems it advisable, expedient and for the best interest of the City for the City Com- mission to resolve itself into a MUNICIPAL DELINQUENT TAX ADJUSTMENT BOARD, as provided by Chapter 17405, Laws of Florida, Acts of 1935: NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida: That said City Commission does hereby resolve itself into a MUNICIPAL DELINQUENT TAX ADJUSTMENT BOARD under Chapter 17405, Laws of Florida, Acts of 1935, for the purpose of adjusting delinquent taxes for 1933 and prior years upon any property within the City upon principles of fairness to the City and the property owners. 482 MINUTES CITY COMMISSION, SANFORD, FLORIDA, January 27 at 7:30 P M 1 "9_36_ BE IT FURTHER RESOLVED that said MUNICIPAL DELINQUENT TAX ADJUSTMENT BOARD shall meet immediately following the regular meetings of the City Commission at the council chambers in the City Hall on the Second and Fourth Mondays of each month, for a period of twelve months, for the purpose of receiving and considering applications for adjust- ment of taxes, as provided by said Chapter 17405. BE IT FURTHER RESOLVED that all applications for tax adjustments hereunder shall be in writing upon f orms f urni shed by the City Clerk f or that purpose and filed with said City Clerk for presentation by him to said Boardf or its consideration. BE IT FURTHER RESOLVED that the City Clerk shall advertise in a newspaper published in the City of Sanford, Florida, that a. MUNICIPAL DELINgUELIT TAX ADJUSTMENT BOARD has been created and the times and places that meetings will be held for the purpose of considering applications in writing for the adjustment of taxes. WHITEHURST As The City Commission of ttg the City of Sanford, Florida Commissioner Shinholser next moved the payment of •$50.00 to the Seminole County Welfare Board for welfare work during the month of January 1936. Seconded by Commissioner Dupreee and carried. At the request of E.A.Londonberg, the Commission next agreed to accept $300.00 as rental for the year ending June 30, 1936, for the farm land described as Lots 2,4 and S of'Block X, St. Gertrude's Addition , it appearing that at the time Mr. Londonberg made an offer of two City of Sanford Bonds he expected to pay the same as the previous year, 15 flat, whereas the price of bonds has risen to such an extent as to make the cost prohibitive. Request next received from Mrs Cecelia. Kilbourne for permit to wreck the building known as the Fairview, located on Lot 2 Block 6 Tier S.
