The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida_, at 7:30 O'Clock :P.M. February
10th, 1936.
Present: Commissioner W.R.Dupree.

Absent: Mayor - Commissioner T.L.Dumas.
Meeting presided over by Commissioner Shinholser who had been designated
by Mayor Dumas to act in his stead.
Meeting called to order by the Chairman.
Minutes of regular meeting of January 27th and adjourned meeting of February
3rd. 1936 read and approved.
Current invoices and payrolls for the :_.,)nth of January 1936, properly audited
and vouchered as evidenced by vouchers Nos. 7569 through 7640 submitted, examined,
approved and payment ordered.
Monthly reports of the streets, sanitation, health, water, police, fire and
library departments for the month of January 1936, submitted and examined.
Financial statement and statement of revenues and expenditures during the
month of January 1936, submitted and examined.
Bank statements in all accounts, properly reconciled, submitted and examined.
Karl Lehmann, Director of Public Relations for the Florida Exhibit at Rockefeller
Center, New York City, next presented a request for financial assistance to the
extent of $100.00 to assist in carrying on this Exhibit during the month of February.
Mr Lehmann also suggested that if funds are not available at the present time ,
a resolution authorizing the payment from the next year's budget would be sufficient.
Thereupon, after careful consideration, Commissioner Whitehurst moved that the
payment of $100.00 to assist in defraying cost of continuing the Florida Exhibit in
Rockefeller Center, New York City, during the month of February , 1936, be author-
ized, this item to be paid out of the 1936 -37 budget.
Seconded by Commissioner Dupree and carried.
Mr. L.F.Boyle, Commander of the American Legion Post, next called the Commission's
attention to the dangerous condi_ticn existing on Seminole Boulevard West of Park
Avenue due to lack of street lights and theltendency of automobile and truck
operators entering the City over the Lake Shore Boulevard to drive at a high rate of
speed until reaching the turn South at Park Ave.
Matter referred to Supt. Moughton and Chief of Police Williams to investigate
and report.
Request next received from Baseball Committee of the Chamber of Commerce for
additional funds with which to repair the Municipal Athletic Field in order to place
it in condition to be used by the Chattanooga Baseball Club for Spring Training.

No action other then approval of expenditure of $150.00 heretofore authorized
for repair of the roof of the grandstand.
Request next received from committee from the National Guard for an appropriation
of $500.00 to be applied against Sponsor's donation in the WPA Project covering
the construction of a National Guard Armory.
Action deferred.
Request next received from the Order of DeMolay for a reduction in the rental
of $5.00 per night for the Municipal Auditorium.
Request refused.
In accordance with the terms of the Charter, the matter of Publishing or Posting
the 1935 delinquent real estate tax list was next given consideration.
Thereupon Commissioner Leffler moved that the 1935 Delinquent Real Estate
Tex List be POSTED.
Seconded by Commissioner Dupree end carried.
Request next received from Mr R.J.Palmer for permit to remove two palmetto
trees from in front of his residence at 916 Myrtle Avenue, and on motion of
Commissioner Xhitehurst, seconded by Commissioner Dupree and carried, permit granted.
Consideration next given to request of Mrs. C E Kilbourne for permit to demolish
house located on Lot 6 Block 2 Tier 5, the Clerk reporting that Mrs Kilbourne had
stated it her intention to use the net proceeds from the sale of the building to
apply on delinquent taxes. Report also read from Inspector Paxton to the effect that
although the building cannot be considered as dilapidated, a great deal of expense
would be incurred in placing it back in first class condition.
Thereupon Commissioner `Xhitehurst moved that permit to wreck this building
be -ranted, with the understanding that the net proceeds from its sale be applied
to the payment of delinquent taxes against the property.
Seconded by Commissioner Dupree and carried.
On motion duly carried, and on recommendation of the Mayor, Municipal Judge
and Chief of Police, the Commission next canceled,tolance of the sentence of Clinton
Murphy, Cpse No. 21925, sentenced in the Municipal Court under date of January 6,
1936, to a total of $50.00 and 50 days; or 100 days, on the payment of $25.00
Commissioner Leffler next moved that a "Clean -Up" campaign be inaugurated by the
City and that Inspector Marshall be employed during the last half of February to
supervise this campaign.
Seconded by Commissioner Whitehurst and carried.
The Clerk next presented deed from Vivian A. and Daisy Speer to the following
described property adjoining that owned by theCity around Lake Ada, this property
being acquired to safeguard the City's emergency water supply in Lake Ada.

There being no further business , the meeting adjourned to immediately re- convene
as a Municipal Delinquent Tax Adjustment Board under the provisions of Resolution No.
4-83.

City Attorney aV'ilson then advised the Board that objections had been raised by
the Attorneys for the Bondholders Protective Committee to the City Commission
functioning as a Delinquent Tax Adjustment Board, although they had signified
their willingness to meet and discuss the matter.
Thereupon City Attorney Wilson was instructed to arrange such a meeting at the
earliest possible date, action on a-ny 2pplicstions filed with the Clerk being deferred
pending the outcome of such meeting.
The meeting then adjourned, subject to call by the Mayor.
