The meeting was called to order by the Chairman, Cal Conklin at
4:35 P.M.
Jerry Mills moved to approve the minutes of January 11, 1990.
Seconded by Ron Fiorelli and carried by unanimous vote.
Chalmers Yeilding gave a presentation on the Design Guildlines. He
informed the Board that the Firm, Yeilding and Provost, had been
selected to write guidelines on new construction and signage for
the Downtown Commercial Historic District. The process of writing
the guidelines requires several steps with the end result being a
booklet that illustrates design guidelines and additional
photography, which is included in the contract. Mr. Mills stated
that the buildings were covered under the Secretary of the
Interior's Standards and did not require guidelines.
A discussion was held regarding whether or not there is a list of
the contributing buildings to the Downtown Commercial Historic
District as there is for the Residential District. The Board
informed Mr. Yeilding the list that is being used is the National
Register Listing. Mr. Yeilding concurred that the Board had the
buildings listed that are in the National Register District and the
District Boundaries but not a list of contributing buildings. Mr.
Conklin stated there was an application done just like the one done
for the Residential District and he would try and locate such a
list for Mr. Yeilding.

Mr. Yeilding stated the question was generated because the firm is
deciding on what areas are likely to develop and how they interact
with the existing structures. He expressed each set of guidelines
have to be tailored to the area.
Mr. Olinger asked what is the time frame for the guidelines to come
forth for review. Mr. Mills stated approximately it would be June.
Mr. Conklin asked if the guidelines would speak in detail. Mr.
Yeilding answered by saying that Sanford has a lot of developable
land in the district without removing historic buildings. Mr.
Yeilding explained that the guidelines would have to be general
enough to be applied clearly and fairly to all the different areas.
He further explained that the part regarding the signs would have
to be compatible with any existing City Ordinances. He sees the
guidelines as additional rules, they are to guide, not stop, new
development. The Firm is preparing a set of guidelines that the
Board and the City can use to judge new projects as they come in.
Kay Bartholomew informed the Board the proposal for the Downtown
Walking Tour and make "Sanford Shine" is coming along well. Ms.
Bartholomew further stated that Mr. Conklin had presented the
proposal to the Future Sanford Committee and pointed out one reason
the Board embarked on this project is to highlight this Board and
the good it is doing and to offset what people had at one time
thought about the Board only arguing over signs. Mr. Conklin has
written a letter to various groups regarding this proposal.
Ms. Bartholomew stated there are two phases to the Walking Tour;
(1) inviting all the members of the historical groups; and (2) the
reception after the tour at the Cultural Arts Building.
Mr. Conklin stated the City Manager has offered the City's
assistance, and had made the Cultural Arts Building available for
the reception.
A discussion was held regarding where the Historic Preservation
Board should target their participation in the Walking Tour and
clean up. Ms. Bartholomew recommended that the Board take care of
the Walking Tour and contribute to, but not control the clean up of
Sanford. She further recommended that a representative fo.r the
Board work with the various groups. Mr. Conklin stated he and Ms.
Bartholomew could represent the Board.
Ms. Bartholomew requested the Board set a date for the Downtown
Historic Walking Tour and Reception.
Monte Olinger moved that Sunday, April 1, 1990, be the date for the
Walking Tour and the Reception. Seconded by Kay Bartholomew and
carried by unanimous vote.

A discussion was held regarding who could host the guided tour.
Mr. Mills and Ms. Clarke declined due to prior commitments. They
are both willing to meet with the person chosen to give any
information or assistance. Mr. Olinger stated the person hosting
the tour did not have to be a member of the Historic Preservation
Board, and he would see if anyone from the Historic Trust could
handle the tour.
Mr. Olinger reported that the invitations for the Walking Tour and
reception were on 4 q X 5 1 2 " cards with the downtown clock on the
left hand side. He stated 250 invitations would cost $35.00.
Ms. Bartholomew informed the Board that Mrs. Gunning was handling
the reception. She requested Mr. Adamson's assistance with the
budget portion of this project.

exhibits. Ms. Bartholomew stated she and Mrs. Gunning would take
care of this.
Ms. Clarke stated that the St. Johns River Festival is scheduled
for March 3 and 4, 1990, at Fort Mellon Park. The Museum will have
a table outside displaying various information. Information
regarding the Walking Tour and any additional information will be
on display if the Board desired.
Mr. Adamson expressed his concern regarding the Walking Tour
brochures in the downtown stores. He suggested that it not be left
up to the merchants to request more brochures but have someone
monitor and replenish each month. Mr. Olinger suggested there be
a different member of the Board do this each month. Mr. Simmons
suggested having a sticker placed on the holders stating "if empty
please call..."
A discussion was held regarding reprinting the brochures in order
to have enough for the Walking Tour. Mr. Simmons informed the
Board that the money was in the budget to do so. The consensus of
the Board was to reprint 5000 brochures with .a few changes made.
Mr. Moore requested the Board review the brochures and get back to
him by Monday, February 12, 1990, so that he could have corrections
made and get a purchase order for the brochures.

Mr. Adamson requested that the Board see about having the plaque
placed on the building at 100 East First Street. Mr. Simmons
stated he would see to it. Mr. Adamson further requested the
update on the reorder of the plaque for the Independent Order of
Odd Fellows at 107 South Magnolia Avenue. Mr. Moore stated the
copy work has been completed and given to Mrs. Davis so that she
could have a purchase order assigned and mailed out.
Jim Straehla gave a presentation regarding the Historic Trust. He
stated the purpose of the Trust was to reserve the Historic
Residential District and promote the image of the neighborhood,
people, history and education. The past accomplishments of the
Trust was their involvement in the Walking Tour of the Homes.
Their present plans will be working on the next interior tour of
homes. A big topic is the purchase of property in the residential
historic area in hopes to renovate and promote the sale to someone
who will continue the renovation. He stated that any advice or
assistance the Historic Trust could receive from the Historic
Preservation Board or any help the Trust can give to this Board,
please call.
Monte Olinger moved the meeting be adjourned. Seconded by William
Forbes and carried by unanimous vote.
There being no further business before the Board, the meeting was
adjourned at 5:05 P.M.
