The meeting was called to order by the Chairman, Cal Conklin at
4:35 P.M.
Mr. Conklin asked the Board if there was any additional items to be
placed on the Agenda. Mr. Forbes informed the Board that he
received a telephone call from Carol Ann Griffith Roberts, who is
the Florida Editor of Southern Living Magazine. She is interested
in doing an article on Sanford. She requested the Board put
together a package including pictures, newspaper articles, etc.,
and submit it to her within two weeks. Ms. Roberts has also
requested a package from the Sanford Historic Trust in reference to
the Home Tour. Mr. Forbes felt it appropriate to put together a
package on the Walking Tour of the buildings downtown. Mr. Conklin
suggested appointing a couple of members to coordinate the package
with the Sanford Historic Trust. Kay Bartholomew and William
Forbes stated they would handle it.
Mr. Conklin requested the item on the Agenda regarding the
Georgetown area be moved to the top of the Agenda.
Mr. Conklin encouraged the Board to read Ms. Bentley's book written
on the History of Georgetown. He stated out of conversations with
Ms. Bentley he became aware there are some possibilities of doing
something to mark some history in the Georgetown or Goldsboro area.
The Georgetown's neighborhood Association has a project they wanted
the Board to be aware of. Ms. Ref oe, representative of the
Georgetown Community Associations, gave a presentation regarding
their concerns in connection with the Hopper Academy, its value to
the neighborhood and its historical significance.

Duke Adamson moved to have Mr. Conklin write a letter to the School
Board advising them the Historic Preservation Board supports and
will assist in obtaining funding for restoration of the Academy by
requesting the School Board offer the Hopper Academy site for sale
under advantageous arrangements to the Georgetown Association and
offer them first right of refusal. Seconded by William Forbes and
carried by unanimous vote.
Kay Bartholomew moved the Board endorse making a joint application
with the Orange County and /or Seminole County Historical Societies
to the State Bureau of Historic Preservation requesting additional
funding for the purpose of including more structures and extending
overall boundaries in the Georgetown and Goldsboro areas of
Sanford. The current Historical Survey work being performed
through the Orange County Historical Society, under a grant, does
not have sufficient funding in Phase 1 to survey many of the
structures and extended areas discovered in the first phase of the
current work. Seconded by Duke Adamson and carried by unanimous
vote.
Kay Bartholomew move the Board continue their support of the
Georgetown Association in their efforts of studying, surveying,
planning and improvements toward historical restoration of the
Hopper Academy building by making an application for State grant -
in -aid assistance to the Florida Department of State, Bureau of
Historic Preservation for this project. Seconded by Edward
Blacksheare and carried by unanimous vote.
Mr. Blacksheare requested the Board send a copy of the Boards
deliberation, so that the Georgetown Association would have a
document of the consensus of the Board to better understand.
Duke Adamson moved to approve the minutes of February 8, 1990.
Seconded by Edward Blacksheare and carried by unanimous vote.
Mr. Conklin stated another item to consider for the Agenda is a
Certificate of Appropriateness. Ralph Larson, of Sanford Auto
Parts, Inc., submitted an Application for a Certificate of
Appropriateness to paint the rear of the building with the same
color as existing paint, to extend the color on the bottom of the
building and replace lettering on the sign, with the same size
letters as on the existing sign on the building at 115 West First
Street. The color of the paint is the company colors.
Duke Adamson moved the Application be approved. Seconded by Don
Moore and carried by unanimous vote.
Mr. Adamson reported he distributed 1200 brochures in the downtown
area, and that they were well received.
Mr. Moore informed the Board the plaque for the Independent Order
of Odd Fellows at 107 South Magnolia Avenue has been reordered.

Mr. Moore showed the Board a sample of the brochure holder. The
consensus of the Board was to order 100 holders. It was requested
the Secretary have a purchase order prepared.
Mr. Conklin informed the Board of the resignation of Glenn Domen.
He stated the City Commission will now appoint another member to
the Board.
Mr. Conklin stated the item on the Agenda regarding State grant -in-
aid assistance for historic preservation projects was covered with
the discussion of the Hopper project.
Ms. Bartholomew reported on the Walking Tour. She stated the
historic membership listings, from the various groups, were
received with the exception of Geneva's group. This list is
expected at any time. At the present time there are 375 members
that will receive an invitation to attend the tour and the
reception. Mr. Olinger stated there.would be 4 guides to give the
tour. Mr. Olinger presented the invitation and informed the Board
they would be ready for distribution March 9, 1990. Five hundred
invitations were printed for the total of $25.00. Mr. Olinger
requested it to go on record thanking Jean Skipper for doing the
desk top publishing for the Board. He further stated he was
compiling a script for the tour guides to have on hand on the
walking tour.
Mr. Moore expressed his concern what to do if it rains. Ms.
Bartholomew stated she would see as to if the St. Lucia Festival
office could be made available.
Ms. Bartholomew reported on the reception following the tour. The
reception would begin at 2:30 P.M. She stated Alicia Clarke along
with Don Vincent will prepare a simple display of old photographs
of Sanford. In addition, Ms. Bentley will be there with some of
her books.
Mrs. Gunning reported there would be light finger foods served at
the reception. She expressed concern regarding the funding for the
reception. Ms. Bartholomew stated various organization will help
prepare food, guide the tour, help with decorations, and give
donations towards the paper products needed.
Mr. Olinger asked if there was any funds available from the City.
Ms. Bartholomew stated she had spoke with the Mayor and she did not
think so, but she was willing to make a personal donation.
A discussion was held regarding contacting different groups and
individuals to see if they could possibly donate towards the
reception. Several of the Board members stated they would donate.
Mr. Conklin encouraged the Board to meet at the Women's Club on
March 31, 1990, at 8: 00 A.M. , to participate in the clean up of
Sanford, "Make Sanford Shine ". He stated the Board could get
involved with many different events throughout the month. He
commented that if the Board as a group got together it would be
good publicity.

Ms. Harriett Boyd inquired how she could become a member of the
Historic Preservation Board. The Board suggested she contact
Commissioner Lon Howell to express her interest. The Board
explained the City Commission would have to vote on her
appointment. Mr. Forbes suggested she contact Laura Straehla,
with the Sanford Historic Trust. He further stated that the
purpose of the Sanford Historic Trust was to reserve the Historic
Residential District.
Ms. Bartholomew suggested the Board get together prior to March 31,
1990 to do some clean up and call the press for some publicity.
The Board chose March 13, 1990, 4:00 P.M., to meet at the clock.
Mr. Forbes suggested speaking with the Chief Hickson to have a fire
truck downtown at this time so the Board members could hold the
hose for the photograph. He stated he would call March 9, 1990, to
set this up with Chief Hickson.
A discussion was held regarding the charter and the jurisdiction of
the Board. Mr. Moore stated if the charter is restrictive to the
point where we should limit our efforts to the downtown area then
we need to amend the Ordinance to allow us to do some of the things
we have done.
Mr. Moore requested the secretary combine Ordinance No. 1777 and
Ordinance No.2044 before the next meeting. This would simplify
having the two to review.
A discussion was held regarding if the Board had the authority to
approve the color an owner wanted to paint a building in the
downtown area or could the Board only give a recommended color.
Mr. Moore suggested the Board members review the Ordinances and
discuss this item at the next meeting. If it is the consensus of
the Board that they do have the authority to approve the color,
then possible prepare a hand out for the people who come in for an
application for a Certificate of Appropriateness. The Board feels
there was an adopted pallet of colors. It was requested the
secretary review files to see if indeed this has been taken care
of.
Ms. Bartholomew informed the Board that the "Downtown Sanford" sign
was taken down at the corner of Persimmon and West First Street.
Monte Olinger moved the meeting be adjourned. Seconded by William
Forbes and carried by unanimous vote.
