Cultural Arts Center Sanford, Florida Special Meeting Members Present: Cal Conklin, Chairman William "Duke" Adamson Kay Bartholomew Edward Blacksheare Jerry Mills Halford Welch Members Absent: Ron Fiorelli William J. Forbes Nancy Gunning Others in Attendance: Penny Davis, Secretary Chalmers Yeilding Donald Moore Monte Olinger The meeting was called to order by the Chairman, Cal Conklin at 4:30 P.M. A special meeting was called so that Mr. Yeilding could update the Board on the progress of the Design Guidelines. Mr. Yeilding informed the Board he would provide a draft of the Design Guidelines prior to the meeting of May 10, 1990. Once the Board reviewed the draft he would produce the completed document at the meeting of June 14, 1990. A discussion was held regarding not having a master site file on the buildings outside the National Register District but inside the Local Historic Commercial District. Mr. Yeilding felt it unusual that only one building outside the National Register District and the Residential District is recorded as a significant structure in Tallahassee or in the City files. He recommended that the Board have a study done to have a master site file done on the significant buildings in the Local District. Mr. Mills informed Mr. Yeilding that the Board had not dealt with or tried calibrate the significance of any of the buildings. Mr. Mills questioned the need for another survey since the area is basically protected by a City Ordinance. Mr. Conklin suggested the Board come up with a list of the contributing and non - contributing buildings. Mr. Mills volunteered to gather the information needed. HISTORIC PRESERVATION BOARD MEETING, con't. Page 2 The Board reviewed the Draft of the Design Guidelines. A discussion was held regarding designing the Goals and Purposes in such a way that everyone would be able to read and understand them. The Board discussed one of the main purposes of the Guidelines is to protect the existing buildings. Mr. Mills stated he wanted the guidelines to allow as much flexibility and as much encouragement for new development. The main thing to avoid is the demolition of existing buildings that have some significance. The Board discussed the Site section regarding Orientation, Spacing, Streets, and Parking. The Board wanted this section to clarify that new development was allowed and encouraged and the existing buildings and streets are to be maintained throughout the district. A discussion was held regarding whether the items in the guidelines should be mandatory or optional. The consensus of the Board was to include and discuss all items, give an explanation, and then offer options. As there was no further business before the Board, the meeting was adjourned at 6:00 P.M.
