Cultural Arts Center Sanford, Florida Members Present: Cal Conklin, Chairman William "Duke" Adamson Kay Bartholomew Edward Blacksheare Jerry Mills Monte Olinger Halford Welch Members Absent: Ron Fiorelli William J. Forbes Nancy Gunning Donald Moore Others in Attendance: Penny Davis, Secretary Chalmers Yeilding The meeting was called to order by the Chairman, Cal Conklin at 4:35 P.M. Mr. Conklin asked the Board if there were any additional items needing to be added to the agenda. Mr. Conklin stated he had a few additional items; 1) Discussion on St. James AME Church becoming a designated Historic Landmark, 2) Movie company is looking for a victorian style site to shoot movie, 3) St. Cloud Presentation. Mr. Conklin informed the Board that a movie company was trying to find a victorian style site to shoot a movie. He instructed if anyone was interested or knew of anyone they were to call Jan Donahoe, City Clerk and she would explain the appropriate procedures. Mr. Conklin apprised the Board of the invitation received from St. Cloud to give a presentation regarding Historic Preservation. Due to short notice, Mr. Conklin attended on behalf of the Historic Preservation Board. He spoke with the Planning Board, a group of citizens who had been appointed, and some of the City Commissioner who were interested in Historic Preservation. Mr. Conklin felt such presentations render the City a good image for changing towards the Historic aspects and encourage others to take opportunities when they have them. Duke Adamson moved to approve the minutes of April 12, 1990. Seconded by Monte Olinger and carried by unanimous vote. The minutes of April 19, 1990, were deferred until the next meeting of June 14, 1990. HISTORIC PRESERVATION BOARD MEETING, can't. Page 2 Tim Aiken, of Aiken Printing, was present and submitted an Application for Certificate of Appropriateness to construct a 6 foot cypress fence across the back of the property adjacent to the alley at 208 S. Sanford Avenue. A discussion was held regarding the reason for having the-fence. Mr. Aiken explained to the Board that people loiter on his property and leave litter. Duke Adamson moved that the Board accept the Application for Certificate of Appropriateness. Seconded by Ed Blacksheare and carried by unanimous vote. Dr. James L. Riley submitted an Application for Certificate of Appropriateness to install a new pitched roof on existing building at 222 S. Magnolia Avenue. Danny Lee, representative for Dr. Riley, attended the meeting. A discussion was held regarding the color that will be used on the shingles, and suggested a similar color to the brick and the trim lighter. A discussion was held regarding the overhang and a gutter. Duke Adamson moved to accept the Application for Certificate of Appropriateness, with the amendment to the application stating the overhang needs to be 6 to 8 inches and they will install a gutter. Seconded by Ed Blacksheare and carried by unanimous vote. A discussion was held regarding the St. James AME Church becoming a designated Historic Landmark. After considerable review of the Church's outstanding historical and architectural significance it was suggested that the Board request the City Commission designate the church as a designated Historic Landmark. Jerry Mills moved the Historic Preservation Board make a recommendation to the City Commission to consider making the St. James AME Church a designated Historic Landmark. Seconded by Duke Adamson and carried by unanimous vote. Mr. Conklin requested Mrs. Davis to write a letter to the Mayor and City Commission informing them of the Board's recommendations. The Board reviewed the draft of the Design Guidelines as follows: Goals and Purposes: (Revised) The paragraph "Although these guidelines are for new construction and new construction is encouraged, preservation and enhancement of the historic buildings is the primary goal of this document ", was reworded to read as two different thoughts. 1) To express the primary goal of the guidelines is new construction, etc., 2) the goal of the Board is the preservation of existing historic buildings and to give direction on how to judge proposed new development, etc. HISTORIC PRESERVATION BOARD MEETING, can't. Page 3 Policy: (Revised) The word "all" was placed in front of "new development throughout this paragraph. Preface: (Revised) The statement "It is intended that these guidelines apply to'both districts equally" should read "It is intended that these guidelines apply within both districts ".. Elements: (Added) Mr. Yeilding informed the Board that he added this section to the Guidelines, the Board approved. Site: Orientation: (Revised) The Board requested the word secondary street be defined. Spacing: (Revised) The words "and opens spaces between buildings is discouraged" were deleted from the paragraph "New development which continues the existing building spacing is encouraged and open spaces between buildings is discouraged." Coverage: A discussion was held regarding having the one hundred percent coverage. Mr. Conklin stated two main issues which are called for by Ordinances are 1) the parking issue and 2) the drainage retention issue. Parking: (No changes.) A discussion was held regarding the parking the Board decided to keep this as it reads. Streets: (No changes.) A discussion was held regarding the maintaining of the brick streets. The Board decided to keep this as it reads. Signs: (Revised) The statement "Freestanding signs are discouraged and it is recommended that the City require a Conditional Use permit within the District for any freestanding signs. ", should: be changed to "Freestanding signs are strongly discouraged." The Board also recommended that the last paragraph be expanded to discuss size, location and materials. Mr. Conklin suggested coming up with specific guidelines for signs to give the City Commission to suggest they have a different Ordinance for the Historic District. Scale: (Revised) The Board suggested the second paragraph be clearer, to the effect "the scale of the new construction should reinforce the established scale of the district." Height: (Revised) The statements referring to "new construction should not exceed the height of the adjacent historic buildings by more than 10%," should be rephrased to read "should not exceed the height of the adjacent historic buildings by more than one story." Mass: (Revised) Mr. Conklin stated this paragraph was only a definition of mass and it did not discuss the guidelines for mass. The Board recommended Mr. Yeilding add to this paragraph. Proportions of Facade: (Revised) The Board pointed out a few typos, but decided to keep it as it reads. Proportions of Openings in Facades: (No Changes) Rhythm of Solids to Voids in Facades: (No Changes) Rhythm of Buildings on Street: (No Changes) Rhythm of Entrances: (No Changes) Rhythm of Canopies: (No Changes) A discussion was held regarding the materials. If it is not a public safety hazard there is nothing the Board can do. The Board decided to keep as it reads. Page 5 Mr. welch requested a rough definition be included in the guidelines under Goals and Purposes regarding Urban versus Suburban. Mr. Yeilding stated he would bring the completed set of Guidelines to the meeting of June 14, 1990. Monte Olinger moved the meeting be adjourned.
