Cultural Arts Center Sanford, Florida Members Present: Cal. Conklin, Chairman William "Duke" Adamson Kay Bartholomew Edward Blacksheare Ron Fiorelli William J. Forbes Monte Olinger Halford Welch Members Absent: Nancy Gunning Jerry Mills Others in Attendance: Penny Davis, Secretary Donald Moore The meeting was called to order by the Chairman, Cal Conklin at 4:40 P.M. Monte Olinger moved to approve the minutes of July. 12, 1990. Seconded by William J. Forbes and carried by unanimous vote. Mr. Conklin requested confirmation from the Board regarding the telephone poll for approval of the Application for Certificate of Appropriateness submitted by Robert J. Provencher to attach a 11" X 36" sign on the building at 112 S. Sanford Avenue. Duke Adamson moved. to approve the action of approval for the Application for Certificate of Appropriateness. Seconded by Monte Olinger and carried by unanimous vote. Ida Hendrix of Sam's Meats and Subs, Inc. submitted an Application for Certificate of Appropriateness to attach a 1' X 8" wood sign on the building at 118 South Palmetto Avenue. Duke Adamson moved to approve the Application for Certificate of Appropriateness. Seconded by Monte Olinger and carried by unanimous vote. Tommy Berdi of 1890 Saloon and Cattle Co. was present and submitted an Application for Certificate of Appropriateness to restore the windows, change existing sign, paint the manser roof and paint the outside of the building at 119 South Magnolia Avenue. HISTORIC PRESERVATION BOARD MEETING, con't. Page 2 A discussion was held regarding the color selection and the painting of the manser roof. The Board concurred to appoint a committee to assist Mr. Berdi with the color selection and to discuss the proposal to paint the manser roof. The following members were appointed to the Committee: Ron Fiorelli; Jerry Mills; and Hal Welch. A discussion was held regarding changing the existing sign and restoring the windows. The Board suggested repositioning the sign so that it would not interfer with the window line and to restore the windows with the same type of wood materials originally used on the windows. Duke Adamson moved to approve the portion of the Application for Certificate of Appropriateness to restore the windows with the same type of historic (wood) materials originally used, to change the existing sign with the contingency to reposition the sign so it doesn't interfer with the window line and to appoint a Committee to work with Mr. Berdi on the color selection and to make a decision regarding the painting of the manser roof. Seconded by Joe Forbes and carried by unanimous vote. Mr. Conkin requested Ms. Davis hold the Application for Certificate of Appropriateness until the meeting of the selected Committee. He further requested the Committee meet as quickly as possible to make their decision. A brief discussion was held regarding the final draft of the Design Guidelines. Mr. Conklin request Ms. Davis mail a copy of the final draft to the members not in attendance. He suggested the members review the draft and he would contact them regarding sceduling a meeting for the final. action. Mr. Conklin updated the Board on the Georgetown Community. Association's efforts to assume responsibility of the Hopper Academy site for its historical significance to the black community. He stated the letter sent from the Board to the School Board was greatly appreciated. The School Board offered to lease the site to the Georgetown Community Association. The Association had some legal technicalities causing negotiations to become a lengthy process. During this time the School Board apparently proposed to donate this site and the Little Red School House on Palmetto to the City. The Association expressed their concern to Mr. Conklin regarding this occurance and requested the Boards assistance to this matter. Mr. Conklin apprised the Board that he suggested to the Association they contact the School Board and the City of Sanford to follow up on this matter. Mr. Conklin stated he would like to support the Association both individually and as a Board in any way possible. HISTORIC PRESERVATION BOARD MEETING, con't. Page 3 Duke Adamson moved that letters be prepared to the City and the School Board encouraging the. City to accept the Hopper Academy property to preserve it to a historic structure and to express -.the Boards continued support to the Georgetown Community Association with their efforts. Seconded by Kay Bartholomew and carried by unanimous vote. Duke Adamson moved the meeting be adjourned. Seconded by Monte Olinger and carried by unanimous vote.
