Cultural Arts Center Sanford, Florida Members Present: Cal Conklin, Chairman Kay Bartholomew Jerry Mills Donald Moore Monte Olinger Laura Straehla Halford Welch Members Absent: Edward Blacksheare Ron Fiorelli Others in Attendance: Alicia Clarke, City Liaison Penny Davis, Secretary William J. Forbes Nancy Gunning The meeting was called to order by Chairman, Cal Conklin at 4:40 P.M. Ms. Davis informed the Board that Mr. Blacksheare was recovering from surgery and unable to attend the meeting. She further informed the Board that Mrs. Gunning was relocating to Atlanta and would be submitting her resignation. Andrew J. Latham of Alexander Construction services submitted an Application for Certificate of Appropriateness to renovate the front and attach a new sign to the building at 210 South Park Avenue. Ellen and Martin Latham were present to represent Alexander Construction Services. A discussion was held regarding renovating the front of the building. Mr. Mills expressed his opinion regarding saving the facade, which had been on the building for over 35 years, instead of removing it from the building. The Board concurred renovation as proposed would not be acceptable. The Board would like it to be more compatible with the surrounding buildings or restoring the facade that is currently on the building. Hal Welch moved to deny the Application for Certificate of Appropriateness and recommended the applicant return- with alternatives such as restoring the existing materials or provide another design option for the facade, which would be more compatible with the surrounding buildings. Page 2 Mrs. Latham shared with the Board a photo of the building before 1950, which she had found with other photos when they bought the building. Mrs. Latham asked the Board if there were any written guidelines for renovation. The Board gave her a copy of the Design Guidelines for new construction in the Downtown Commercial District and requested Ms. Davis mail her a copy of the Secretary of Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings. Mr. Conklin informed Mrs. Latham that the Board would be willing to work with her to expedite the matter, and if needed would call a special meeting. Hal Welch moved to approve the minutes of December 13, 1990, once corrections were made. Seconded by Kay Bartholomew and carried by unanimous vote. The Board inquired about the status of Foxfire Ines., Application for Certificate of Appropriateness to paint the exterior of the building at 300 East Second Street, which was denied December 13, 1991, until Mr. & Mrs. Gazil submitted a sample of the paint. Ms. Davis stated they had not responded to the letter of denial for the Application for Certificate of Appropriateness. A discussion was held regarding the sign at Soup to Nuts, 201 East First Street, Mr. Conklin stated the Board'.s records did not show an Application for Certificate of Appropriateness, therefore it was a violation and should go before the Code Enforcement Board. The Board requested Ms. Davis write a memo referring the matter to the Code Enforcement Board. Mr. Conklin reported that the City of St. Augustine has sent out programs for the presentation, "A Total Community Effort ", scheduled in May. He informed the Board he, the Mayor, Ms. Clarke, Mrs. Straehla, and any other person willing to participate would be meeting January 16, 1991, at 7:30 P.M. to discuss preparation of the presentation. Mr. Moore reported on the plaque for the St. James AME Church. Mr. Moore asked the opinion of the Board regarding the wording of the statement on the bottom of the plaque. He said the plaques.in the Downtown Commercial District included a statement regarding the building being listed in the National Register for Historic Places. Mr. Conklin suggested using the correct designation given in the Resolution passed by the City. The Board requested Ms. Davis provide Mr. Moore with this information. HISTORIC PRESERVATION BOARD MEETING, con't. Page 3 A discussion was held regarding the parties to list as presenting the plaque to the Church. The choice was "the City of Sanford Historic Preservation Board ". Mr. Mills suggested if Prince W. Spears, who had designed and built the Church, was a black architect it should be indicated on the plaque. Mr. Moore requested Ms. Clarke give the draft of the plaque to Brenda Elliott who would then give it to 011ie Williams for any changes. He stated if he could have the draft returned within two weeks he would have the final draft February 14, 1991, and Ms. Davis could order the plaque. Mr. Conklin stated that Mr. Moore had done an outstanding job with this project. Mr. Conklin informed the Board of Ms. Clarke's reappointment as City Liaison. The Board conceded they were pleased to have her back. A discussion was held regarding giving members who leave the Board a certificate thanking them for their service. Mr. Mills stated he would obtain a blank copy of a certificate from the City of Orlando. A discussion was held regarding the Orange County Black Communities Survey, Phase 1 done by Brenda Elliott. The Board requested Ms. Davis order a copy of the survey for the Board's file. The Resolution on Design Guidelines was tabled until Board Members reviewed the guidelines. A discussion was held regarding the procedure for submitting an Application for Certificate of Appropriateness and the format of the form. Mr. Conklin told the Board Ms. Davis accepts the application and informs the applicant that she will forward it to the Chairman and if further information is needed they will be contacted prior to the meeting. Mr. Mills recommended leaving the application as is and have Ms. Davis require the applicant submit a photograph of the building. A brief discussion was held regarding the Walking Tour Brochure distribution. Mr. Olinger suggested the Board check the supply at their designated businesses. Ms. Clarke informed the Board that a woman from the Farm Bureau was collecting information for the Seminole County State Fair, in Tampa, and would like some Walking Tour Brochures. The consensus of the Board was to give one box. HISTORIC PRESERVATION BOARD MEETING, con't Page 4 Mr. Moore inquired about the need for guidelines on remodeling, rehabilitation, and repairing. Mr. Conklin requested the Board review the Secretary of Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings and discuss the matter at the Meeting of February 14, 1991. Ms. Davis requested Mr. Mills provide her with a revised copy of these guidelines and she would furnish the Board Members a copy. Hal Welch moved the meeting be adjourned.
