Cultural Arts Center Sanford, Florida Members Present: Jerry Mills Kay Bartholomew William J. Forbes Donald Moore H.L. "Lynn" Stogner Halford Welch Members Absent: Cal Conklin, Chairman Edward Blacksheare Ron Fiorelli Monte Olinger Laura Straehla Others in Attendance: Alicia Clarke, City Liaison Penny Davis, Secretary Informal discussions were held while waiting for a quorum. Mr. Mills apprised the members of an upcoming grant writing seminar given by Monte Blair, Ph.D, on March 22, 1991. Mr. Mills gave examples of the City of Orlando's Commendation Certificates, Preservation Award, Regular and Minor Certificate of Appropriateness to Ms. Davis to copy for the board members for discussion at the next meeting. Ms. Davis stated she had additional examples to include. Mr. Mills introduced new member Lynn Stogner to the members. Mr. Stogner gave a brief autobiography about himself and his relationship with the City of Sanford. The members informally discussed the Application for Certificate of Appropriateness submitted by Brian Mahoney of PIP Printing to attach an awning to the building at 104 East First Street. Ms. Davis informed the members that the size of the awning met the City of Sanford's sign regulations. She stated Mr. Mahoney had been contacted for additional information about the awning. He stated the awning would be 24 feet long and 18 inches high, less then 2 feet. He further stated there would be a 9 feet clearance and the awning would be attached to the building by cross bars between the poles on the right and left corners of the business. Page 2 A discussion was held regarding the deterioration of awnings in the Historic Downtown Commercial District and what should be done in terms of police powers when they need repairing. Ms. Bartholomew suggested contacting Gary Winn. The meeting was called to order by the Vice Chairman, Jerry Mills at 5:00 P.M. Halford Welch moved to approve the Minutes of February 14, 1991. Seconded by Kay Bartholomew and carried by unanimous vote. Brian Mahoney of PIP Printing submitted an Application for Certificate of Appropriateness to attach a 24' X 18" awning to the building at 104 East First Street. A discussion was held regarding the Application and awnings on other buildings in the Downtown Commercial District. Mr. Mills requested the folder with the rectified photos of the buildings in the downtown district be brought to future meetings. Mr. Mills suggested tabling the application until all other business was completed and then the Board would adjourn to 104 East First Street to take action on the application and conclude the meeting. Mr. Welch requested to be placed on the Agenda for the Meeting of April 11, 1991, to give a presentation on the Duany Project. He briefly explained to the Board that the Duany Project was designed to translate ideas into a plan which could help Sanford make the most of its downtown and downtown neighborhoods. Mr. Moore informed the Board that the plaque for the St. James AME Church was completed. A discussion was held regarding presentation of the plaque to the St. James AME Church. The Board concurred that it would be nice to have Mr. Conklin, as a representative from the Board, and the Mayor present the plaque. Mr. Mills suggested the presentation be done after a Church Service. Mr. Mills requested Ms. Davis inform the Board when this would take place. Mr. Moore suggested giving the plaque to the Church in order to give them time to decide where it would be mounted and to schedule the time for the presentation. A brief discussion was held regarding installation of the plaque. Ms. Davis stated she would ask the City Manager, William A. Simmons, if the City would install the plaque as they did the others. Mrs. Bartholomew requested the Board continue distribution of the Walking Tour Brochures to designated businesses. HISTORIC PRESERVATION BOARD MEETING, con't. Page 3 Mr. Moore informed the Board he would be transferring to France to assist with the opening of Eurodisney and will therefore be leaving the Board. Mr. Forbes informed the Board he would only be able to attend one or two more meeting because he would be moving to Kuwait to assist with reconstruction of that Country. Ms. Davis informed the Board the Orange County Black Communities Survey Phase 1 - Seminole County was purchased and is available for anyone who was interested. The Board adjourned to PIP Printing, at 104 East First Street, to take action on the application. A discussion was held regarding detail and the exact design of the awning. Joe Forbes moved to table the application until more detail and the exact design of the awning was submitted. Seconded by Lynn Stogner and carried by unanimous vote. The Board suggested PIP Printing be advised to repaint the wire raceway red to match the trim and to put the lights in working order. The Board requested a representative of PIP Printing attend to next meeting. As there was no further business before the Board, the meeting was adjourned at 6:00 P.M.
