"Lynn" Stogner Laura Straehla Hal Welch Members Absent: Kay Bartholomew Ron Fiorelli Others in Attendance: Alicia Clarke, City Liaison Penny Turner, Secretary The meeting was called to order by the Chairman, Cal Conklin at 4:45 P.M. Monte Olinger moved to approve the Minutes of March 14, 1991. Seconded by Jerry Mills and carried by unanimous vote. Brian Mahoney, of PIP Printing was present and resubmitted an Application for Certificate of Appropriateness to attach a 24' X 18" awning to the building at 104 East First Street. A discussion was held regarding how the awning was to be attached to the building. Mr. Mahoney informed the Board the awning would be attached by metal vertical tubing to the underside of the canopy. A discussion was held regarding returning the building's raceway lights to working order. Mr. Mahoney suggested the Board contact the owner of the building, Resolution Trust Company. Jerry Mills moved to approve the Application for Certificate of Appropriateness and to notify the owner of the building, Resolution Trust Company, of the inoperative lights and their potential hazard. Seconded by Monte Olinger and carried by unanimous vote. HISTORIC PRESERVATION BOARD MEETING, con't. Page 2 A discussion was held regarding suggestions for new appointees to the Board. The Board recommended the City Commission consider a business person and /or an attorney. Mr. Conklin requested a letter be sent to Ron Fiorelli inquiring about his attendance. The Board concurred that Mr. Fiorelli's participation was greatly missed. Hal Welch gave a presentation on the Duany Project. A committee from the Sanford Historic Trust is working on a project to hire Andres Duany and Elizabeth Plater- Zybark, who specialize in developing new towns with the front porch community characteristics found in Sanford. The project will consist of several phases. The Trust will assemble a design team and determine the scope of what they want Mr. Duany to look at. The emphasis will be on the Downtown Commercial Historic District. Mr. Duany will work with the Trust physically as well as socially on ideas to better realize the opportunities and problems. Mr. Duany will provide a synopsis and present it at the Charette scheduled for October 4 & 5, 1991. Mr. Welch informed the Board the project would cost $12,000. The City Commission has approved paying half of the fee and the Trust will pay the other half. Mr. Welch stated he would keep the Board up to date on the project. Mr. Conklin updated the Board on the presentation to be made to the St. Augustine Preservation Board on May 16, 1991. A discussion was held regarding the design of a Certificate of Appreciation. The Board selected a design created by Jim Wallace. The Board concurred the City Seal used in the sample should be changed. A discussion was held regarding a Minor and Major Application for the Certificate of Appropriateness. Mr. Mills and Mr. Olinger will review the application forms and present a sample of the forms at the meeting of May 9, 1991. Mr. Conklin requested the portion of the current application referring to the Guidelines also be included on the new applications. The Board decided that polaroids or colored photographs would be appropriate to submit with the application. Mr. Conklin informed the Board he had drafted a letter to send to the Downtown Merchants regarding the purpose and procedures of the Historic Preservation Board. A discussion was held regarding the movie "My Girl ". Mr. Conklin informed the Board he was inquiring about the film's location credits to insure proper credit for Sanford. Page 3 Mr. Mills apprised the Board that the Florida Trust for Historic Preservation, Inc. was having a Spring Heritage Tour in Lake Wales, May 17, 1991 through May 19, 1991. Mr. Conklin requested Ms. Turner follow up on the status of the Presentation of the plaque for the St. James AME Church. Mrs. Straehla invited the Board to attend the Chicken Barbecue Fund Raiser, for the Duany Project, at the Magnolia Mall, Friday, May 17, 1991, from 11:00 A.M. to 2:00 P.M.
