HISTORIC PRESERVATION BOARD MEETING
May 9, 1991

The meeting was called to order by the Chairman, Cal Conklin at
4:45 P.M.
Kay Bartholomew moved to approve the Minutes of April 11, 1991.
Seconded by Jerry Mills and carried by unanimous vote.
Patricia Lovelace, representing Michael Paulucci, was present and
submitted an Application for Certificate of Appropriateness to
paint the exterior of the Paulucci building, with Heritage Colors
Cottage Cream and Barnstable Brown, at 201 West 1st Street.
A discussion was held regarding possible restoration of the
building. Ms. Lovelace stated she would discuss the issue with Mr.
Paulucci. -Ms. Clarke stated she would try to locate a photograph
of the building in its original state.
Jerry Mills moved to approve the Application for Certificate of
Appropriateness with the contingency that Mr. Paulucci contact the
Board in a month or two regarding the possibility of restoring the
building back to its original state. Seconded by Laura Straehla
and carried by unanimous vote.
Gayle Jones, of Jones' Country Kitchen, was present and submitted
an Application for Certificate of Appropriateness to change the
existing sign and to hang a 3' X 2' sign on the building at 110 S.
Palmetto Avenue.
Jerry Mills moved to approve the Application for Certificate of
Appropriateness. Seconded by Hal Welch and carried by unanimous
vote.

Kay Bartholomew submitted an Application for Certificate of
Appropriateness to mount a 4' X 1' wood sign to the building at 203
E. First Street and to repaint exterior wood on the building at 203
and 201 E. First Street.
The Board informed Mrs. Bartholomew the repainting of the exterior
wood to its original color would be considered general maintenance
and would not need an approved Application for Certificate of
Appropriateness.
Laura Straehla moved to approve the Application for Certificate of
Appropriateness. Seconded by Lynn Stogner and carried. Mrs.
Bartholomew and Mr. Mills abstained due to conflict of interest.
Mr. Conklin presented the Historic Preservation Board's proposed
budget FY 1991 -1992. The City Manager, William A. Simmons and the
City Planner, Jay Marder have suggested encumbering the funds and
carrying them over to next year. To secure the funds for the joint
project with Orange County Historical Society and for the
participation with the Georgetown Association on the historical use
of Hopper Academy, letters confirming the projects will have to be
obtained from the others involved. The Board concurred with the
proposed budget and the procedure to encumber funds and carry them
over. Mr. Mills recommended the new members of the Board take
advantage of the funds available for seminars.
A discussion was held regarding surveys of other historically
significant areas. Mr. Welch recommended the Board place an item
on the Agenda for the meeting of June 13, 1991, to discuss goals.
Mr. Mills requested the discussion regarding the Major and Minor
Applications for Certificate of Appropriateness be tabled until the
meeting of June 13, 1991, when Monte Olinger is present.
The presentation of the plaque to the St. James AME Church will be
Sunday, May 19, 1991, at 12:30 P.M., immediately following the
morning services.
Mr. Conklin updated the Board on the presentation to be made to the
St. Augustine Preservation Board on May 16, 1991.
As there was no further business before the Board, the meeting was
adjourned at 5:45 P.M.
