The City Commission of the City of Sanford, Florida, met in Regular
session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M. April

Meeting called to order by the Chairman.
s Minutes of Regular meeting of March 25th. and adjourned meeting of
March 27th, 1935, read and approved.
Current invoices anci payrolls for themonth of March 1935, properly
audited and vouchered as evidenced by Vouchers Nos. 6820 through 6983, submitted,
examined, approved and payment ordered.
Monthly reports of the streets, sanitation, health, water, police, fire and
library departments for the month of March 1935, submitted and examined.
Financial statement and statement of revenues and expenditures during the month
of March 1935 submitted and examined.
Bank statements in all accounts, properly reconciled, submitted and examined.
Report next received from the Committee designated to check prices and
samples received for furnishing uniforms for the police and fire departments, recom-
mending the acceptance of the proposal of 4.E. Watson on the basis of furnishing ten
uniforms in fourteen ounce serge No.4219, at a total cost of $337.90.
Thereupon Commissioner Shinholser moved that the proposal of W.E.Watson as
outlined be accepted.
Seconded by Commissioner Lehman and carried.
The Commission then approved the purchase of the necessary shirts to be used
as standard equipment by the police and fire departments during the summer months when coal
will not be needed.
Commissioner Speer next moved that the City a pprropriate $250.00 for services
rendered by the Florida League of Municipalities in connection with needed legislation
to assist municipalities in carrying on the ordinary functions of the government.
Seconded by Commissioner Shinholser and carried.
Commissioner Lehman next moved that an additional $50.00 be transferred to
the Seminole County Welfare Board for welfare work during the month of April , 1935.
Seconded by Commissioner Speer and carried.
In connection with the establishment of a Community Canning Kitchen for
the canning of surplus fruits and vegetables, a Welfare Project, the Commission next
authorized the furnishing of the necessary water at no cost.

Application next received from Mrs Rhoda B.Ewing for permit to move
house located on Lot 6 Lorg's Addition to Lot 2 Block 14 Tier t, and same mas
referred to Supt. Moughton to investigate and report.
Application next received from Mr. Harry Bradham for license to sell
intoxicating liquors at 114 S. Park Ave. under the provisions of Ordinance No. 237
Action deferred pending investigation by the Chief of Police.
The Clerk next reported the issuance of license to sell beer to Kleanthis
Ares 801 -003 W. Ninth St. and on motion duly carried, same was approved.
Commissioner Speer next introduced Ordinance No.238 entitled:
AN ORDINANCE DEDICATING CERTAIN REAL PROPERTY OWNED BY THE CITY OF SANFORD,
FLORIDA, FOR THE PUBLIC USE OF PUBLIC PARKS, RECREATION AND PLAYGROUNDS UNDER THE
CONTROL AND MANAGEMENT OF SAID CITY FOR THE USE AND ENJOYMENT OF THE INHABITANTS
OF SAID CITY OF SANFORD , FLORIDA, AND THE GENERAL PUBLIC,'AND RESERVING THE RIGHT
IN SAID CITY TO USE SUCH PORTIONS OF SAID PROPERTY AS MAY BE DEEMED NECESSARY FOR
MUNICIPAL OR OTHER PUBLIC PURPOSES.
and same was placed

entitled:
AN ORDINANCE DEDICATING CERTAIN REAL PROPERTY OWNED BY THE CITY OF
SANFORD, FLORIDA, FOR THE PUBLIC USE OF PUBLIC PARKS, RECREATION AND PLAYGROUNDS
UNDER THE CONTROL AND MANAGEMENT OF SAID CITY FOR THE USE AND ENJOYMENT OF THE
INHABITANTS OF SAID CITY OF SANFORD, FLORIDA, AND THE GENERAL PUBLIC, AND
RESERVING THE RIGHT IN SAID CITY TO USE SUCH PORTIONS OF SAID PROPERTY AS MAY BE
DEEMED NECESSARY FOR MUNICIPAL OR OTHER PUBLIC PURPOSES.
On motion duly carried Ordinance No. 238 was ordered POSTED at the front door
of the City Hall in the City of Sanford, Florida..
Commissioner Speer next intetnduced Ordinance No. 239 entitled:
AN ORDINANCE DEDICATING CERTAIN LOTS, PIECES OR PARCELS OF LAND OWNED BY THE
CITY OF SANFORD, FLORIDA, FOR THE PUBLIC USE OF PARKING VEHICLES THEREON BY THE GENERAL
PUBLIC, SUBJECT TO THE CONTROL AND MANAGEMENT THEREOF BY SAID CITY, AND RESERVING THE
RIGHT IN THE CITY OF SANFORD, FLORIDA, TO USE SO MUCH OR SUCH PARTS OF SAID PREMISES
FOR THE PURPOSES OF THE CITY AS ITS GOVERNING AUTHORITIES MAY DEEM NECESSARY AND PROPER.
and same was placed upon its first reading and read'in full by the Clerk.

Consideration was next given to the matter of extending the date of the
tax sale to conform to the extension granted by the Legislature for State and County
taxes.
Action deferred.
Commissioner Shinholser next moved that the following payments be made from
funds available therefor:
To DeCottes & Boggs to apply on judgment $1020.00
To Kenneth-M Keefe et al , to apply on judgment 9530.00
To United Mutual Life Insurance Co. to apply on judgment 156.00
Seconded by Commissioner Lehman and carried.
Bids next received for painting the outside of the water tank at the water
pumping staion, one coat, the necessary paint to be furnished
by the City, and for
replacing twelve worn tie rods in the top of the tank as follows:

bids received, and on motion duly carried, the
low
bid of Hill Hardware Co. was ordered accepted.
Commissioner Lehman next moved that commencing at once and continuing to
September 30th. next, the time for the regular meetings of the City Commission be set
at S O'Clock P.M. instead of 7:30 O'Clock P.M.
Seconded by Commissioner Leffler and - carried.
The Clerk next reported that prior to the rescinding of the authorization
to sell any city property acquired through foreclosure of tax liens, for the City's
equity therein, Lots 3 and 4 Block 12 Tier 3 had been offered to Mrs Katherine S.
Dutton, the former owner at a price of $993.04, this amount representing the City's
equity therein, $635.03 beingpayable with City of Sanford bonds and $355.01 in cash
subject to City of Sanford Taxes for the year 1934 and subsequent, and that the fore-
going amounts had now been presented to the City with the request for a deed to the
property.
Thereupon, upon motion duly carried, the sale of lots 3 and 4 of Block 12
Tier 3 to Mrs Katherine S.Dutton at the price and under the conditions as set forth
was approved.
Request next received from R.J.Holly Jr. County Supervisor, FERA Recreation
Department, for permit to install several horse —shoe pitching courts and several quoit
courts on City owned property set aside between Sanford Avenue and the Mayfair Hotel, for
Park and Recreational purposes.
Permission granted, with the understanding that the property will be vacated at s
time as the City may have other use for it.
On motion duly carried, the Commission next approved the cancellation of the
following taxes against Lot 60 Franklin Terrace, due to incorrect assessment, this
property being subject to '7idow's exemption for the owner bars J S Allen which had not been
allowed:

In connection with the meeting of the Legislative Committee of the Florida
League of Municipalities to be held April 9th and 10th for the purpose of preparing
needed legislation for the assistance of Municipalities, Commissioner Lehman next
moved that City Commissioner Speer and City Attorney Wilsok ^be authorized to attend
this meeting, the expenses to be borne by the City.
Seconded by Commissioner Shinholser and carried.
To assist in tracing as well as curbing the traffic in stolen goods, City
Attorney Wilson was next instructed to prepare an ordinance requiring Junk Dealers
to make daily reports to the Police Department, of all junk purchased, together
with names and addressee from whom purchased; also an Ordinance requiring all
dealers operating at the Farmers Exchange Market to keep a record of produce purchased
together with the names of those from whom such produce was bought.
The meeting then adjourned.
