0311351 1E 1 �J MINUTES CITY COMMISSION, SANFORD, FLORIDA, March 11 at 7:30 P M "9 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P M March 11, 1935• Present: Commissioner T.L.Dumas, Mayor. n W.A.Leffler H.J.Lehman S.O.Shinholser V.A.Speer City Attorney Fred R.Wilson City Clerk F -S. Lamson Chief of Police R.G.Williams Meeting called to order.by the Chairman. Current invoices and payrolls for the month of February , 1935, properly audited and vouchered as evidenced by Vouchers Nos 6751 through 6$19 submitted, examined, approved and payment ordered. Monthly reports of the Streets, Sanitation, Health, Water, Police, Fire and Library Departments .for the month of February , 1935, submitted and examined Financial Statement and Statement of Revenues and Expenditures during the month of February , 1935, submitted and examined. examined. Bank Statements in all accounts, properly reconciled, submitted and Communications next read from T.W.Lawton, as Chairman, and Mre.Esther M.Ridge, as Executive Secretary, of the Seminole County Welfare Board, request- ing that the City appropriate $50.00 per month to assist in financing the relief work being done by this Board. After careful consideration, Commissioner Shinholser moved that one month's appropriation of $50.00 be made to the Seminole County Welfare Board, action on additional appropriations to b e deferred pending further investigation Seconded by Commissioner Speer and carried. On motion of Commissioner Lehman, seconded by Commissioner Speer and carried, the following bills incurred in operation of the Sanford Municipal Golf Course were next ordered paid and charged to reserve as of September 30th, 193+2 it appearing that the revenues of the Golf Course were insuffucient to care for these items. Chase & Co. Rye grass seed.and Fertilizer 119.22 Cy Young ( Daytona Beach Golf Course) Used Mower units 50.00 Florida Power & Light Co. Power bill .15.00 $184.22 Minutes of Regular Meeting of February 25th and Special Called meeting of March 6th. 1935, next read and approved. Offer next received from E.C.Smith Jr. to purchase and remove house located on property recently acquired by the City through foreclosure of tax liens located on South Mellonville Avenue east of Fort Reed and known as the Wylly Tract. After careful consideration and in view of the fact that the removal of the house will hinder the sale of the property, offer rejected. 377 MINUTES CITY COMMISSION, SANFORD, FLORIDA, March 11 at 7:30 P M 19-35- A group of West side farm owners next appeared with further reference to petition presented at meeting of February 25th, that certain farm lands on the West Side be excluded from the City Limits, but in view of the opinion of the City Attorney that the adoption in the 193+ election of the Constitutional amend- ment requiring uniform government for all municipalities, prevents the passage by the Legislature of any local bills, no action waa deemed necessary, Communication next read from the Secretary of the Chamber of Commerce inelosing bill of the Sanford Awning & Shade Company for $10.00 for repairing and making curtains for stage in the City Hall Auditorium, the material. for this pur- pose having been furnished by the Chamber of Commerce. Thereupon Commissioner Lelfler moved that the bill be approved and paid Seconded by Commissioner Lehman and carried. On motion duly carried, Mr John Abrahams, Plant Engineer at the Water Pumping Station, was next authorized to attend the Short Courap in Water Treatment conducted by the General Extension Division of the University of Florida in con- junction with the annual meeting of the Florida Section of the American Water Works Association to be held in West Palm Beach on March 27th to 30th. On motion of Commissioner Speer, seconded by Commissioner Shinholser and carried, the Commission next - approved the recommendation of the Municipal Judge and Chief of Police to suspend $25,00 of the fine of Eddie Brown, Case No.21215, sentenced in the Municipal Court under date of February 25, 1935, to pay a fine of $50,00 or serve 50 days , upon payment of the balance, On motion of Commissioner Lehman, seiconded by Commissioner Speer and carried, the Commission next approved the recommendation of the Municipal Judge and Chief of Police, to suspend $10.00 of the fine of Lonnie Smith , case No 21160, sentenced in the Municipal Court under date of January 28th, 1935, to pay a fine of $15.00 or serve 45 days, upon payment of the balance. The matter of the need of paint and new tie rods for the water tank at the water pumping station was next brought up for consideration, and on motion of Commissioner Lehman, seconded by Commissioner Speer and carried, bids were ordered obtained for this work. Offer next received from Pearl McDonald to pay $100.00 for the following,,, described property obtained by the City through foreclosure of tax liens: Beg. 340 ft. S. of N W Cor of E 1/2 of N W 1/4 of S W 1/4 of N W -1/4 of Sec. 36 Tp. 19 S.R. 30 E. run S. 158 ft E. 264 ft. N. 158 ft. W. 264 ft. and same was taken under consideration /. Plans next presented for construction by the Suwannee Steamship Company of dock warehouse on property leased from the City by located on Seminole Boulevard adjacent to the propert; also communication from W.R.Lovett, President of Winn stating; that the entire capital stock of the Suwannee owned by Winn & Lovett Grocery Co. and that it is his to the Suwannee Steamship Co. Winn & Lovett Grocery Co. 7 of Mary B.H.Herring; & Lovett Grocery Co. Steamship Company is desire to assign the lease Thereupon on motion duly carried, assignment of the lease from Winn & Lovett Grocery Co. to Suwannee Steamship Company was approved, 1 1 L 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, March 11 at 7: 30 P M :19_14— The Commission then approved plans submitted for construction of the dock warehouse on said property and ordered that permit be granted. In connection with lease to the Seminole County Chamber of Commerce for the Yacht Club Building, Commissioner Lehman next moved that this lease be extended for an additional five years at a rental of $1.00 per year, payable in advance. Seconded by Commissioner Speer and carried.
