021835�L F___� 1 1 I --W MINUTES CITY COMMISSION, STANFORD, FLORIDA, February 18 7:30 P M 19 35 The City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in Sanford, Florida, at 7:30 O'Clock P.M. February 18, 1935. Present: Commissioner T.L.Dumas, Mayor. " W.A.Leffler " H.J.Lehman it S. 0. Shinholser if V.A.Qpeer. City Attorney Fred R.Wilson.. City Clerk F.S.Lamson, Meeting called to order by the Chairman. Consideration first given to method to be followed in disposing of property acquired through foreclosure of tax liens. Thereupon the following procedure was adopted and instructions issued to that effect; that upon receipt of reasonable firm offer, satisfactory to the Commission, the property will be advertised for sale at that time, and in case the bids received do not exceed the firm offer, such firm offer will be accepted. Commissioner Lehman next offered Resolution No. 466 and moved its passage and adoption. Seconded by Commissioner Speer and carried by the following vote of the Commission: Commissioner Dumas Aye " Leffler Aye " Lehman Aye " Shinholder Aye " Speer Aye said resolution No. 466 being in words and figures as follows: A RESOLUTION RESCINDING RESOLUTION N0. 430 ENTITLED " A RESOLUTION PROVIDING FOR THE SALE AND TRANSFER OF CERTAIN PROPERTY ACQUIRED BY THE CITY OF SANFORD IN FORECLOSURE PROCEEDINGS FOR NON — PAYMENT OF TAXES AND/ OR PAVING ASSESSMENTS ", PASSED AND ADOPTED ON THE 25th DAY OF APRIL 1332." WHEREAS, on the 25th day of April 1932, the City Commission passed and adopted Resolution No. 430 entitled " A Resolution providing for the sale and transfer of certain property acquired by the City of Sanford in foreclosure proceedings for non — payment of taxes and /or paving assessment ", and the City Commission is now of the opinion that it is advisable, expedient and for the best interest of the City of Sanford, that said Resolution No. 430 , entitled as above stated, be rescinded. NUN, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, that the aforesaid Resolution No. 430 passed and adopted on the 25th day of April 1932, and entitled: " A RESOLUTION PROVIDING FOR THE SALE AND TRANSFER OF CERTAIN PROPERTY ACgUIRED BY THE CITY OF SANFORD IN FORECLOSURE PROCEEDINGS FOR NON — PAYMENT OF TAXES AND /OR PAVING ASSESSMENT ", be and the same is hereby rescinded. M 19 35 The Clerk wa.s next authorized to carry through to completion any sales which may have been instituted under provisions of Resolution No. 430 prior to its being rescinded. Report next made by Commissioner Leffler and Speer that the $300.00 per year offered to be paid by the Seminole County Board of Public Instruction for the privilege of the free use of the Municipal Library by the teachers and students of the County, would not be sufficient to defray the additional expenses which would be incurred, particularly as such action would eventually result indirectly in the free use of the Library by practically the entire county. Thereupn Commissioner Shinholser moved that the Seminole County Board of Public Instruction be advised as follows: That the opening of the Municipal Library to the people of the County will necessitate the employment of a.full time assistant to the Librarian at a salary of $50.00 per month. That the'City is not in position to pay this extra expense of operation but is willing to put its property and literature at tie service of the people of the County should the School Board be able to arrange for the salary of the extra help as above, this arra.ggement to be subject to change or cancellation should the City later find it necessary. Seconded by Commissioner Lehman and carried. Commissioner Speer next moved that the employment of W.S.Earle as Engineer on the various FERA projects being carried on in the City be continued until further notice. Seconded by Commissioner Leffler and carried. Mr. A.B.-Peterson next appeared in behalf of Mr. W.E.Kirchoff, Jr. Lessee of the Mayfair Hotel, requesting permission to sub - lease the Hotel to an operating corporation to be formed with Mr. Kirchoff as principal owner. Action deferred pending report from the City Attorney on the form of sub -lease proposed to be used. Mr. Peterson also requested for Mr Kirchoff a sixty day option to lease the Municipal Golf Course at a nomihal rental, and same was taken under consideration. Commissioner 6peer next reported that in conformity with the provisions of letter agreement dated Dec. 6, 1934, between the City and the Florida Power & Light Company One hundred - twenty additional all -night white -way lights; eighty -three additional mid -night white -way lights, and fourteen additional overhead street lights had been turned on at no extra cost to the City. Commissioner Speer next moved that every other whiteway post on East First Street Between Sanford Ave. and San Juan Ave. be removed, these posts being unlighted and no longer required. Seconded by Commissioner Leffler and carried. City Attorney Wilson next reported that Augustus T.Ashton, holder of a judgment against the City covering Fifteen Certificates of Indebtedness due July 1, 1929, together with accrued interest, had levied on the Mayfair Hotel property to satisfy judgment On motion duly carried, the following payments were next ordered paid from funds applicable therefor: 1 I 'u 1 1 II 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, February 18, 7130 P M19-35 To DeCottes & Boggs $278.00 To City of Sanford Bondholders Protective Committee 4377.00 To United Mutual Life Insurance Co. 150.00 Offer next received from L.E.Miles to pay $3.00 per week, and one from Wm.M.Carrol to pay $5.00 per week, for the exclusive privilege of selling peanuts, popcorn, cold — drinks, ice cream etc.in and around the Municipal Zoo.
