Cultural Arts Center Sanford, Florida Members Present: Cal Conklin, Chairman Kay Bartholomew Joe Forbes John Mercer Jerry Mills H.L. "Lynn" Stogner Members Absent: Ron Fiorelli Monte Olinger Laura Straehla Hal Welch Others in Attendance: Alicia Clarke, City Liaison Penny Turner, Secretary The meeting was called to order by the Chairman, Cal Conklin, at 4:35 P.M. Joe Forbes moved to approve the Minutes of June 27, 1991. Seconded by Lynn Stogner and carried by unanimous vote. Faye M. Roberts submitted. an Application for Certificate of Appropriateness to attach a 56" X 31 1/2" sign to the building, at 118 Palmetto Avenue. A discussion was held regarding the sign and the City of Sanford's sign requirements. Mr. Stogner indicated that the hooks and support needed to be checked before hanging the sign. Jerry Mills moved to accept the shape of the sign but asked that another lettering style be selected in lieu of Old English, such as one of the following: Serif Tiffany Heavy Serif Cooper Black Serif Century Ultra Serif Melior Bold Sans Serif News Gothic Bold Sans Serif Optima Semibold and under the condition that the sign met the City of Sanford's sign requirements and the applicant check the hooks and support to assure they are in usable condition. Seconded by Kay Bartholomew and carried by unanimous vote. HISTORIC PRESERVATION BOARD MEETING, con't. Page 2 Mr. Forbes informed the Board that the sign at 104 E. 1st Street, PIP Printing, had not been installed and the running lights were not fixed. Mrs. Bartholomew invited the Board to the First Street Gallery on Tuesday, July 16th at 8:00 A.M., to hear the Coordinator of the Deland Main Street Program. Mr. Conklin reported that Ed Blacksheare had given a letter of resignation and that Ron Fiorelli's letter of resignation had not been received. The Board concurred to accept verbal confirmation for Mr. Fiorelli's resignation and request the City Commission replace Mr. Blacksheare and Mr. Fiorelli. The Board recommended submitting 011ie Williams and /or Altermese Bentley to the City Commission for consideration as new appointees. Mrs. Turner stated she would contact them and see if they would be interested. A discussion was held regarding Sunniland Corporation's appeal, to the City Commission, to demolish the building, at 200 South Oak Avenue. The appeal was placed on the City Commission Agenda, for the meeting of July 22, 1991. Mr. Mills stated he had been trying to find someone to lease or buy the building and would continue his efforts until July 22nd. Mr. Conklin stated that Mr. Mills' efforts were commendable. A discussion was held regarding the manner in which the Board would present the issue to the City Commission. The consensus of the Board was that the Chairman would attend the meeting and present both the majority and the minority sides of the issue. Mr. Mills indicated he would go before the City Commission as a citizen. Mr. Mills recommended the Board present a summary on the history of the building. Mr. Mills reported that Quinn Realty has requested he walk through the Montezuma Hotel with a prospective buyer from Texas. The woman once lived in Sanford. Quinn Realty would like for Mr. Mills to give her suggestions. A discussion was held regarding the City of Sanford's Sign Ordinance. Mr. Mercer suggested the Board prepare a specific Sign Ordinance for the Downtown Commercial District and present it to the City Commission. Mr. Conklin indicated it was not the Board's responsibility to draft an Ordinance but it could give recommendations and offer assistance for the City Commission to consider while drafting the Ordinance. Mr. Mills recommended the item be placed on the Agenda, for the meeting of August 8, 1991, for discussion. HISTORIC PRESERVATION BOARD MEETING, con't. Page 3 Mr. Conklin reported that The Hopper Academy received $100,000 Tourist Tax Money and are working on several endeavors to raise funds for the restoration of the building. He suggested that the Board consider the possibility of the building being designated an historic landmark. As there was no further business before the Board, the meeting was adjourned at 5:06 P.M.
